UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, and peace and security.
In Indonesia, UN Women develop some programmes to implement its mandates, i.e. Ending Violence against Women, Women’s Peace and Security, and Integrating Gender Equality into National and Local policies and plans. Through its programme implementation, UN Women facilitates capacity building for both government and civil society organizations, producing knowledge products on women’s human rights that can be used as evidence-based advocacy tools. Throughout the implementation, UN Women engages with local and international resource persons to share international knowledge on related issues as well as to bring out local knowledge to international forums.
For effective communication and making information and materials accessible in the local language, UN Women Indonesia is seeking a qualified translator/interpreter to provide timely and high-quality translation/interpretation services from English into Bahasa Indonesia and vice versa and simultaneous translation for UN Women events in 2023-2024.
Objectives and scope of the assignment
The translator/interpreter will be responsible for:
- Providing high-quality documents translation from English to Indonesia and vice versa.
- Providing simultaneous translation from English to Indonesia and vice versa during events, meetings, conferences, and trainings.

Duties and Responsibilities
Translation Services
- Translation from English to Bahasa Indonesia and vice versa of various publications, reports, documents, presentations, studies, briefs, advocacy, and communications materials, among others.
- Make necessary corrections of changes the organization requires and re-submit revised documents within the agreed timeframe.
Interpretation Services
- Provide simultaneous interpretation from English to Bahasa Indonesia and vice versa during events, meetings, workshops and trainings, conferences, etc.
- Provide interpretation from English to Bahasa Indonesia and vice versa during official missions, including field trips to project sites, training, workshop, information, and knowledge-sharing sessions.
Duration of the Assignment
The duration of the assignment is within the period of 1 September 2023 – 31 August 2024.
Maximum 25 days of simultaneous translation assignment period; UN Women does not warrant the maximum of 25 days will be purchased during the term of the Agreement and 250,000 words for document translation; UN Women does not warrant the maximum of 250,000 words will be purchased during the term of the Agreement.
Expected Deliverables
Deliverables of the consultants have translated documents and the provision of simultaneous translations from English to Indonesia and vice versa for UN Women Indonesia events throughout the period/duration of the assignment.
Input
- UN Women will provide the Consultant with background materials prior to the assignment as a translator.
- The consultant is expected to work using his/her own computer but may access the UN Women office printing or relevant documents or should he/she be required to work on-site at any point during the assignment.
- The translation submitted to UN Women under this TOR is the property of the respective agency and cannot be submitted, distributed to, or used by any other party, unless arranged otherwise.
- The translator must work within the required deadlines and be available for comments and corrections.

Required experience and qualification
The consultant should fulfill the following requirements:
Education
At least Bachelor’s degree in Indonesian studies, English literature, gender and women’s studies, social science, law, political science, human rights, etc.
Experience
- A minimum of 5 years of professional experience in translation of social, human rights, law, and women’s issues.
- Familiarity with terminologies and concepts of gender equality and the justice system in Indonesia will be an advantage.
- Knowledge of the UN and international organizations’ standards for communication and knowledge products is an advantage.
Language and other skills
- The interpreter/translator shall be fluent in written and spoken English and Bahasa Indonesia.
- Solid writing and analytical abilities with sensitivity to nuance and context

- Financial proposal. The financial proposal shall specify a total lump sum amount broken down into: Translation (daily rate, half-day rate, overtime/hour, rate/word). All prices/rates quoted must be exclusive of all taxes.

- Applications will be evaluated based on the Cumulative analysis.
- Technical Qualification (100 points) weight; [70%]
- Financial Proposal (100 points) weight; [30%]
Technical qualification evaluation criteria:
The total number of points allotted for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

Financial/Price Proposal evaluation:
- Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
- The total number of points allotted for the price component is 100.
- The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technically qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
