Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In the Pacific, disaster risks converge with critical socio-economic vulnerabilities, environmental degradation, and climate change. The remoteness, socio-economic status, and fragile biodiversity of Pacific countries make them highly vulnerable to hazards and exacerbate existing development challenges in the region, affecting women and people with disabilities the most.

To address this, the Women’s Resilience to Disasters (WRD) Programme, funded by the Department of Foreign Affairs and Trade (DFAT) of the Government of Australia, was launched as a signature initiative, putting women and girls at the centre of disaster risk reduction (DRR) and resilience. It strengthens women’s voice, agency, and leadership by securing gender-responsive decision-making, governance, and systems, enabling targeted action for building the resilience of women and girls to current and future disasters and threats. 

 

The WRD Programme recognizes the importance of country-driven, locally owned, and prioritized action and is currently being implemented in four countries: Fiji, Kiribati, Solomon Islands, and Vanuatu. This is complemented by regional and global components, which focus on supporting gender-transformative, disability-inclusive, and human-rights-based disaster and climate-resilient systems and governance.

Within the framework of the WRD Programme, UN Women is commissioning a Midterm Review (MTR), with the objectives to assess progress, identify challenges, refocus priorities, enhance accountability, and ensure sustainability of the Programme. UN Women is seeking the services of an international consultant to conduct the WRD MTR according to the objectives and scope detailed in Annex 1.

Duties and Responsibilities

The Consultant will conduct the Midterm Review (MTR) of the Women’s Resilience to Disasters (WRD) Programme with the expected outputs and deliverables as per Annex 1. 

Outputs and deliverables:

  • Inception report with a refined scope, outline of the review design and methodology, review questions, criteria for the approach for in-depth desk review and field work review matrix and work plan.
  • Data collection and analysis including desk review and field visits.
  • PowerPoint presentation of preliminary findings, to be presented at a debriefing meeting with UN Women and DFAT.
  • First draft report.
  • Final report that should include the following structure:
    • Executive summary
    • Introduction (including context, scope, methodology and limitations)
    • Key findings and conclusions
    • Recommendations including timeframes  
    • Summary of challenges, lessons learned, and best practices
    • Case study (for each country) and succinct summary of emerging points
    • Relevant annexes
  • Timeframe: 50 working days in a 4 month period from 20 July 2023 – 20 October 2023

  • Inception report: 6 working days
  • Data collection and analysis (including desk review and field visits): 28 working days, including an 4 additional days to factor in hazards which may delay the work
  • PowerPoint presentation of preliminary findings: 3 working days
  • Draft midterm review report: 6 working days
  • Final midterm review report: 7 working days

Required Skills and Experience

Education:

  • Master’s degree or equivalent in gender studies, social development, environment, sociology, international development, or a related field is required.

Experience:

  • At least 7 years of experience in conducting gender-responsive evaluations (quantitative and qualitative methods) and experience in conducting evaluations with a focus on gender equality and women empowerment is required. Experience in disaster risk reduction or evaluation of a disaster risk reduction-related project a plus.
  • Extensive knowledge and experience with results-based management methodologies is required. Special training in monitoring and results-based management a plus.
  • Experience in gender equality, human rights, and women’s empowerment programming of UN agencies, development partners, and/or governments a plus.
  • Knowledge of the regional/country/ local context (i.e., the Pacific, Vanuatu, Fiji, Kiribati, and Solomon Islands) a plus.

Proven qualifications in data management and statistics

  • Proven experience and knowledge of working in similar engagement in the region is favourable.
  • Proven experience with UN agencies, governments, and CSOs, and excellent networking and partnership skills a plus.
