Background

1. Background

The UN Women Independent Evaluation Service (IES) of the Independent Evaluation and Audit Service (IEAS) evaluates the work of UN women to enhance organizational accountability, provide evidence-based information for decision-making and to contribute to learning on gender equality and the empowerment of women. IES posts Regional Evaluation Specialists in the Regional Offices of UN Women with a key task to lead independent evaluations and to support country office personnel with the management of decentralized evaluations. UN Women Regional Evaluation Specialist for Asia and the Pacific is recruiting evaluation consultants with expertise in integrating LGBTIQ+ and disability inclusion perspectives in UN Women’s evaluation work, including through inclusive approaches with the aim of ensuring the “leave no one behind” principle is prioritized in evaluations.  The consultant will have experience integrating analysis on intersecting forms of discrimination in research and/or evaluation. This consultancy is on a retainer basis to ensure UN Women’s evaluations are human rights focused, inclusive, gender responsive, culturally responsive, and participatory. The consultant should specify whether expertise is in integrating LGBTIQ+ inclusion OR disability inclusion in the cover letter (they do not need to have both sets of expertise).

 

 

Duties and Responsibilities

2. Duties and responsibilities

The Evaluation consultant is an integral member of the evaluation team. The work of the consultant will be home-based and they will need to connect with the team during Asia and the Pacific working hours via online platforms.  Under the overall oversight of the Regional Evaluation Specialist, the consultant will contribute to the following:

  • Capacity Building
    • Support the development of tools to support inclusion of diverse LGBTIQ+ and disability inclusion perspectives throughout the evaluation cycle. These tools will be utilised by evaluation managers for project/programme based (decentralised) evaluations as well as for IES-led evaluations.  
    • Support the development of training modules on the topic of inclusion, including specific to diverse LGBTIQ+ or disability inclusion in evaluation. These modules will be shared through learning exchanges with the UN Women Asia Pacific Results Based Management Community of Practice.
  • Evaluation Planning stage:
    • Reviewing all relevant documents (i.e. Strategic notes, project documents, donor and/or other monitoring reports, evaluation and audit reports, etc.) to develop an understanding of the extent to which diverse LGBTIQ+ or disability inclusion perspectives have been mainstreamed.
    • Providing support to the portfolio analysis to provide an overview of the different efforts undertaken by the CO/RO for diverse LGBTIQ+ or disability inclusion perspectives.
  • Evaluation Inception phase:
    • Support the Human rights-based stakeholder analysis from a diverse LGBTIQ+ or disability inclusion perspectives.
    • Contribute to the development of an inclusive Evaluation methodology which is sensitive to, and incorporates the needs and concerns of diverse LGBTIQ+ and disability inclusion perspectives (including through the evaluation matrix, data collection tools etc)
  • Evaluation Data collection:
    • Support interviews and consultations by taking detailed notes and ensuring adherence to ethical guidelines specific to diverse LGBTIQ+ or disability inclusion perspectives.
    • Contribute to analysis of diverse LGBTIQ+ or disability inclusion. 
  • Reporting phase:
    • Provides substantive inputs to the final synthesis report to ensure that the relevant diverse LGBTIQ+ or disability inclusion perspectives sub-themes are fully reflected in the report.
    • Potential support to case study through inputs on the LNOB (Leave No One Behind) principle.
  • Other tasks as assigned by the supervisor.

  

3. Tasks and deliverables

The inputs provided by the evaluation consultant will be particularly useful to ensure diverse LGBTIQ+ and/or disability inclusion perspectives are included in all phases of the evaluation process and in each type of evaluation. Deliverables include the following: contributions to capacity building efforts such as the development of tools or training modules, contributions to the inception report, presentations and final synthesis reports and annexes for evaluations that reflect high quality in line with the GERAAS criteria established by UN Women.

 

4. Supervision

The consultant will be directly supervised by the Regional Evaluation Specialist for Asia and the Pacific who is based in the Regional Office for Asia and the Pacific in Bangkok, Thailand. The Regional Evaluation Specialist reports to the Chief of Independent Evaluation Service at UN Women headquarters.

6. Required qualifications

Education

  • Master’s degree in a field of relevance for the evaluation (i.e. Social Sciences, Gender Equality, Evaluation, international affairs).
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;

Experience

  • At least 5 years of work experience working with or representing diverse LGBTIQ+ or disability groups/organizations/networks.
  • Proven work experience contributing to gender-responsive evaluation or experience in gender analysis and human-rights based approaches or research from a LGBTIQ+ or disability inclusion perspectives.
  • Knowledge of the role of UN Women or the UN system and its programming, coordination, and normative roles at the regional and/or country level is an asset.
  • Experience working in the AP region is an asset.

Language requirement:

  • Language proficiency in English required.

 

7. Duration of Assignment

From 14 July 2023 to 13 July 2026 (Maximum 100 days of assignment period; UN Women does not warrant that the maximum of 100 days. The service will be purchased during the term of the Agreement). The consultant will be engaged under a retainer contract, which facilitates direct engagement of the consultant depending on need and availability within the contract period for a pre-agreed fee.

 

8. Payments

Payments for this consultancy will be based on certification of satisfactory submission of deliverables against the Purchase Order for each task.

 

9. Evaluation

Applications will be evaluated based on the cumulative analysis:

  • Technical qualification (100 points); weight: (100%)

A one-stage procedure is utilized in evaluating the applications, with evaluation of the technical application being completed
