Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women Liberia Country Office contributes to its global corporate mandate to make the vision of the sustainable Development Goals a reality for women and girls and stands behind women’s equal participation in all aspects of life. Its main objective is to promote women’s human rights and gender equality which are key in sustaining and furthering achievements in stability and development.  In this regard, its programming in the Country is connected to four corporate priority areas: (1) women’s leadership and political participation; (2) enhancing women’s economic empowerment; (3) engaging women in all aspects of peace and security processes; and (4) advancing women’s rights to live free from violence. UN Women also coordinates and promotes the UN system’s joint work in advancing gender equality.

About the assignment

Liberia has made great strides on the campaign to end female genital mutilation (FGM). UN Women, Spotlight Initiative partners, EU, civil society organizations, and the Government of Liberia have all invested human, financial, and material resources to the cause. This effort led to a three-year temporary ban on FGM practice in Liberia and subsequently, a total ban on the practice of FGM. Eleven out of 15 counties practice FGM, mainly perpetrated by traditional female zoes.

On 6 February 2023, Chief Zanzan Karwor, Chairperson of the National Council of Chiefs and Elders, declared a total ban on FGM in Liberia. Traditional elders, zoes, the government, CSOs, and the UN participated in a ceremony that marked the closure of the Sonkay Town Sande Bush school and the ban on FGM in Liberia.  

The closing ceremonies are scheduled to take place in the other FGM practicing Counties. UN Women seeks to hire a videographer who will document the proceedings of the closing ceremonies. The next closing ceremony is scheduled to take place in Grand Cape Mount on a date to be confirmed in July 2023. Other closing ceremonies are scheduled to take place in Grand Gideh, Lofa and Nimba. The videographer and photographer is required to produce three short video clips of 60 – 90 seconds each and one ten (10)–minutes video documentary and provide a selection of at least 30 good photographs depicting all proceedings taking place at each of the closure ceremonies.

16 Days of Activism

The 16 Days of Activism against gender-based violence is an annual international campaign that kicks off on 25 November, the International Day for the Elimination of Violence against Women, and runs until 10 December, Human Rights Day. The global theme for this year’s campaign is, Unite; Invest to prevent violence against women and girls.

UN Women supports the Ministry of Gender, Children and Social Protection to launch the 16 Days of Activism Against Gender Based Violence. A number of activities will also be lined up to commemorate the 16 Days of Activism campaign. In order to document all the work and enhance the visibility of the organisation, UN Women would like to seek the services of a professional videographer and photographer to document major activities.

In addition, UN Women also seeks to document success stories from the just ended land governance project implemented by Rights and Rice Foundation under the project, “Sustaining Peace and Reconciliation through Strengthening Land Governance and Dispute Resolution mechanisms,” and funded by the United Nations Peace Building Fund.

Duties and Responsibilities

Objective

  1. To document and produce video and photographs for the closure of the Bush school depicting the end of the practice of FGM in Liberia
  2. To document and produce video and photographs of activities lined up for the 16 Days of Activism Against Gender Based Violence campaign.

Key Activities

  1. Film and document proceedings at the closure of the Bush schools
  2. Produce three (3) short video clips of 60 – 90 seconds each summarizing different aspects of the closure and one ten (10)–minutes video documentary summarizing the entire closure entire activity
  3. Produce at lease 30 photographs for each closure event
  4. Document and produce videos and photographs for key activities for the 16 Days of Activism campaign
  5. Document and produce videos of success stories from the land governance project in selected counties
  6. Submit video documentaries and raw footage on pendrive.

Expected Deliverables

  1. Three (3) short videos of 60 – 90 seconds each and one ten (10)–minutes video documentary summarizing the entire closure event.
  2. 30 Photographs for each closure event
  3. Short videos and a documentary of 16 Days campaign activities
  4. Photographs for 16 Days of Activism events
  5. Short videos and documentary of the land governance project
  6. Raw videos of the activities.

Institutional Arrangements

The consultant will work with the UN Women Communications team under the overall supervision of the Country Representative. 

Duration of the Work

The duration of the service will be ongoing based on agreed schedule (retainers contract).

Duty Station

Montserrado County with travel to counties.

Competencies

Documents to be included when submitting the proposals

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

  1. One-page explaining why they are the most suitable for the work;
  2. Detailed methodology on how they will approach and conduct the work;
  3. Financial proposal;
  4. The financial proposal shall specify an all-inclusive daily fee. Payments will be made to the Individual Consultant based on specific and measurable deliverables as specified in the TOR upon completion of all deliverables.
  5. Selection criteria will be based on 70 percent technical capacity and 30 percent financial proposal

 

Required Skills and Experience

Required Qualification

  1. candidate have a high school certificate;
  2. The candidate or service provider must possess the requisite expertise and experience in videography/video documentary production;
  3. Must present a work sample produced within the last 12 months;
  4. Must have accreditation/registration (legal) allowing him/her to perform this task;
  5. Best be abreast of video documentary production within UN System.

Language Requirements

Fluency (both verbal and written) in English.
