In this role as the global voice and advocate for gender equality and the empowerment of women, UN Women must deliver to an ambitious agenda as a center of excellence on knowledge, partnerships, advocacy, and social mobilization, as well as a convener, thought leader and champion of gender equality and women’s empowerment.

Under UN Women’s Global Strategic Plan 2022–2025, the aim of strategic partnerships and resource mobilization strategies at country level, is to build on multi-stakeholder engagements, to leverage and align financing from international and domestic sources to address the root causes of inequality and affect broader systems change, across the thematic focus areas of: governance and participation in public life; economic empowerment; ending violence against women and girls; and women, peace and security, humanitarian action and disaster risk reduction.

The Strategic Partnerships and Resource Mobilization Specialist will report to the Country Representative, UN Women Uganda, in support of the Coordination & Resource Mobilisation team to advance the Resource Mobilisation Strategy and ongoing initiatives, including the coordination and achievement of a high-level Summit on Women in Business, and work in close coordination with the programme and operations team, to provide strategic guidance on funding acquisition, building partnerships, and advising on the development of resource mobilization plans in line with the resource mobilization targets set in the Strategic Note for UN Women in Uganda (2021-2025).

Duties and Responsibilities

 

Under the overall supervision of the Country Representative and the Deputy Country Representative, the Strategic Partnerships and Resource Mobilization Specialist will undertake the following tasks:

1. Support to the implementation of UN Women’s Strategic Partnerships and Resource Mobilisation Strategy 2021-2025:

  • Develop and maintain deep knowledge and familiarity with partners and relevant stakeholders including on global trends in development cooperation and aid, resource partner development policies, budgets, systems, and procedures.
  • Coordinate engagements with key partners across bilateral and multi-lateral donors, international financial institutions, private sector, regional bodies, foundations, philanthropies, and government institutions.
  • Support to the programme team in drafting and packaging proposals and reports to donors.
  • Provide technical support towards nurturing new and innovative partnerships.
  • Develop and monitor annual priorities, goals, and key performance indicators (KPIs) for partnerships and resource mobilization.
  • Design and implementation of effective advocacy strategies and methods for proactive and strategic targeting of partners and donors.
  • Support partnership and resource mobilization training to program staff, including the development of tools and products, as needed.

2.? Participate in knowledge building and sharing, and coordination of high-level advocacy efforts:  

  • Lead in the coordination and planning of a high-level Summit on Women in Business, including the bringing on private sector and other partners for the Summit, support the team to develop high-level content and other coordination efforts.
  • Contribute to the development of knowledge products and mechanisms to effectively position UN Women in Uganda.
  • Share knowledge and enhance organizational learning in UN Women through the development and use of on-line tools, templates, tips, mechanisms, and guidelines.
  • Support donor intelligence and monitor emerging issues that could impact on partnerships and resource contributions at the national or regional levels (risk management).

3. Provide advisory and specialized strategic guidance to the UN Women Senior Management Team:

  • Act as a key resource of real-time partner intelligence for UN Women’s senior management team.
  • Advise, guide, and provide substantive inputs to resource mobilization strategies.
  • Prepare high-level documents, talking points, briefs, and other strategic papers/materials as and when requested.
  • Review regularly the annual work plan, deliverables and relevant budget/s and make recommendation/s to ensure its successful delivery.

Required Skills and Experience

Required Skills and Experience

Education:

Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required.

A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

 

Experience:

At least 7 years of progressively responsible partnership development experience that combines policy and resource mobilization leadership in gender equality, at the international level, preferably within the UN system, Agencies, Funds and Programs.

Experience building, maintaining, and managing relationships with strategic partners, governmental institutions and non-profit organizations.

Experience operating within cross-functional teams and effectively assessing and balancing cross-functional issues or risks.

Experience in resource mobilization for gender equality programmes is a requirement.

Experience in leading a team is an asset.

 

Languages:

Fluency in English is required.

Working knowledge of another official UN language is an asset.
