Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women in Georgia supports state and non-state partners towards the achievement of substantive gender equality in Georgia. In line with national and international commitments, UN Women works on the levels of policy and legislation, institutions and grassroots, in order to achieve transformative results for increased gender equality and greater protection of the rights of women and girls.

Gender mainstreaming in governance and national planning at all levels is an essential for achieving gender equality and better policy making. When institutions, policies and programs fully integrate gender considerations into their work they produce better and more equitable policies for men and women, therefore contributing to the good governance. Responsibility to mainstream gender in all governmental policies and programmes in enshrined under various international instruments, including the Beijing Declaration and Platform for Action (BPfA), SDGs and the Convention on the Elimination of all Forms of Discrimination (CEDAW) et al. BPfA, calls on the national governments to, inter alia, “ensure mainstreaming of a gender perspective in all policy-making processes,“ and further calls on the national machineries for the advancement of women to „support governmentwide mainstreaming of a gender-equality perspective in all policy areas.“

Within the framework of its Governance and Participation in Public Life (G&PPL) portfolio, UN Women works with the national gender machinery and line ministries/state agencies to strengthen capacities of public servants on gender equality and gender mainstreaming. In April 2023, UN Women, with the generous support of the Swiss Agency for Development and Cooperation (SDC) launched a four-year project “Women’s Increased Leadership for Democracy in Georgia” (WILD). The impact-level goal of the project is to ensure that women and girls in all their diversity fully and equally participate in decision-making and benefit from gender-responsive governance in Georgia. Within the framework of the project, inter alia, UN Women supports strengthening gender-responsive legislative/policy frameworks and capacities. In line with these efforts, UN Women plans to support the  Civil Service Bureau (CSB) – key government agency in charge of coordinating public employment policies in Georgia – in developing an online course on gender mainstreaming for public servants.

To undertake this work, UN Women will hire a National Consultant. The detailed objectives of the consultancy are as follows:

  • To develop the content of the online course on gender mainstreaming for public servants on the basis of similar courses developed in other countries and lessons learned from their administration. The course should cover basic concepts and frameworks on gender equality and gender mainstreaming,  key methodological frameworks on gender mainstreaming in policy making and budgets, and responsibilities of public servants on mainstreaming gender in their work
  • In cooperation with UN Women and the Civil Service Bureau work with software developers to conceptualize, review and fine-tune audio-visual materials for the online course.

Duties and Responsibilities

Duties and responsibilities of the National Consultant are:

  • Conduct a desk review of relevant international educational materials, including online courses on gender equality and gender mainstreaming for public servants to inform the development of the online course, including its structure and content
  • Conduct relevant consultations meetings with state and non-state partners to understand capacity development needs of public servants on gender equality and gender mainstreaming
  • Develop a detailed concept and outline of the online course and validate it with UN Women
  • Develop the content of the online course on gender mainstreaming that should cover practical strategies and skills for mainstreaming gender covering basic concepts and frameworks on gender equality and gender mainstreaming,  key methodological frameworks on gender mainstreaming in policy making and budgets, and responsibilities of public servants on mainstreaming gender in their work
  • Closely liaise with the software developers to conceptualize, review and fine-tune audio-visual materials for the online course.

Delivarables:

  • Deliverable 1:  Aligned with the desk review and relevant consultation with stakeholders, concept and an outline for the online course on gender mainstreaming for public servants developed and submitted to UN Women – by 18 September 2023 (5 working days)
  • Deliverable 2: The draft content of the online course on gender mainstreaming developed and submitted to UN Women –  by 18 October 2023 (14 working days)
  • Deliverable 3: The draft content of the online course on gender mainstreaming for public servants revised per UN Women’s and CSB’s feedback and the final version submitted to UN Women – by 30 November (4 working day)
  • Deliverable 4: Guidance, review and relevant feedback provided to the software developer on all relevant audio-video materials of the online course – by 25 May 2024 (10 working days).

Required Skills and Experience

Education:

  • Master’s Degree in Gender Studies, Human Rights, Public Policy, Social Science, or other related fields.

Experience: 

  • At least 3 years of experience in the area of gender equality and women’s empowerment
  • At least 2 years of experience in capacity development on gender equality and gender mainstreaming, and mainstreaming gender into programs and policies
  • Previous experience of working with government stakeholders, inter alia, on capacity development tools on gender equality will be a strong asset
  • Previous experience of working on online training courses will be a strong asset.

Language:

  • Fluency in Georgian and English.

Evaluation Procedure:

The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation.

The candidates must possess the following minimum qualification criteria to be eligible for further technical evaluation:

  • Master’s Degree  in Gender Studies, Human Rights, Public Policy, Social Science, or other related fields.
  • At least 3 years of experience in the area of gender equality and women’s empowerment
  • At least 2 years of experience in capacity development on gender equality and gender mainstreaming, and mainstreaming gender into programs and policies
  • Fluency in Georgian and English.

The candidates will be evaluated in three stages: according to minimum qualification criteria followed by technical and financial evaluation.

Technical evaluation criteria (including minimum qualifications):

  • Master’s Degree  in Gender Studies, Human Rights, Public Policy, Social Science, or other related fields (max 50 points)
  • At least 3 years of experience in the area of gender equality and women’s empowerment (max 80 points)
  • At least 2 years of experience in capacity development on gender equality and gender mainstreaming, and mainstreaming gender into programs and policies (70)
  • Previous experience of working with government stakeholders, inter alia, on capacity development tools on gender equality will be a strong asset (max 50 points)
  • Previous experience of working on online training courses will be a strong asset (max 50 points)
  • Fluency in Swedish and English (max 50 points)

Maximum total technical score amounts to 350 points. Only candidates who have passed over the minimum qualification criteria and have accumulated at least 245 points out of maximum 350 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150

S – score received on financial evaluation;

Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;

F – financial offer under consideration.

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + financial scoring).

Management arrangements:

The contractor will report to and work under direct supervision of UN Women Governance & Participation in Public Life (G&PPL) Programme Analyst and under the overall supervision of the UN Women Deputy Country Representative.

Financial arrangements:

Payment will be disbursed upon submission and approval of deliverables and certification by UN Women that the services have been satisfactorily performed as specified below:

  • Deliverable 1,2,3– 69%
  • Deliverables 4 – 31%
