Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. 

One of the key areas of UN Women work in Ukraine is Women, Peace and Security (WPS). In partnership with the Ministry of Social Policy of Ukraine (MoSP), UN Women provides support to the national, regional and local authorities and institutions in implementation of the UN Security Council Resolution 1325 and the subsequent resolutions on Women, Peace and Security. UN Women supported the state institutions with development and amendment of a National Action Plan for Implementation of UNSCR 1325 on WPS for 2021-2025 (NAP 1325), which was adopted in October 20201, and amended on 16 December 20222. UN Women is committed to providing technical support to the MoSP in implementation and monitoring of the NAP 1325 by improving the monitoring, evaluation and reporting (MER) tools and raising awareness and capacities of responsible actors3  on the use the NAP 1325 MER tools. 

To further support the consolidated efforts of the Parliament, Government, women’s groups, and civil society organizations (CSOs) to meet the state commitments on gender equality and women’s rights, including CEDAW, UNSCR 1325 and SDGs, through governance reforms and peace and security processes, UN Women launched the project “Building democratic, peaceful and gender equal society in Ukraine – Phase II”, funded by the Government of Norway. The project goal is to enhance women’s meaningful participate in and equally benefit from political, peace and security processes at all levels in Ukraine. This will be achieved via supporting meaningful participation of women and their organizations in by supporting government at all levels in implementing WPS commitments in sustainable and inclusive ways. 

Therefore, UN Women is looking for a WPS expert who will work as a National Consultant on WPS with the focus on the following areas of responsibility: providing support to the MoSP with gender analysis and policy advice on monitoring, evaluation and reporting   of the NAP 1325 implementation. 

Duties and Responsibilities

The National Consultant will work under the general supervision of the UN Women Programme Specialist and direct supervision of the Programme Analyst, as well as under the supervision of the Supervisor of the Expert Group on Combating Trafficking in Human Beings and Domestic Violence of the Directorate of Digital Development and Social Services of the MoSP, designated by the Deputy Minister of Social Policy, providing technical advice and expertise on the reviewing and designing amended MER tools of the NAP 1325.  

The National Consultant will be responsible for implementing of a set of tasks, including, but not limited to: 

  • Work plan for the provision of advisory services, including tasks, indicators to measure progress, and a timeline of deliverables developed and submitted. 

  • Desk review of the updated NAP 1325, MER tools;  

  • Reviewing international good practices on MER tools for NAPs.  

  • Based on the desk review, the MER tools of the NAP  1325 updated and submitted to the MoSP 

  •  Methodological recommendations for responsible actors on the use of the updated MER tools of the NAP 1325 in the analysis of activities carried out during the reporting period prepared and submitted for approval to the MoSP. 

  • Design and preparing a series of training module (online, or in person TBC) of the use of the revised and updated NAP 1325 MER tools of the to build the capacities of the Government and its responsible line-ministries, security and defence sector4, regional and local authorities, civil society. 

  • Delivery of the 6 one-day trainings5 for responsible actors to increase their awareness of the use of the methodological recommendations on the use of the revised and updated tools for NAP 1325 MER: 

  • Government and its responsible line-ministries as defined above and in NAP 1325 - one training; 

  • Security and Defence sector - one additional training what is already include above; 

  • Representatives from the Regional Administrations- one training; 

  • Selected representatives from the Local authorities - two trainings; 

  • Selected representatives from the CSOs that are advancing the WPS agenda - one training. 

Trainings agenda, training materials, pre- and post-assessment tools, handouts materials and training tools developed in close consultation with UN Women. Report on the trainings held, including all relevant attachments, related to developed module and conducted training (agenda, concept, pre- and post-assessments, list of participants, next steps on rolling out revised NAP 1325 MER tool) and achievements, lessons learnt and recommendations. 

  • The draft analytical report according to the paragraph 44, Operational Objective 5.2 of the NAP 1325 on the results of the implementation of the NAP 1325 for the period of 2023 developed jointly with the responsible units of the MoSP and required support from UN Women and submitted for approval. 

  • Final report including recommendations, key challenges, analyses, observations, and lessons learnt.

Inputs 

  • UN Women and the MoSP will provide the Consultant with background materials related to the assignment. 

  • The MoSP will provide the consultants with the space and access to internal documents. 

  • The consultant is expected to work using her/his own computer and phone. 

Performance evaluation: 

  • Contractor’s performance will be evaluated against such criteria as: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered. The evaluation will be carried out and cleared by the hiring manager which will also be the basis for payment on a delivery to the consultant. 

Financial arrangements: 

  • Payment will be disbursed on monthly basis upon receipt of the deliverables (as per above matrix) and their certification by the Ministry of Social Policy of Ukraine and UN Women Programme Specialist and direct supervision of the Programme Analyst that the services have been satisfactorily performed:

Required Skills and Experience

Qualifications Education: 

  • Advanced (Masters) degree in social sciences, law, public policy/administration, economics, development studies, gender studies or similar. 

Experience: 

  • Minimum three years of relevant experience providing gender mainstreaming, gender policy advice and technical support to the government, parliament, civil society, and/or international organizations on Women, Peace and Security agenda; 

  • Proven experience in conducting gender analysis, gender researches and assessments of legislation, policies and institutions; 

  •  Proven knowledge on UNSCR 1325; 

  • Strong competences on developing MER tools; 

  • Proven experience with organization and facilitation of learning sessions, like trainings, workshops and round tables with multiple stakeholders’ participation; 

  • Previous professional experience with the United Nations would be considered an asset. 

Languages and other skills: 

  • Fluent in Ukrainian; 

  • Working knowledge in English; 

  • Computer literacy and ability to effectively use office technology equipment and IT tools; 

  • Proficiency level in Excel is required. 

Evaluation of Applicants: 

Applications will be evaluated based on the cumulative analysis taking into consideration the combination of their qualifications and financial proposal. A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. The award of the contract should be made to the individuals whose offer has been evaluated and determined as: 

  • Responsive/compliant/acceptable. 

  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Financial/Price Proposal evaluation:

  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 49 points in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price. 

  • Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 30. 

  • (S - score received on financial evaluation; F min - the lowest financial offer out of all the submitted offers qualified over the technical evaluation round; F - financial offer under the consideration).
