Antecedentes
UN Women grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
Violence against women and girls (VAWG) is one of the most widespread violations of human rights worldwide, globally affecting around one in three women in her lifetime. Regional evidence suggests that a similar ratio applies in the Asia-Pacific region. Forms of VAWG may vary, and there are variations across sites, however, current available data indicate that in 2018, 19% of women in South Asia, 9% in Southeast Asia and between 19% and 30% in the Pacific experienced physical and/or sexual intimate partner violence in the past 12 months.[1] Lifetime prevalence of intimate partner violence is as high as 53% in Kiribati and 50% in the Solomon Islands.[2]
UN Women endeavors to expand the reach and enhance the quality of services available to survivors of violence through the use of the Essential Services Package, and aims to leverage prevention policies and learning to strengthen practices through the roll-out of the Prevention Frameworks and Guidance along with associated policy guidance and tools. The support provided by Australian development funding has been instrumental in enabling UN Women to strengthen its prevention and response initiatives across the Asia-Pacific region.
Within the framework of the United Nations Joint Global Programme on Essential Services for Women and Girls Subject to Violence[3], UN Women partnered with UNFPA, WHO, UNDP and UNODC to facilitate greater access to a comprehensive and coordinated set of essential and high-quality multi-sectoral services for women and girls who have experienced gender-based violence. The Essential Services Package (ESP) encompasses the core elements of health, social services, police, and justice sectors, and provides guidelines for coordination, governance, and resource estimation.
To date, efforts to eliminate VAWG have mainly focused on responding to and providing services for survivors of violence. The focus of the prevention initiative will be to continue addressing the root causes of VAWG and the broader factors and harmful social norms, structures, and systems that reinforce gender inequalities that underpin and contribute to VAWG. This includes piloting a national-level prevention measurement framework in selected countries, rolling out the Global Handbook on National Action Plan on VAW Prevention, supporting the utilization of findings from regional studies on VAWG, and strengthening linkages between VAWG prevention, social protection, women's economic empowerment, resilience, and climate change programs.
A key part of the support that the UN Women’s Regional Office for the Asia Pacific provides is to Country Offices and partners in designing and planning prevention approaches, plans, and interventions. To advance these objectives, UN Women ROAP is seeking a consultant with technical expertise on ending violence against women through prevention and response interventions to support the design, planning, and implementation of prevention and response programs and initiatives.

Deberes y responsabilidades
Reporting to the Ending Violence against Women Programme Manager, the “EVAW Technical Specialist Consultant ROAP” will provide technical support to the regional and country offices in Asia and Pacific in developing programme plans, concepts and materials related to preventing and responding to violence against women.
The focus of this assignment is to review and provide high-quality inputs to technical materials, concept notes, and knowledge products on EVAW for the Regional Office and select Country Offices in Asia and the Pacific.
- Support drafting and provide technical inputs to project materials such as technical briefs, reports, guidance documents and tools, and presentations.
- Draft and support the development of programme concept notes and proposals.

Duration of Assignment and Duty Station
The time required for the consultancy is from June 2023 - May 2024. The consultancy will be home-based.
Schedule of Payments
Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes.

Evaluation
Applications will be evaluated based on the cumulative analysis.
- Technical Qualification (100 points) weight; [70%]
- Financial Proposal (100 points) weight; [30%]
A two-stage procedure is utilized in evaluating the applications, with the evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Financial/Price Proposal Evaluation:
- Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
- The total number of points allocated for the financial component is 100.
- The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technically qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
- Financial proposal in USD: the financial proposal shall specify a lump sum amount breaking down the professional fee for each deliverable.
