For nearly three decades the UN has been bringing together all the countries for global climate summits – Conferences of the Parties (CoP). Meanwhile climate change has gone from being a fringe issue to a global priority. This year the Conference of Parties (COP28) will be held in Dubai/UAE from 30 November to 12 December 2023.  The COP will bring together heads of state, climate experts, young people, civil society, trade unions, faith groups and Indigenous Peoples to agree coordinated action to tackle climate change and accelerate action towards the goals of the Paris Agreement and the UN Framework Convention on Climate Change (UNFCCC). The COP28 is considered as one of the important conferences that will focus more on the implementation than planning. Also, will be a good opportunity to highlight actions of Arab countries following the progress made in COP27 in Egypt back in 2022.

Countries are being motivated to adopt ambitious targets for reduction in greenhouse gases emissions that align with reaching net zero by the middle of the century. Hence, Iraq’s participation in this COP is particularly significant to reaffirm the political commitment towards Paris Agreement and to present its newly developed 2030 emission and adaptation targets. Iraq ratify UNFCCC in 2009 and started to participate in the COPs in 2010. Iraq is part of the Arabian group and the G77+China.

The Government of Iraq, with support of UNDP, has developed its high-level climate change policy through the Nationally Determined Contribution (NDC) that addresses both mitigation of greenhouse gases and adaptation towards climate change, with focus on gender, youth, and the private sector. The NDC has been submitted to the United Nation Framework Convention on Climate Change (UNFCCC).

 

Duties and Responsibilities

The objective of the work of the consultant is to support Government of Iraq in preparation for effective participation in the upcoming COP28 in UAE. The assignment aims to achieve the following:

  • Support Iraq in reporting to global stocktaking (adaptation) of Paris Agreement.
  • Mentor Iraqi core negotiators in Global Stocktaking, Position Statement around Article 7, 8, 9, 10, 11, and 13 of Paris Agreement
  • Review the draft ‘Negotiation Handbook’ of Iraqi Delegates for COP28 to ensure that the contributions by members of the delegation are consistent to the national vision and needs. The specific contribution to Article 7, 8, 9, 10, 11, and 13 for Adaptation related progress, positions, statements, and negotiation tactics.
  • This support includes Iraq’s key messages, input that Iraqi delegation is going to make in formal session, Arab Groups pre-negotiation discussion, and anticipated outcomes.
  • Conduct two training workshops, 1 in Erbil and 1 in UAE to enhance the delegation member capacities to engage effectively in climate negotiation related to adaptation matters (articles mentioned earlier), which include:
  1. Training targeting the senior political leaders and core negotiators who are already selected to participate in the COP28 official events and high-level segments. Aim of the training is to create an understanding about the UNFCCC- COPs Protocols, climate negotiation process, climate partnerships and enable them to present the local context into broader global audience.
  2. Training targeting the other delegation to build their capacities in engaging in the official events, side events, Iraqi Pavilion, and Arab Group negotiations, with proper engagement skills, negotiation tactics, and be familiar with the technical language of the UNFCCC & Paris Agreement, and to prepare a delegation capable of representing Iraq and presenting Iraq’s NDC vision at different negotiation forum in appropriate manner. The specific focus will be on matters related to Adaptation and articles mentioned above.
  • Active participation and facilitate participation of Iraq’s delegation in all important negotiation sessions (for Article 2, 3, 7, 8, 9, 10, 11, 13) and processes, by closely coordinating with the organizers about the timing and agenda of the different negotiation sessions and working closely with the Iraqi delegation to draft Iraq’s inputs in a timely manner and submit during the sessions or otherwise, as required.

Master’s degree in Environment, Engineering, Atmospheric Sciences, Applied Chemistry/Physics, Climate, Energy policy, environmental policy, or related fields

Minimum of ten (10) years of experience preferably in the Middle East and North Africa (MENA) on NDCs and climate change, mainly on mitigation

Proven track record on delivering training workshops to delegations participating in COPs negotiations on mitigation articles in Paris Agreement

Demonstrated knowledge of the Climate Change COP processes, and Paris Agreement articles 4, 6, 11, and 13.
