UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women leads and coordinates the United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world.
In response to the war in Ukraine, the Women’s Peace, and Humanitarian Fund (WPHF) is rapidly mobilizing to support local women activists responding to the urgent challenges facing women and girls affected by the conflict in Ukraine and Moldova. WPHF is actively supporting local women’s organizations in both countries with urgent institutional and programmatic financing – enabling them to provide essential humanitarian assistance to women refugees and IDPs and protect women and girls affected by the conflict against sexual and gender-based violence.
The UN Women-managed Women, Peace, and Security Trust Fund (WPHF) has opened a specific country window for Ukraine and Moldova. This window will initially focus on supporting civil society organizations with response efforts to immediate humanitarian needs of women and girls and efforts focusing on GBV services and protection. The fund aims at delivering results in three areas: (i) Enhanced role of civil society organizations in advocating for and ensuring accountability on WPS commitments (institutional funding); (ii) Enhanced inclusive and gender responsive humanitarian/crisis planning, frameworks, and programming; and (iii) Enhanced safety, security and mental health of women and girls’ and their human rights respected.
The overall goal of the WPHF’s theory of change is to contribute to peaceful and gender equal societies. Achievement of this goal will require that women are empowered to participate in, contribute to, and benefit from conflict prevention, crisis response, peacebuilding, and recovery.

Scope of work
The UN Women within WPHF funding seeks to contract the financial consultant (hereinafter “the Consultant”) to provide financial support to the WPHF project team and to undertake the monitoring of the implementing partners financial reporting, in terms of budgets, installments and reported expenses, including assistance to the project team and implementing partners.
The incumbent is expected to assess the implementing partners financial reporting, in full compliance of UN Women financial rules and regulations, policies, administrative rules, as well as internal instructions.
Implementing partners will continue to be a key consideration in the projects implementation, and appropriate practices and tools should be used for effective financial monitoring of partners agreements and accurate verification of financial reports.
The objective is to establish a systematic and generalized financial practice, related to the partner agreements implementation, for internal and external use, in accordance with UN Women rules and policies.
The consultant will work under the collection and mapping of the challenges, solutions, and the best practices, in consultation with UN Women staff, implementing partners and internal supporting documents.
It is expected to map the conclusions in two handbooks, one for internal use by staff and one for external use by implementing partners, and their dissemination through capacity building sessions and trainings, for sustainability of the results to be achieved.
The consultant will work under the supervision of WPHF Programme Coordinator and in close collaboration with the projects teams, particularly with WPHF team for effective achievements of results.
More specifically, the consultant will be responsible for the following main tasks:
Provide assessment and improvement of the process related to the implementing partners financial reporting:
- Assess the implementing partners financial reporting, in full compliance of UN Women financial rules and regulations, policies, administrative rules, as well as internal instructions, through conducted informative
- sessions with CO projects teams, partners and relevant documents;
- Identify the main common and specific financial challenges of the UN Women and partners, related to the
- implementation of the activities and budgets under partner agreements;
- Collect the lessons learned and the best practices of the implementing partners financial reporting, and provide solutions for the found challenges;
- Monitor the implementing partners financial reporting, in terms of budgets, installments and reported expenses;
- Consult and assist the project team in terms of financial submissions for clearance of advances from implementing partners, including transactions, activities and documentation;
- Provide advice to implementing partners on financial management and reporting;
- Follow-up on audit recommendations to ensure their mapping among challenges;
- Compile the conclusions and recommendations in two handbooks, one for internal use by staff and one for external use by implementing partners;
- Disseminate the handbooks through capacity building sessions and trainings for UN Women staff and partners, for sustainability of the results to be achieved.
Provide financial support in full compliance of UN Women rules and regulations:
- Perform duties in full compliance with UN Women financial regulations and rules, policies and standard operating procedures, including internal controls;
- Advise on alignment of UN Women procedures, donor requirements and procedures applied by partners;
- Take corrective actions on financial transactions as needed and reporting any unusual activities;
- Draft reports on financial status costs and expenditures; prepares budget forecasts and monitor implementation;
- Prepare documents for audits and verifications. Follow-up on audit recommendations to monitor implementation of corrective actions;
- Maintain accurate budget reporting in both UN Women and donor standard templates; coordinate with UN Women HQ preparation of the financial reporting;
- Prepare other recurring reports as scheduled and special reports as required for budget/financial preparations and audit;
- Respond to queries from the UN Women and donors with respect to financial aspects of the programme, liaise with UN Women-appointed and external auditors wherever required;
- Proactively communicate to partners and project teams on incompliance to processes and procedures;
- Contribute to financial business operational practices and management innovations;
- Undertake other financial tasks as required.

Qualifications et expériences requises
Education:
- University degree in Finance, Accounting, Business Administration or other related field.
- Specialized national or international certification in accounting and finance is an asset.
Experience:
- At least 6 (six) years of progressively responsible experience in finance/accounting.
- Experience in the advanced usage of office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems;
- Experience of working with civil society organizations;
- Experience of working with international organizations is an asset.
- Previous experience with EU-funded programmes is a strong asset.
- Experience in the use of ATLAS, Quantum or other ERP systems is an asset.
Language requirements:
- Proficiency in Engllish and Romanian is required;
- Working knowledge of one or more additional languages relevant for Moldova, including Russian, Bulgarian, Gagauzian, Romani, Ukrainian or sign language would be an asset.
