All human development and human rights issues involve gender dimensions. UN Women globally focuses on key priority areas that are fundamental to women’s equality, and that can unlock progress across the board. UN Women’s priority areas include increasing women’s leadership and participation in political spaces, ending violence against women, enhancing women’s economic empowerment, engaging in all aspects of women peace and security processes, making gender equality central to national planning and budgeting through Gender Responsive Budgeting (GRB) and advancing gender in intergovernmental processes.
UN Women’s work on Gender Responsive Budgeting (GRB) or Gender Budgeting (GB) involves ensuring that national planning, budgeting, monitoring and evaluation processes incorporate a gender perspective. UN Women’s GRB programmes at the regional and country level have made significant contribution towards this by building political support, developing technical resources and capacities, generating good practices for improving women's access to services and increasing accountability for Gender Equality and Women’s empowerment (GEWE). At the forefront of global, regional and local advocacy for application of GRB, UN Women has built partnerships with diverse government, inter-governmental and non-governmental partners to further efforts and demonstrate GRB’s relevance to sustainable development, aid effectiveness, public sector reform and financing for development.
UN Women, as part of the United Nations in Timor-Leste, contributes to the Government’s legislative and policy commitments on gender equality including addressing violence against women and girls (VAWG), as outlined in its Strategic Development Plan 2011-2030, Sustainable Development Roadmap, and international human rights obligations. Furthermore, to address the global challenges of VAWG, the European Union (EU) and the United Nations commenced a multi-year programme - the EU-UN Spotlight Initiative (1st January 2020 – 31st December 2023).
UN Women’s Core programming and EU – UN Spotlight initiative have the objective of strengthening institutional mechanisms for GRB resulting in an increase of gender perspective in budgets, improved availability of data, and tracking of progress on gender equality initiatives across ministries. The aim is to create a conducive policy environment and enhance institutional capacities on gender budgeting at the national level. Also, to identify strategies and operational approaches to strengthen on-going efforts around GRB. Insights generated will enable key stakeholders at the national level to accelerate their efforts to ensure that women’s priorities are adequately reflected in national budgeting processes, and to make concrete changes for adequate resource allocation towards women’s priorities.

- Overall objective of the assignment
The overall objective of the proposed consultancy is to provide technical expertise on gender-responsive budgeting and capacity development to Ministry of Finance (MoF), Government of Timor Leste and other relevant government partners/bodies.
- Scope of work/Duties and Responsibilities
Under the supervision of the UN Women Head of Office in Timor-Leste, and in coordination with the Technical Specialist EVAW SI, Programme Officers from Women, Peace and Security (WPS) and Women’s Economic Empowerment (WEE) programmes, the Consultant will perform, but will not necessarily be limited, to the following:
- Review of existing policies and legal framework for Gender Responsive Budgeting (GRB) and provide recommendations for strengthening it.
- Develop training materials and tools, and facilitate trainings and orientation programmes on Gender Responsive Budgeting and/or collaborate with training institutions/organizations engaged in training activities with a view to furthering the aims and objectives of Gender Budgeting and providing technical inputs on Gender Budgeting;
- Provide technical assistance to MoF on expansion of GB to departments;
- Facilitate the development of a national action plan on GB and liaise with SEII, MoF and line ministries on GRB;
- Streamline uptake of GB framework by ministries;
- Provide inputs to various Ministries/Departments on gender issues, particularly for existing and new policies, programmes and legislations;
- Develop methodology for undertaking assessment of Ministries/Departments on their progress on GRB and supporting in the development of the Ministry Action Plan on GRB;
- Ensure roll out and implementation of self-assessment tool on GB and support to ministries/ departments to undertake and update tool periodically;
- Maintain information and data received from Ministries on Gender Budgeting;
- Facilitate the establishment of Gender Budgeting Cells in relevant ministry
- Coordination with Ministry of Finance and other line departments for the establishment of the Gender Budget Statement;
- Analysis of the Gender Budget Statement and coordination with Ministries/ Departments with regards to the same;
- Conduct a pre-budget consultation with SEII, National Parliamentarians, MoF and women’s group and civil society to enable participation and inclusion of women in budget-making processes;
- Provide technical support to relevant govt departments/ministries for developing guidelines on Gender Auditing and taking gender audit forward;
- Ensure documentation and dissemination of resources on GRB, such as case studies and best practices;
- Develop sectoral policy briefs to institutionalise GRB;
- Provide inputs for review meetings with Secretary and Ministers, including resource materials, agenda papers, minutes, talking points etc;
- Duration of the assignment
The total duration of the contract will be from 1st August 2023 – 31st July 2024.
- Expected Deliverables
- The consultant is expected to work with the prospect to deliver the following results:
- Monthly Workplan along with clear timelines for identified areas of support
- Periodic progress reports against proposed work plan.
- Documentation of the processes undertaken for establishing and strengthening GRB work with MoF and/or other relevant Ministries.
- Logistics support and coordination required for meetings/discussions with Parliamentarians and/or government partners
- Workplan, tools and materials developed for any capacity development activities and trainings targeting government institutions and civil society organizations to promote gender-responsive financing in the implementation of the National Action Plan on the UN Security Council Resolution 1325 on Women, Peace and Security (NAP 1325). A report with the detailed results on the GRB trainings delivered.
- Inputs
- The Ministry of Finance will provide the consultant with a desk & chair and necessary documents for desk reviews.
- UN Women will provide transportation to the municipalities for activities required in the duty of its function.
- UN Women will cover Daily Subsistence Allowance to cover for expenses outside of Dili when applicable, and upon reception of a Travel Authorization.
- The consultant is expected to use her/his own computer, presentation equipment and software for related tasks.
- The cost of telecommunication and transportation within Dili will be covered by the consultant.

- Required skills and experience
Education:
- Master’s degree in Public Administration, Social Science, Gender and Development or other relevant field, or bachelor’s degree with 7 years of experience
Experience:
- 5 years of experience (or bachelor’s degree, 7 years) in development projects preferably on Gender Responsive Governance, Gender Equality and Women Empowerment (20 points);
- Proven experience with gender analysis of Budgets (20 points);
- Proven experience in capacity development of government institutions and civil society organizations on Gender Responsive Budgeting (15 points);
- Experience with facilitation of high-level dialogues, trainings, consultations, including with Government counterparts (10 points).
- Familiarity with the government structure in Timor-Leste (15 points).
Language and other skills:
- Proficiency in oral and written English and Tetum, knowledge of Portuguese is an advantage (20 points).
- Computer literacy and ability to effectively use office technology equipment, IT tools, ability to use Internet and email.

- Evaluation
Applications will be evaluated based on the Cumulative analysis.
- Technical Qualification (100 points) weight; [70%]
- Financial Proposal (100 points) weight; [30%]
A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.
- Technical qualification evaluation criteria:
The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

Only the candidates who have attained a minimum of 70% of total points will be considered as technically qualified candidate.
- Financial/Price Proposal evaluation:
- Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
- The total number of points allocated for the price component is 100.
- The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
- Payments
Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes.
