UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Cambodia Programme Office (CPO) Strategic Note (SN) 2019-2023 focuses on three key priorities to advance gender equality and women’s empowerment (GEWE). The first priority is to strengthen government capacity and accountability to integrate international norms and commitments (CEDAW, SDGs, Beijing PfA, Sendai) into national legislative and regulatory frameworks, including supporting dialogue and CSO engagement in accountability for GEWE commitments.  The second area of focus is Ending Violence Against Women where CPO’s focus includes creating an enabling environment to prevent, respond to and prosecute all forms of GBV as well as ensuring that marginalised women who experience violence, including women migrant workers, access services and protections.  Thirdly, CPO works to enhance gender responsiveness in climate change action and Disaster Risk Reduction (DRR).  A focus on empowerment, women’s leadership, challenging negative gender norms and leaving no one behind runs through the programme.

SAF delivers technical assistance and support with the overall objective of making labour migration safe and fair for all women in the ASEAN region. SAF engages with ASEAN Member States’ government authorities; ASEAN institutions; workers’ organizations; employers and recruitment agencies; civil society organizations; community-based organizations; families and communities; research institutions and academia, media networks, youth, and the general public and supports programming in ten countries (Brunei Darussalam, Cambodia, Indonesia, Lao People's Democratic Republic, Malaysia, Myanmar, Philippines, Singapore, Thailand and Viet Nam).

SAF works in close cooperation with governments and social partners to achieve three inter-linked objectives:

  • Specific objective 1: Women migrant workers are better protected by gender-sensitive labour migration governance frameworks;
  • Specific objective 2: Women migrant workers are less vulnerable to violence and trafficking and benefit from coordinated responsive quality services; and
  • Specific objective 3: Data, knowledge and attitudes on the rights and contributions of women migrant workers are improved.

The SAF project strategy mainstreams three cross-cutting topics: women’s voice and agency; rights-based approach; and broad engagement of stakeholders. The SAF Communications and Visibility Strategy ensures visibility, awareness raising and dialogue promotion on changing norms around violence against women throughout migration and strengthening rights-based approaches to safe and fair labour migration governance for women in the ASEAN region.

SAF in Cambodia has partnered with civil society organization (CSO) to develop a women centered mobile application (Mobile App) named My Journey with a purpose to enable Cambodian women migrant workers and their family members to have access to accurate and reliable information and to expand their understanding on labour migration and right to work for safer migration decision. Mobile App: My Journey has been implemented through community outreaches/awareness raising and social media platforms, including Facebook and TikTok since it was launched 2021. As of now, it is reported that My Journey Mobile App was downloaded by more than 3.96K devices and users are in Cambodia and countries of destination, including Thailand and Malaysia.

UN Women in Cambodia currently seeks for an international consultant to develop showcase materials (written and digital materials) for communicating and sharing knowledge on My Journey Application which aim to increase access for women migrant workers and their family members to obtain information and seek for support.

The assignment aims to develop showcase materials on how the My Journey Mobile Application has increased access to information for Cambodian women migrant workers, including the mobile app's relevance, effectiveness, good practices, and lessons learnt. A consultant will be taking the lead in designing and producing materials which include written impact stories and digital products for showing cases/ sharing knowledge for learning with SAF's stakeholders. A consultant is also responsible for complying with updated SAF Communications and Visibility Strategy throughout the assignment, including consistent consultation with the SAF comms focal person.  

A consultant will work under the supervision and support from UN Women SAF team to undertake the tasks below:

In collaboration with SAF Programme team and CSO partner, lead in developing communicating and knowledge products to showcase how My Journey Mobile App has been relevant and effective in increasing access to information for safe and fair migration for women migrant workers, as well as capturing lessons learnt and challenges. Developing the materials requires considering the voices and agency of women migrant workers.  

  • Propose a concept note/inception report for developing communicating and knowledge sharing products through desk review of the most relevant documents and discussion with CSO partner, SAF programme team and the women migrant worker advisory group. The concept note should cover but not limited to: (1). proposed approaches/methodologies used in the development of the My Journey Mobile App; (2). documentation of results, achievements, lessons learnt and challenges in the rollout and uptake of the Mobile App; (3) recommendations for publishing and disseminating these communications products, including on social channels and media platforms (4) a workplan and timeline for the production of these products.

CONTRACT PERIOD

The consultancy is expected to be carried out on a part-time basis between 1 August 2023 and 30 November 2023.

DUTY STATION

Home based with travel to Phnom Penh, Cambodia. The consultant needs to manage their own travel and all costs should be included in the financial proposal.

EVALUATION

Applications will be evaluated based on the cumulative analysis:

  • Technical qualification (100 points); weight: (70%)
  •  Financial proposal (100 points): weight (30%)

A two-stage procedure is utilized in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

Payment

Payments for this consultancy will be based on the achievement of deliverable and certification that each has been satisfactorily completed. Payment will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes on satisfactory completion of task.

Note:

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality, and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW, and UNIFEM), which focused exclusively on gender equality and women's empowerment.

WARRANTIES, CONSENT, AND INTELLECTUAL PROPERTY

a. The Consultant represents and warrants that he/she has not, and undertakes that he/she shall not, infringe any third-party intellectual property rights in performing any activities pursuant to the Contract. The Consultant represents and warrants that that he/she shall perform the activities pursuant to the UN Women Branding Guidelines and Policy on Logo Use (Annex I)

b. The Consultant shall indemnify, hold and save harmless, and defend, at its own expense, UN Women, its officials, employees, consultants, agents or other representatives from and against all suits, claims, demands, and liability of any nature or kind, including their costs and expenses arising out the Consultant’s violations of the representations and warranties above.

c. The indemnity set forth, above, shall not apply to:

i. A claim of infringement resulting from the Consultant’s compliance with specific written instructions by UN Women directing a change in the specifications for the Deliverables or directing a manner of performance of the Contract not normally used by the Consultant; or

ii. A claim of infringement resulting from additions to or changes in any Deliverables furnished under the Contract if UN Women or another party acting under the direction of UN Women made the changes.

d. UN Women shall advise the Consultant about any such suits, proceedings, claims, demands, losses or liability within a reasonable period of time after having received actual notice thereof. The Consultant shall have sole control of the defense of any such suit, proceeding, claim or demand and of all negotiations in connection with the settlement or compromise thereof, except with respect to the assertion or defense of the privileges and immunities of UN Women or any matter relating thereto, for which only UN Women itself is authorized to assert and maintain. UN Women shall have the right, at its own expense, to be represented in any such suit, proceeding, claim or demand by independent counsel of its own choosing.

e. In the event the use by UN Women of any Deliverables provided to UN Women by the Consultant, in whole or in part, in any suit or proceeding, is for any reason enjoined, temporarily or permanently, or is found to infringe any patent, copyright, trademark or other intellectual property right, or in the event of a settlement, is enjoined, limited or otherwise interfered with, then the Consultant, at its sole cost and expense, shall, promptly, either:

f. Procure for UN Women the unrestricted right to continue using such Deliverables provided to UN Women; replace or modify the Deliverables provided to UN Women, or part thereof, with the equivalent or better product, or part thereof, that is non-infringing; or, refund to UN Women the full price paid by UN Women for the right to have or use such Deliverables, or part thereof. UN Women confirms that the whole of the copyright present, future or contingent whatsoever and all other right, title and interest in and to the Deliverables shall be vested in the Consultant throughout the world in accordance with all applicable copyright laws. The Consultant further acknowledges and agrees that UN Women shall have the unconditional non-exclusive and perpetual right to make use of the Deliverables including but not limited to the entire take of all photographs from the Assignment in such manner as UN Women shall in its sole discretion think fit including without limitation the right to include the Deliverables on its own website and/or in any other public relations materials used to promote UN Women. UN Women may re-edit the Deliverables or any part thereof as convenient for its own exploitation of the Deliverables in any medium. UN Women may provide the Deliverables to other UN agencies and the media at no cost and may apply a Creative Commons Attribution-Non Commercial-NoDeriv 2.0 Generic license to the Deliverables.

g. The provisions of this section IV of the Terms of Reference shall supersede any inconsistent terms in the Contract for Consultant including the Conditions of Service for Consultants.

Inclusion Statement:
