UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women MCO-Caribbean (MCO) covers 22 English and Dutch speaking countries and territories in the Caribbean. The MCO maintains a physical presence in several countries but there remains high and consistent demand for the exercise of UN Women’s integrated mandate across the 22 countries and territories.

The MCO Caribbean 2022 -2026 programme builds on the works of the 2017-2021 Strategic Note with a focus on the Normative Framework (Proposed Outcome 1), Women’s Economic Empowerment (Proposed Outcomes 2 and 3), Ending Violence against Women and Girls (Proposed Outcome 4) and Climate Change and Disaster Risk Resilience (Proposed Outcome 5). All the Outcomes like the SDGs are interconnected and interrelated. The MCO will focus on Governance and Participation in Public Life. The programme will be implemented both at the regional and multi-country level. 

Reporting to the Representative, the Programme Analyst provides programme support to the effective management of UN Women programmes in the MCO by contributing in the programme design, formulation, implementation and evaluation.  The Programme Analyst supports the delivery of UN Women programmes by analyzing results achieved during implementation and supporting appropriate application of systems and procedures. The Programme Analyst works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio. 

Provide technical support to the Representative:

• Identify, research, analyze, prepare and/or organize information and briefing materials for the Director to facilitate decision-making and leadership in management strategic planning/review;
• Draft speeches, talking points, background papers, and/or design presentation materials (including multi-media) for delivery by the Director in key events, meetings and other external fora ensuring that UN Women thinking, goals, objectives, strategies and/or policies on gender issues and UN Women programs are appropriately reflected in these materials.
• Process and/or prepare the Representative participation in meetings and missions/key events and come up with best practices to be shared with other units and divisions;
• Provide technical and coordination support in the follow-up to meetings and corporate initiatives, including the preparation of relevant minutes and notes as appropriate, and management of a follow up tool/file;

Contribute to strengthened effective relationships with key stakeholders·

• Provide technical support to the Representative and other senior managers in the preparation of missions, meetings and other consultations with donors, including the preparation of notes, briefs and other materials;
• Provide regular updates on partner profiles, and databases (e.g. contacts management);
• Support coordination efforts with key partners.

Provide technical assistance to the implementation of the MCO private sector programming

• Provide technical support to and technically contribute to the implementation of programme activities with partners;
• Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and trainings to partners as needed.

Provide technical inputs to inter-agency coordination to achieve coherence and alignment of UN Women programmes with other partners across the Caribbean.

• Provide technical support to the Representative on inter-agency coordination related activities by providing inputs to background reports and briefs.

Support advocacy, knowledge building and communication efforts

• Provide technical inputs to background documents, speeches briefs and presentations for the Representative.
• Contribute to the coordination and support the organization of advocacy activities and campaigns events, trainings, workshops and knowledge products.
• Provide inputs to the development of knowledge management products as needed.

Education and certification:           

• Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required
• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:        

• At least 2 years of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, resource mobilisation and capacity building;
• Experience in supporting countries in implementing the Normative Framework is an asset;
• Experience coordinating and liaising with government agencies and/or donors is an asset.

Language Requirements: 

• Fluency in English is required;
• Knowledge of the other UN official working language is an asset.
