CONTEXT

WE RISE Together Programme Background

Building on UN Women’s flagship “WeEmpowerAsia” programme and the framework of Women’s Empowerment Principles (WEPs), UN Women, in partnership with the Department of Foreign Affairs and Trade, Australian Government, in 2022 launched WE RISE Together programme aiming to prioritise WEPs 5 (Implement enterprise development, supply chain and marketing practices that empower women) and create equal market opportunities for women by advancing Supplier Diversity through Gender-Responsive Procurement (SD-GRP) in Thailand and Viet Nam. This programme envisions creating an innovative ecosystem where women can lead business, and equally access and benefit from greater market opportunities in 4 areas:

  1. Stronger ecosystem: Support more public and private organisations to develop and promote policies and practices that advance SD-GRP
  2. Increase capacity of buyers: Public and private buying organisations can better advocate for, promote and implement GRP
  3. More supportive business models and networks: Through resilient and inclusive business models and networking opportunities, women-owned businesses and gender-responsive enterprises have increase capacity to access markets
  4. More equitable market opportunities: Creating platforms for women-owned businesses and gender-responsive enterprises to connect to larger public and private buyers

 

As there is a continued linkage between WeEmpowerAsia and WE RISE Together Programme, the activities will offer similar learning opportunities with a focus on Supplier Diversity through Gender-Responsive Procurement to both existing and other relevant stakeholders – women entrepreneurs, policy and decision makers, and private sector. These will enable them to collaborate, create and implement gender-responsive procurement policies which allow women to equally and fairly access the market.

 

 OBJECTIVE OF THE ASSIGNMENT

UN Women seeks the services of a national consultant to support WRT team to implement activities under Programme areas 3: More supportive business models and networks and 4: More equitable market opportunities. The incumbent will establish, nurture and coordinate with private companies and relevant public and private sector organisations, provide capacity building to targeted buying organizations so they can better advocate for, promote and implement GRP. Based on the stakeholders mapping and results of the Thailand Rapid Assessment on Thailand GRP ecosystem being finalized, the consultant will identify prospective buying organizations, source, procure, or ordinate with experts to provide technical advice for private and public sector organizations to enhance skills in SD-GRP processes. To seamlessly continue the WEPs movement in Thailand, the consultant will coordinate with stakeholders and organize workshops for larger private sector companies to strengthen their gender commitments in alignment with WEPs by enhancing their knowledge and capacity to implement GRP. The consultant will familiarize herself with relevant GRP assessment tools including those of UN Women and coordinate with targeted stakeholders to undertake a comprehensive assessment of their procurement policies and practices to identify opportunities to engage with more diverse suppliers including WOBS and become more gender responsive in the procurement processes. One of the ways to obtain GRP commitment from buying organizations, public and private sectors, is to secure leadership buy-in. The consultant will provide technical advice for targeted organizations to create leadership support. The consultant will also facilitate collaboration, learning events and opportunities for buying and support organizations and WOBs/GREs to connect and establish collaboration and business opportunities. Being aware of the absence of local database of WOBs and sex-disaggregated SMEs, the consultant will coordinate with key stakeholders in order to have the database developed or enhanced. Aside from the scope of capacity development of buyers and equitable market opportunities laid out above, the consultant will coordinate with WRT team members and provide support necessary for the implementation of WRT activities.

Duties and Responsibilities

ROLES AND RESPONSIBILITIES

Under the direct supervision of WRT Regional Coordinator and Thailand Programme Specialist and in close consultation with the WEE team, the national consultant will provide technical expertise and liaise with public and private sector organizations to deliver capacity development of buyers and implement activities contributing to equitable market opportunities.

 

Specifically, the consultant will undertake the following tasks: 

1. Support the development, planning and implementation of WE RISE Together project

  • Support the development, planning and implementation of Thailand WE RISE Together activities, in consultation with the Regional Coordinator and Thailand Programme Specialist;
  • Provide technical and coordination support to ongoing projects, training and capacity building programme, consultative meeting with stakeholders/ implementing partners/ service provider on related strategies and documents, workplans, and related products;
  • Contribute substantively to the monitoring and tracking of results against programme target of the implementation of programme activities for programme areas 3: More supportive business models and networks and 4: More equitable market opportunities. to ensure that interventions lead to meaningful, high-quality and timely achievement of planned results;
  • Assist in performing consulting assignments with UN Women’s counterparts' collaboration with prospect buying organizations. Tasks include planning and coordinating public events such as meetings/workshops/ interactive session and assisting in the development of action plans that organizational buyers will use to manage the change. [OUTCOME 3];
  • Facilitate and convene a WEPs Action Learning Dialogue with UN Women’s signatories to pilot SD-GRP business practices and to demonstrate good action to the wider community.  [Leaders Learning Lab, OUTCOME 3].

 

2. Monitor, report and communicate results of Thailand WE RISE Together project

  • Facilitate the reporting and communicating results, in coordination with Women’s Economic Empowerment (WEE) Team, to ensure performance indicators are incorporated and reported on in project specific systems/tool of programme areas 3: More supportive business models and networks and 4: More equitable market opportunities.

 

3. Provide substantive and collaborative support to advocacy and outreach efforts to public and private sector organizational buyers

  • Per the findings of Thailand WE RISE Together Rapid Assessment, identify prospective key stakeholders and partnership with prospect organizational buyers and design strategic action plan for stakeholder engagement;
  • Advocate for Women’s Empowerment Principles (WEPs) commitment with companies and private sector organisations to deepen effort specifically for WEPs Principle 5 implementation and to accelerate progress towards more gender-responsive and inclusive ecosystem;
  • Assists in the coordination of partnerships with stakeholders including government and private sector organizations and to support the development of connecting platform for women-owned businesses and gender-responsive enterprises;
  • Conduct due diligence for private sector and partnership engagement and liaise with Multi-Stakeholder Partnerships and Advisory Services (MPAS) team as needed;
  • Engage with companies and private sector organisations who are interested in becoming WEPs signatories and with prospective companies and organisations in the respective networks to grow the WEPs community.

RECRUITMENT QUALIFICATIONS AND APPLICATION

 

  • Master’s degree in Gender and Development Studies, Economics, Social Sciences, or other related fields.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • At least 2 years of professional experience in program supporting women’s economic empowerment, women’s entrepreneurship, gender or relevant development projects.
  • Strong knowledge in women’s empowerment and gender issues
  • Evidence of course-work exploring the discipline of Result-Based Management (whether as a standalone course or as part of a wider curriculum) is an advantage.
  • Experience in supporting programme implementation in development projects within the United Nations systems is an advantage.
  • Experience in stakeholder management and coordination with public and private sectors.
  • Excellent written communication skills in Thai and English

 

Evaluation:

Applications will be evaluated based on the cumulative analysis.

  • Technical Qualification (100 points) weight; [70%]

A two-stage procedure is utilised in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

Payments:

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes. Any travel under this consultancy will be covered by UN Women as per our rules and regulations.
