Background

The duration of the assignment is for six (6) months.  Whereas an external candidate will be offered a temporary appointment; subject to release agreements, staff members in UN Women may be administered as a temporary assignment and staff members in the UN Common system may be administered under a loan arrangement.

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.  The United Nations Trust Fund to End Violence against Women (UN Trust Fund) was established through the UN General Assembly Resolution 50/166 with UN Women as its Administrator on behalf of the UN system. The UN Trust Fund is a global multi-lateral mechanism supporting national efforts to end violence against women, one of the most widespread human rights violations in the world. The UN Trust Fund awards grants to civil society organizations and government entities and provides technical assistance and funding to its partners to advance the development of innovative models and strategic interventions in the area of ending violence against women and girls.

Reporting to the UN Trust Fund’s Monitoring, Evaluation and Knowledge Manager (P4), the Monitoring and Evaluation Analyst (P2) will be responsible for supporting all the UN Trust Fund Secretariat’s monitoring, evaluation and knowledge management activities. The incumbent will support the team in: (1) the provision of technical M&E advice to UN Trust Fund shortlisted applicants and grantees to ensure compliance with UNTF requirements and quality standards; (2) support the analysis of results and lessons from UN Trust Fund projects for knowledge products and corporate reporting; (3) support the evaluation function of the UN Trust Fund (namely the development and application of evaluation policies, procedures and guidelines and support to grantees in managing evaluations); and (4) support other capacity building, knowledge exchange and M&E activities required; and (5) activities at the UN Women corporate level as requested.

Duties and Responsibilities

 

1.      Support the provision of technical M&E advice to UN Trust Fund shortlisted applicants and grantees to ensure compliance with UNTF requirements and quality standards:

  • Support the provision of written feedback on the results and M&E sections of grantee proposals, based on their overall quality, results-oriented nature, and technical strength vis-à-vis the overall contents of the UN Trust Fund's Annual Call for Proposals;
  • Providetechnical support to all UN Trust Fund Programme Specialists and grantees in the areas of results-based planning, data collection/analysis, monitoring and evaluation, in accordance with the UN Trust Fund M&E guidelines and requirements;
  • Assess the quality of M&E work by grantees, and prepare periodic technical assessment updates and recommendations for improvements and future guidance on M&E.
  • Provide support to the development and upkeep of the M&E sections of the Grantee Handbook (guidance for grantees on results-based management and M&E of UNTF projects).
  • Provide support to the development and upkeep of the M&E sections of the Grantee Space (Extranet / Shared Drive pages for grantees with guidance and good examples of data collection methods, etc).
  • Under the guidance of the Supervisor, support grantees to develop data collection tools, ethical and safety protocols and best practice approaches to M&E in the field of ending violence against women to monitor and evaluate project progress.
  • Contribute to the improvement of UNTF programming procedures and guidelines on the above.

2.      Provide technical support to the analysis of results and lessons from UN Trust Fund projects for knowledge products and corporate reporting:

  • Under the direction and guidance of the Supervisor, conduct analysis of data and evidence produced from UN Trust Fund project reports for consolidated results reporting and knowledge products.
  • Provide support in the data analysis of quantitative information received from grantees, including number of beneficaries reached across the portfolio and results against common indicators for the UNTF Annual Report.
  • Support monitoring and reporting against the UN Trust Fund’s Results Framework - part of the UN Trust Fund’s Strategy.
  • Support analysis and aggregation of quantitative and qualitative data gathered from UNTF grantee results reports and project evaluations using excel, Dedoose other statistical analysis tools.
  • Produce draft summaries of project evaluations to communicate results and lessons for publication on the Evaluation Library and use in social media and web stories.
  • Through the analysis of evaluation reports of grantees’ projects, generate key findings to contribute to the reporting requirements at the UN Trust Fund secretariat level and particularly to the UN Trust Fund’s Annual Report for donors and the Annual Report for the Commission on Status of Women and its donors;

3.      Provide technical support to the evaluation function of the UN Trust Fund (namely the development and application of evaluation policies, procedures and guidelines and support to grantees in managing evaluations):

  • Track key deliverables: terms of reference, inception reports, draft and final evaluation reports
  • Under the guidance of the supervisor, provide support to grantees on the development of evaluation TORs and management of the evaluation process to ensure reports are delivered on time to quality expected.
  • Support in providing quality assurance of evaluation products including the review of terms of reference, inception reports, draft and final evaluation reports against checklists of quality standards.
  • Provide support to grantees to understand UNTF evaluation guidance and mandatory procedures through webinars, email support, quality assurance and advice on evaluation deliverables.
  • Support the implementation of the UN Trust Small Grants Evaluation Procedure (centralized management of evaluations for small grants) including the strategic selection of projects under this modality be evaluated each year.
  • Coordinate and monitor the workplans, budget and timeline for each evaluation to ensure it is on track and delivered on time, to budget, including the recruitment of evaluation consultants.

4.     Contribute to capacity building, knowledge exchange and M&E activities required:

  • Contribute to the design of the “Evidence Hub” pillar of the UN Trust Fund’s Strategic Plan (SP) and scoping activities for how the UN Trust Fund can position itself in the evidence field under the new SP.
  • Contribute to the design of training curriculum and methodologies for the annual capacity development training (both online and physical sessions) of new UN Trust Fund grantees in M&E.
  • Provide support to the logistics and planning for the workshops and training activities, from the design of online training sessions (using online training platforms and learning systems) to managing registration and preparing learning materials.
  • Improve further the existing training materials (presentations and handouts) in consultation with staff and feedback gathered from the training participants
  • Design, implement and analyze feedback surveys to gather data from training participants on the quality and content of the training to ensure this improves our activities in the future.
  • Support Provide support to the planning, preparation and management of other CD, knowledge exchange or related team events as required.
  • Contribute to the development and implementation of the UN Trust Fund's online Grants Management System (GMS) and other data and results management systems.

5.      Provide support to activities at the UN Women corporate level as requested.

  • Provide support to the UN Trust Fund Secretariat in responding to corporate requests for information on our portfolio, for example preparation of inputs for the UN Women Annual Evaluation Report to the Executive Board every year and other ad-hoc reporting requests.
  • Support other activities as required under the guidance and supervision of the M&E and KM Manager.

Required Skills and Experience

Education and certification:

  • Master`s degree (or equivalent) in International Development, Public Administration, Programme/Project Management, Evaluation or in the field of social sciences or another relevant field. 
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • Minimum of 2 years of experience working in the areas of Results-Based Management (RBM), Monitoring and Evaluation, preferably in the context of gender programming and/or ending violence against women;
  • Experience in project management including monitoring and/or evaluating project performance is essential;
  • Knowledge and experience of projects that address gender equality, women's empowerment issues or ending violence against women is essential;
  • Experience in developing and implementing M&E systems is desirable;
  • Experience in designing and conducting training on RBM and M&E is desirable; 
  • Experience in developing and implementing guidelines and tools on RBM, reporting and M&E is desirable;
  • Experience in managing external and/or internal evaluations is desirable;
  • Experience in data collection and analysis, including questionnaire design and conducting interviewing is desirable;
  • Substantive knowledge and working experience on programming and/or policies on ending violence against women highly desirable;
  • Experience of the UN context and the role of the UN and its agencies funds are desirable. 

Language Requirements:

  • Fluency in English (oral and written) is required.
  • Working knowledge of Spanish OR French is required.
