Background

UN Women (UNW), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, the UN Women leads and coordinates the United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women’s triple mandate, along with its global network and deep policy and programming expertise, continues to endow the Entity with a unique capacity to: (i) support Member States to strengthen global norms and standards for gender equality and women’s empowerment, and mainstream gender perspectives in other thematic areas; (ii) promote coordination and coherence across the UN system to enhance accountability and results for gender equality and women’s empowerment; and (iii) undertake operational activities to support Member States, upon their request, in translating global norms and standards into legislation, policies and strategies at country level.

UN Women plays an innovative and catalytic role in the State of Palestine since its inception in 1997 (as UNIFEM). In line with the national priorities, the work of UN Women for the period 2023-2025 is aligned with three of the Palestine United Nations Sustainable Development Cooperation Framework’s (UNSDCF) outcomes:

  • Palestinians have greater access to economic opportunities that are inclusive, resilient, and sustainable, including decent employment and livelihoods opportunities in an empowered private sector.
  • Palestinians, including the most vulnerable, have equal access to sustainable, inclusive, gender responsive and quality social services, social protection, and affordable utilities.
  • Palestinian governance institutions, processes, and mechanisms at all levels are more democratic, rights-based, inclusive, and accountable.

Its three-year Strategic Note supports the efforts to achieve measurable results in country in terms of four UN Women global Strategic Plan impacts (2022-2025): (SP Impact 1). Governance and participation in public life; (SP Impact 2). Women’s Economic Empowerment; (SP Impact 3). Ending Violence Against Women and Girls and; SP Impact 4. Women peace and security, Humanitarian & Disaster Risk Reduction. 

Duties and Responsibilities

In 2022 the Palestinian Council of Ministers approved the updated version of the national referral system for women survivor of violence. The updated version included new and effective sectors in the protection system, which are the Sharia judiciary, public prosecution, regular judiciary, military judiciary, governates’  affairs, Ministry of Women’s Affairs, in addition to promoting the role of the social sector. This development added many tasks to the role played by the women protection social workers including a more focused role on the preventive, therapeutic and follow-up processes.

As a result, for the development of the protection sector, a more systemized and defined mechanisms for dealing and following up with women survivors of violence after leaving protection centres is needed.

Hence, under the Haya joint programme and in collaboration with the Ministry of Social Development. The main objective of the assignment is to develop a reintegration protocol for women servicers of violence after receiving the national referral system services. The aim of the protocol is to systemize the follow up system to assess and documents needed interventions for each women exiting the shelter such as social, clinical psychological, legal, economic empowerment among others. This reintegration process will support women to sustain the achieved benefits from the national referral system, support them in addressing ongoing challenges related to their experience as survivors and prevent them from re-entering the cycle of violence.

The national consultant is expected to do the following:

  • Holding an initial meeting with Women and Gender Unit in MoSD, UN Women’s technical team and stakeholders,  to discuss the terms of reference, the proposed methodology, and the details of the implementation of the task and main deliverables.

- Develop a methodology and a detailed work plan and share with UN Women for feedback. The workplan should include the main objectives of the assignment, stakeholders, deliverables and the time frame.

  • Conduct meetings with all the relevant stakeholders as part of the reintegration process.
  • Developing an inception report for the process to be approved by UN Women and MoSD.
  • Preparing and developing a Women Survivors Reintegration Protocol after leaving protection centers, including mechanisms for intervention and follow-up of women's protection guides for survivors of violence.
  • Ensuring compatibility of this protocol with laws and regulations related to women protection sector such as the national referral system of protection in the shelters, the family protection bill, terms of references for the women protection social workers, the economic empowerment law, and any instructions issued in this regard."
  • Delivery of the first version of the protocol for review and comments
  • Holding a training workshop on the use of this protocol for protection social workers and relevant stakeholders.
  • Preparing and developing a training program/ manual on preparing professional intervention plans to follow up on survivors after leaving protection centers/ shelters and reintegrating them into the family and society.
  • Submitting two copies of the protocol, an electronic PDF copy, and 60 hard copies.
  • Submitting a final report in English that includes description of the assignment, methodology used, protocol development process, stakeholder plans and all annexes.  

Deliverables:

Deliverable 1:

To develop an inception report that includes a detailed description of the work plan, and methodology, and share it with UN Women for review and approval, following the below tasks:

Deliverable 2:

A final version of “Women Survivors Reintegration Protocol” which is field-tested and consistent with all systems including the NRS and evidence adopted in working with women survivors of violence. (two copies of the protocol, an electronic PDF copy, and 60 hard copies).

Deliverable 3:

Implementing a one day training workshop on the use of this protocol for protection social workers and relevant stakeholders followed by developing a  training program/ manual on preparing professional intervention plans to follow up on survivors.

Deliverable 4:

A final approved report in English that includes description of the assignment, methodology used, protocol development process, stakeholder plans and all annexes.

Qualifications

Education

A Master's degree in social sciences or law. PhD in related field is an asset.

 

Experience

  • At least 5 years experience in the field related to gender-based violence and the mechanisms of dealing with women survivors of violence.
  •  At least 5 years previous practical experience working in the protection field.
  • At least 2 previous assignments in developing policies, protocols, and systems, etc.
  • Experience working with ministries, EVAW service providers for at least 2 years.
  • Proven experience in the field of training and giving training courses for national authorities (at least 3 previous trainings with national authorities).

Language Requirements

  • Fluency in Arabic and professional knowledge of English.

 

Evaluation Criteria:

This SSA modality is governed by UN Women General Terms and Conditions. UN Women will only be able to respond to applicants who meet the minimum requirements.

Candidates should clearly indicate how they meet the above-mentioned criteria in their applications.

Candidates should have the ability to quickly submit degree certificates, medical certification (of good health) expression of Interest (EoI)

Evaluation of applicants

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications mentioned above, and financial proposal. A contract will be awarded to the individual consultant whose offer receives the highest score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 50 points in the technical evaluation will be considered for financial evaluation. Only candidates obtaining 30/50 in the desk review will be considered for Technical Interview.

Technical Evaluation (70%) – max. 70 points.

  • A master’s or PhD degree in social sciences or law (max. 10 points)
  • At least 5 years experience in the field related to gender-based violence and the mechanisms of dealing with women survivors of violence. (max. 15 points)
  • At least 5 years previous practical experience working in the protection field. (max. 10 points)

Financial Evaluation (30%) – max. 30 points.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:

p = 30 (µ/z)

Using the following values:

p = points for the financial proposal being evaluated

µ = price of the lowest priced proposal

z = price of the proposal being evaluated
