Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women’s China Office in Beijing supports and carries out work on (i) enhancing women's economic empowerment; (ii) ending violence against women; and (iii) innovative work to address gender issues in China. In addition to the above, UN Women also actively participates and contributes to various UN inter-agency processes and collaborates with UN organizations around specific programme areas.

Domestic violence (DV), which refers to violence occurring within families and among co-habitants, is one of the most prevalent forms of gender-based violence (GBV) worldwide. Globally, women and girls make up the most of DV victims and survivors. In China, DV law was passed in 2015. UN Women continues to raise awareness and promote social norm change in prevention and response to GBV in China.

Under the supervision of the Country Representative of UN Women China Office, the EVAW Programme Analyst is responsible for programme management, resource mobilization, communication, oversight, trouble shooting, monitoring and evaluation, reporting for the EVAW programme. The EVAW Programme Analyst will works in close collaboration with the Programme, Operations and technical teams in the CO/MCO/RO, HQ/Regional communications teams, staff of other UN Agencies, Government officials, media, multilateral and bilateral donors and civil society.

Based on this background, the UN Women China office is seeking to recruit a national EVAW programme Analyst for an initial one-year period (with possibility for renewal), to perform the duties articulated below.

Duties and Responsibilities

1. Technical Leadership and Coordination of the EVAW Programme

  • Serve as the lead for UN Women’s EVAW Programme, providing quality assurances over UN Women’s technical advisory services and providing direct technical advisory services and substantive leadership on policy and programme development to address violence against women and girls, based on knowledge of good practices and evidence-based approaches, to a range of implementing counterparts, including government, non-governmental, UN partners, etc.
  • Provide substantive inputs in the conceptualization, development, and oversight of implementation of the portfolio of programmes/projects supported by UN Women
  • Represent UN Women in regional meetings and conferences, as well as UN inter-agency networks, on violence against women and girls.
  • Convene and provide substantive leadership for technical and programme-related meetings on the issue of violence against women and girls.
  • Prepare technical background documents and briefs within the context of UN Women's work in the region.
  • Monitor trends and issues related to Ending VAW and gender equality in China and develop strategic responses to opportunities and challenges.
  • Coordinate with other UN agencies, government partners and other stakeholders on organizing key events related to EVAW. I.e. 16 Days of Activism to end Violence, etc.

2. Programme and Project Management, Communication and Knowledge Management

  • Provide strategic oversight and ensure timely implementation of the EVAW Programme.
  • Provide oversight, close guidance and direction to ensure strategic focus, result orientation and effectiveness and efficiency of the overall EVAW programme.
  • Oversee the development of programme and project planning frameworks, research framework and communications strategy with the support of the technical support team and partners.
  • Oversee, monitor and assure quality control in the substantive and financial implementation of high quality, results-based, rights-based and relevant country programmes and projects in line with corporate guidelines and consistency with corporate policies and strategies.
  • Ensure UN Women's strategic and technical support to government counterparts, non-state actors and UN agencies through overseeing the provision of advisory services by the EVAW programme team and direct involvement and provision of advisory services as needed.
  • Oversee the management and coordination of high-quality donor and corporate reporting and provide direct guidance as needed.
  • Lead and manage the preparation of UN Women knowledge products as required, ensuring relevancy, quality and appropriateness of content and presentation.

3. Advocacy, Donor Relations and Resource Mobilization

  • Carry out ongoing advocacy to ensure that UN support towards the realization of national plans and priorities are undertaken in a gender responsive manner, and within agreed regional and international frameworks that promote and protect gender equality.
  • Liaise and build partnerships with International and Regional Organizations, Heads of governments and civil society and other multilateral and bilateral donor partners to harmonize efforts to strengthen the EVAW Program.
  • Lead UN Women's efforts to ensure ongoing and substantive communication with partners as well as current and potential donors.
  • Identify, develop and follow-up on strategic opportunities for resource mobilization to allow for EVAW Programme expansion.

4. Any other duties incidental to the above-mentioned tasks as assigned by Supervisor from time to time.

Required Skills and Experience

Education and certification:

  • Master’s degree in law, women’s human rights, international studies, social science or any other related discipline is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • A minimum of five years of experience in advocacy and programme management related to gender equality and women’s empowerment in China, preferably in the area of gender-based violence, access to justice and protection of women.
  • Experience advocacy and partnership with National /State Government on gender equality programming and policy desirable, though not mandatory.
  • Experience in mobilization of partnership and multi-stakeholder engagement is desirable
  • Understanding of the UN context would be an advantage.

Language Requirements:

  • Fluency in English and Chinese is required.
  • Working knowledge of the other UN official working language is an asset.
