Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women MCO-Caribbean (MCO) covers 22 English and Dutch speaking countries and territories in the Caribbean. The MCO maintains a physical presence in several countries but there remains high and consistent demand for the exercise of UN Women’s integrated mandate across the 22 countries and territories.

The MCO Caribbean 2022 -2026 programme builds on the works of the 2017-2021 Strategic Note with a focus on the Normative Framework (Proposed Outcome 1), Women’s Economic Empowerment (Proposed Outcomes 2 and 3), Ending Violence against Women and Girls (Proposed Outcome 4) and Climate Change and Disaster Risk Resilience (Proposed Outcome 5). All the Outcomes like the SDGs are interconnected and interrelated. The MCO will focus on Governance and Participation in Public Life. The programme will be implemented both at the regional and multi-country level.  The Programme Analyst will support the programme through oversight and implementation of the intergovernmental portfolio, specifically, design and adopt laws, systems and policies to eliminate discrimination, address structural inequalities and also support all programmes through the incorporation of CEDAW and mainstreaming of Governance and Participation in Public Life throughout Outcomes 4 and 5.

Reporting to Representative, the Programme Analyst contributes to the effective management of UN Women programmes in the MCO by providing substantive inputs to programme design, formulation, implementation and evaluation and close support to the Representative on intergovernmental processes and governance.  The Programme Analyst guides and facilitates the delivery of UN Women programmes by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary.  The Programme Analyst works in close collaboration with the programme and operations team, UN Women HQ personnel, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.  


Duties and Responsibilities

  • Provide substantive technical support to the implementation and management of the Intergovernmental processes for the MCO Caribbean.
  • Provide technical inputs to the bi-annual workplan and budget;
  • Lead implementation on behalf of the MCO Caribbean of intergovernmental processes such as CSW preparation, CEDAW Reporting, SIDS meetings and other relevant processes.
  • Train partners as needed on CEDAW, Beijing Platform for Action and the broader Normative Framework.
  • Provide technical assistance to the Representative and programme team
  • Provide substantive support to the Representative in the implementation of the governance and intergovernmental portfolios as needed.
  • Develop talking points, briefs and presentations related to the Normative Framework.
  • Provide technical inputs to the monitoring and reporting for the intergovernmental and governance portfolios.
  • Monitor progress of implementation of activities and finances using results-based management tools;
  • Draft reports on monitoring missions, programme results s, outputs and outcomes;
  • Provide substantive inputs to the preparation of donor and UN Women reports.
  • Provide substantive inputs to building partnerships with key stakeholders
  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
  • Lead coordination of Parliamentary Support programmes;
  • Lead liaison with CARICOM;
  • Maintain relationships with national partners to support implementation and expansion of the Normative programme;
  • Participate in donor meetings and public information events, as delegated.
  • Provide substantive inputs to advocacy, knowledge building and communication efforts
  • Coordinate with communications teams to support advocacy campaigns, events, trainings and workshops on relevant intergovernmental processes and the governance portfolio;
  • Coordinate the development of accessible knowledge products on the Normative frameworks.

Required Skills and Experience

Education and Certification:          

  • Professional degree (e.g. Law) with at least 4 years experience or Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

 

Experience:        

  • At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
  • Experience practicing the law is an asset;
  • At least 2 years’ experience in the Caribbean of SIDS is preferred;
  • Experience coordinating and liaising with government agencies and/or donors is an asset.

 

Language Requirements: 

  • Fluency in English is required;
  • Knowledge of the other UN official working language, especially Spanish, is an asset;
