Antecedentes
I. Organizational Context
The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides support to Member States’ efforts and priorities in meeting their gender equality goals and for building effective partnerships with civil society and other relevant actors.
In Türkiye, in line with its global Strategic Plan 2022-2025 and Country Strategic Note (2022-2025), and the overall UN Sustainable Development Cooperation Framework for Turkiye (UNSDCF) (2021-2025), UN Women works towards one overarching goal “Women and girls including those at greatest risk of being left behind fully exercise their human rights, enjoy a life free from violence and discrimination, and lead, influence and benefit from sustainable and inclusive socio-economic development towards the advancement of gender equality in Türkiye”.
Towards these goals, UN Women implements programmes and projects that aim to advance gender equality, improve women’s access to opportunities, rights and services in political, social and economic life and combat gender stereotypes, discrimination and violence, as required by international and national legal and policy commitments. UN Women collaborates with numerous partners – central and local level government authorities, civil society organizations, including women’s organizations and platforms, academia, private sector companies, other UN agencies. It commits itself to the Leaving No One Behind principle, by supporting targeted actions to remove the obstacles that marginalized and vulnerable groups of women face in accessing their rights and to promote them as agents of change.
UN Women has collaborated with Fenerbahçe Sports Club under the framework of the HeForShe movement, with the support of Tüpras, since 2018. This collaboration represents a first and unique undertaking to make the sports club more inclusive and egalitarian through a holistic framework of analysis, capacity building and measurable actions. Under this collaboration, a gender analysis of Fenerbahçe Sports Club and Affiliated Companies was conducted in 2019 in five strategic areas in sport: 1. Participation 2. Leadership 3. Coaching 4. Gender-based violence (verbal and discourse-level) 5. Representation in media. In 2021, UN Women conducted an assessment of the findings of the initial gender analysis, which included a brief comparative study (similar international practices). Tailor-made targeted gender awareness trainings for capacity building and mobilization of male and female allies in Fenerbahce Sports Club (staff, management, athletes and technical personnel) have been designed and delivered.
Fenerbahçe Sports Club has become a national champion of gender equality in and through sports as it has implemented gender-responsive plan for gender equality and women’s empowerment, and has become the first sports club in Türkiye and Europe that signed United Nations Women’s Empowerment Principles (WEPs) and the first sports club in Türkiye that committed to UN Women’s Sports for Generation Equality principles.
In 2020-2021, UN Women Türkiye developed the Guidelines for Gender-responsive Sports Organizations on the basis of the UN Women’s Sports for Generation Equality Principles, taking into account the experience of Fenerbahçe Sports Club over the past years. The Guidelines are the first of their kind attempt to translate the Sports for Generation Equality principles into a step-by-step guide of how to develop strategies and translate these into measurable actions.
The partnership includes creating a model for the sports ecosystem, including sports clubs, federations, and local amateur sports organizations to implement the Guidelines for Gender-responsive Sports Organizations developed by UN Women, in partnership with Fenerbahçe Sports Club under the previous collaboration. It extends the work done in the first phase of the partnership with professional branches of Fenerbahçe Sports Club to five amateur branches: rowing, athletics, swimming, table tennis, boxing.
In 2021-2022, UN Women Türkiye and Fenerbahçe Sports Club developed Fenerbahçe Sports Club’s Action Plan on Gender Equality 2022-2025 to increase women’s representation in Fenerbahçe Sports Club’s leadership, management and coaching personnel and increase women athletes’ participation, development of an organizational policy on preventing and combating discrimination and gender-based violence. Four different trainings modules were developed: (i) gender equality awareness, (ii) engaging men in gender equality and transforming harmful masculinities, (iii) preventing violence against women and (iv) gender-respossive sports media reporting.
Within this context, a specific activity of the collaboration aims to support Fenerbahçe Sports Club in exploring gender sensitive sports media to promote women’s bias-free representation in sports media, including communications to eliminate harmful gender stereotypes and promote positive roles. For this purpose, UN Women developed a training on gender sensitive media reporting in sports for Fenerbahçe Sports Club which aimed Fenerbahce Sports Club’s media and communications staff, to explore gender equality issues, portrayal and coverage of women athletes, coaches and managers in media, the language used in media reporting. All these knowledge aspects have been transferred to skills aspects through monitoring sports media materials, texts, videos, role plays and games/group work. The training aimed all participants to look at stereotypical (and also prejudice wise) practices and cultural lenses on gender equality in sports media. The consultant will also support UN Women's communications team in figuring out main challenges against gender equality within sports ecosysyem, and exploring opportunities for creating knowledge exchange spaces for expanding the practice implemented within Fenerbahçe sports club, towards sports media ecosystem.
Within this context, UN Women Türkiye office will contract a National Consultant under the direct supervision of Programme Analyst, HeForShe, to support the office in designing and implementing workshop session on gender sensitive media reporting in sports based in contributing to the eradication of gender stereotypes that will contribute responding to ending violence against women and advance gender equality in sports media. The workshop sessions will be built on the current training material and will be designed as periodical gatherings with Fenerbahçe Sports Club media personnel. The consultant will support the office in developing a guidelines for gender-responsive sports media reporting in line with UN Women’s other guidelines on gender-responsive media.

II. Functions
Under overall guidance of UN Women Deputy Country Director and the direct supervision of Programme Analyst, HeForShe and in close coordination with the communications team, the National Consultant will be responsible for:
- Developing a workshop session built on the current “gender-responsive sports media reporting” training material and in line with UN Women’s Sports for Generation Equality principles.
- Delivering workshop session on “Gender responsive Media Reporting in Sports” (up to 8 workshop sessions), which will cover gender equality, gender-sensitive language, gender bias and stereotyping in printed, online and social media content, as well as the portrayal of women in sports media, for Fenerbahçe Sports Club’s sports media and communications staff (up to 600 people) to contribute to advancing gender equality in and through sports.
- Developing guidelines on gender responsive sports media reporting.
- Providing support to the communications team in expanding the outreach of the guideline and the practice-based knowledge based on the workshop outputs
The National Consultant is expected to lead the assignment, ensure the completion of deliverables, and bring in expertise on gender equality, women’s portrayal in sports media and gender perspective in news media content. The National Consultant will also ensure that workshop sessions planned under this assignment is in line with the specific needs of the target audience.
All deliverables will be prepared in Turkish and final report be prepared both in Turkish and English.
Under the direct supervision of UN Women Programme Analyst, HeForShe,overall guidance of UN Women Türkiye Deputy Country Director, the National Consultant will be responsible for the following specific tasks:
1. Prepare agenda and content of the workshop session(s);
2. Prepare training materials for the workshop session(s) based on agreed outline;
3. Deliver eight workshop sessions of training up to 60 people in total;
4. Prepare final assignment report including evaluation and reporting of training results, lessons learnt and recommendations for future steps.
5. Develop the guidelines on gender responsive sports media reporting
6. Carry out a presentation to the communications teams on challenges, achievements, lessons learnt and a discussion session on how to promote gender-responsive sports media practices.
III. Deliverables and Payment Schedule
Duration of the assignment is from 20 August 2023 to 19 August 2024. The Consultant is expected to spend up to 30 working days on a non-consecutive basis throughout the assignment.

All deliverables shall be received and cleared by UN Women in Türkiye. All deliverables shall be in Turkish, in electronic version. Only the final report including recommendations for improving and scaling up men and boys in gender equality in sports will be both in Turkish and English.
Note: The mentioned number of working days has been estimated as being sufficient/feasible for the envisaged volume of work to be completed successfully and is proposed as a guideline for the duration of assignment. It cannot and shall not be used as criteria for completion of work/assignment. The provision of envisaged deliverables approved by the UN Women in Türkiye shall be the only criteria for the Consultant's work being completed and eligible for payment/s.
Payment Schedule:
The amount paid to the Consultant shall be gross and inclusive of all associated costs such as Travel, social security, pension and income tax etc. Payments will be made upon submission and approval of deliverables above and certification by the UN Women supervisor that the services have been satisfactorily completed.
The Consultant's payments will be carried out on the basis of successful completion of the deliverables in two installments per the above table and approved by the supervisor. Payment shall be affected only all the deliverables in this TOR are submitted to UN Women within the timeframes stipulated in the TOR and are approved by the supervisor. Without submission and approval of the deliverables, the Consultant shall not receive any payment even if s/he invests time for this assignment.
Mandatory Training Courses:
The Consultant shall complete all the mandatory and other required UN training courses and modules on time. The certificates shall be submitted to the supervisor.

VII. Travel
The Consultant will be responsible for all travel arrangements and expenses and daily subsistence allowances associated with undertaking this assignment. All travels shall be coordinated with UN Women Türkiye Office and shall be included in the total contract amount of the Consultant.
Indicatively eight domestic travels to Istanbul are expected to take place. Each mission is expected to last one day. The financial proposal template is explanatory in this regard. The taxi fees for attending the meetings are also under the responsibility of the Consultant. In case of unforeseeable Travel exceeding the travel budget of the Consultant, such costs should be agreed upon between UN Women and the Consultant prior to the Travel, and will be reimbursed, in line with the UN Women travel policy.
In the context of the assignment, wherever possible, the meetings should be carried out through online conferencing such as Skype, Zoom, MS Teams, etc.
For all the travels under this assignment, the Consultant is required to provide UN Women with the requested travel documentation in a timely manner, both before and after the travels. Please note that failure to do so may result in no entitlement.

Annex I: Price Proposal Guideline and Template
The prospective Individual Consultant should take the following explanations into account during submission of his/her price proposal.
1.Daily fee
The daily price proposal should indicate a "lump sum amount" which is "all-inclusive"; All costs (professional fees, communications, consumables during field related missions, etc.) that could possibly be incurred by the Contractor needs to be factored into the proposed price.
UN Women will not withhold any amount of the payments for tax and/or social security related payments. UN Women shall have no liability for taxes, duties or other similar charges payable by the Individual Contractor in respect of any amounts paid to the Individual Contractor under this Contract, and the Contractor acknowledges that UN Women will not issue any statements of earnings to the Individual contractor in respect of any such payments.
2.Travel costs
