UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
The UN Women Multi Country Office for the Caribbean (MCO) covers 22 countries and territories in the English and Dutch speaking Caribbean, which are part of the Caribbean Community (CARICOM). Strides towards gender equality in the countries covered by the MCO have resulted in gains for women and girls in the Caribbean, relating primarily to high education rates, and increases in employment rates, however critical gaps remain.
All Caribbean countries have committed to the 2030 Sustainable Development Agenda. The 2030 Agenda for Sustainable Development is the agreed framework for international development, and it incorporates economic and environmental sustainability, as well as the aspiration of many countries for peaceful and inclusive societies. It is an ambitious vision with 17 Sustainable Development Goals (SDGs) for the eradication of poverty, systematically tackling climate change and building peaceful, resilient, equitable and inclusive societies. While there is a more consistent call for sex disaggregation of data across many indicators, SDG Goal 5 focuses on gender equality, women’s rights and the empowerment of women and girls.
The UN Women Multi Country Office (MCO) – Caribbean acknowledges that achieving gender equality in small island developing states (SIDS) demands a strategic, gender-responsive and SIDS-appropriate approach that transforms their vulnerabilities into tools of resilience, innovation, and equality. Within the Strategic Plan 2022-2026, there is a focus to leverage UN Women’s platforms and increase engagement with the media, academia, the sports world, celebrity influencers and citizens to ensure that UN Women drives the regional conversation on gender equality and women’s empowerment. To achieve this, one of the strategies is telling human-centred stories that illustrate problems in the Caribbean and solutions to addressing them.

Objective of Assignment
A consultant will be contracted to advise the Representative and Communications Analyst and develop video communications products that will promote positive social norms and practices on gender equality, including highlighting UN Women outputs and the importance of the civil society and the private sector in advocating for gender equality and women’s empowerment.
Scope of Work and Deliverables
The consultant is expected to deliver the following results:
- Consult with programme and communications team to confirm video products
- Develop a workplan.
- Support the Editing of the documentary, "Courage to Speak" with guidance from the Spotlight Initiative, including but not limited to revising the branding.
- Support the development of at least 4 videos on data literacy including 2 under Pillar 5 of the Spotlight Initiative in Jamaica.
- Support the development of at least three (3) videos focused on UN Women's priority focus on overcoming gender and race bias.
- All video products should abide by the specifications below:
- Filming raw footage that will be owned (and stored) by UN Women. For each video, an agreed script and scene sequence will be shot, according to a script and story board.
- Ensuring the timely production of all videos: realize the editing/post-production of the HD videos.
- Submission of all original footage (raw material)
- Submission of Web-standard file format and HD/SD copy
- Allow for up to 2 rounds of feedback from UN Women
- Submit a final report (no more than 15 pages) outlining better practice and recommendations.
Reporting Requirements
- The Consultant will work under the overall supervision of the UN Women MCO-Caribbean Representative with direct reporting to the Communications Analyst, Barbados.

Qualifications et expériences requises
Education:
- Master's degree (or equivalent) in communications, international development, public administration, public policy, or other relevant social science field is preferred.
- A certificate in filmmaking or the above areas, in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
- At least 5 years of progressively responsible experience in video production is required;
- At least 3 years of progressively responsible experience in production and script writing is required;
- Experience working on issues related to women’s empowerment and gender equality is desirable.
- Experience working with the UN, working in development or a humanitarian environment is an asset.
- Experience working within the Caribbean context is an asset.
Language:
- Fluency in oral and written English is required.
Location and Duration
- The consultancy will be required to be home-based for the duration of the consultancy with travel as needed.
- The consultant will be engaged for a maximum of one hundred and fifty (150) working days within the period 17 July 2023 – 30 June 2024.
Travel
- Where required, travel will be covered by the MCO Caribbean.
Remuneration
- The consultancy fee will be negotiated before contracting. Each payment will be based on a predefined and formal agreement between UN Women and the consultant and will be disbursed based on satisfactory completion of agreed deliverables.
- The remuneration for this contract type is an all-inclusive fee, the organization will not be liable for additional cost or benefits. Hence, it is the responsibility of the consultant to take out adequate medical insurance for the duration of the contract and it is recommendable that the policy includes coverage for COVID-19 related illness. The medical coverage should be international when the contract requires missions or international assignment.
- If selected for this vacant post, proof of medical coverage should be presented within the first two months of the contract.
Hardware, Software, and Communication
- The consultant must be equipped with a fully functional laptop, which must comfortably run Office 365 programs, using operating systems Microsoft Windows 10/11, or Mac OS X 10.11 or upward. The consultant must be reasonably accessible by email and telephone (preferably mobile). The use of reliable, internet-based (Skype or equivalent) is required.
