In this context, Afghan women and girls face unique vulnerabilities and require urgent support as gender inequality is interwoven with conflict dynamics and humanitarian needs. It is essential that Afghan women and girls can continue to shape the development of their country, and that their gains are protected. UN Women has been in Afghanistan for two decades. UN Women’s programming approach is informed by analysis of the political, economic and humanitarian situation, risks to and capacities of partner organizations, and needs of Afghan women and girls. UN Women Afghanistan currently has four key programme priorities: (1) Gender in Humanitarian Action, (2) Ending Violence Against Women, (3) Women’s Economic Empowerment, and (4) Women, Peace and Security.

In order to strengthen compliance with international standards on GBV and ensure a survivors centric and trauma informed approach in the provision of services, UN Women developed a Partners Engagement Strategy that encompasses a capacity development package, focusing on overall organizational management, gender and GBV and policies in line with global standards.

Objective of the Assignment:

UN Women Afghanistan is seeking  multiple nationals Consultants to provide overall technical assistance and capacity building to UN Women’s Responsible Parties (RP), with a specific focus on Psychosocial Support (PSS) Counselling and Case Management.

The consultancy can be kabul based with possible travel to provinces, to be determined depending on need, feasibility and the safety and security considerations, at approximately 150 working days. The national consultants are expected to work with an international consultant that will provide overall direction and coordination

The consultants are also expected to work with and coordinate with other consultants responsible for the different components of the capacity development plan, ensuring that all PSS work is in line with international standards (e.g., UN Essential Services Package, IASC Minimum Standards for GBV in Emergencies, IASC Mental Health and Psychosocial Support Minimum Service Package, IASC guidelines on MHPSS in emergencies, and other relevant guidelines.

Devoirs et responsabilités

Under the overall supervision of the EVAW Programme Manager and the international consultant on GBV services, the national consultants will be responsible for the following deliverables:

1. Survivour-centered PSS Counselling and Case Management Training for UN Women’s Responsible Parties

Provide support to the international consultant in adapting globally evaluated resources into the Afghan context and facilitate trainings (minimum one  per quarter) and conduct regular coaching and peer support to RPs.

2. PSS Integration and Capacity Development into existing partners interventions

 Support the international consultant to work with partners to integrate PSS counselling and case management into their community-based women and family resource centers, and other community mechanisms , by providing technical assistance to the RPs staff and provide coaching and peer support.

3. Support International consultant to  contextualise standard operating procedures (SOP) and guidelines to support UN Women partners to apply survivour-centered and trauma-informed principles in their organisation’s delivery of PSS counselling, case management, and other essential services for survivours and at-risk women; including on, but not limited to, the following:

  • Self-care and prevention of vicarious trauma
  • Trauma-informed intake assessment
  • Conducting case debriefs and case conferences
  • Empowerment counselling and referrals
  • Action planning with survivours / at-risk women
  • Applying survivour-centered principles in interview techniques
  •  

This will be coupled with training and coaching  on all PSS, standard operating procedures (SOP), guidelines and tools conducted for UN Women EVAW team and Responsible partners.

4. Provide technical assistance to strengthen referral systems mechanisms

Support international consultant to identify entry points, based on national context to coordinate with relevant service providers, networks (Essential Services Network), inter-agency mechanisms (GBV Sub Cluster, other UN agencies, (I)NGOs, CSOs, to advocate for best practices on survivour-centered PSS; supporting staff representing UN WOMEN at coordination meetings.

5. Overall technical and advisory assistance on GBV, PSS and case management

Support the international consultant to develop additional resources and conduct ad hoc mentoring and caching sessions with RPs. The work of the national consultant may also include secondment and in person technical support to RPs across different provinces in Afghanistan.

Qualifications et expériences requises

Education

  • Degree or equivalent in mental health, psychology, clinical social work or related field.

Experience:

  • Minimum three  years of relevant work experience in the field of MHPSS in Afghanistan.
  • Minimum one year  of proven experience  in facilitating trainings and  coaching; preferably including remote coordination and facilitation. Training community-based / grassroots organisations is a distinct advantage.
  • Strong knowledge of gender and  GBV service provision (e.g., UN Essential Services Package, GBV AoR Guides, etc.).
  • Strong communication skills (ability to moderate meetings, give presentations and trainings
  • Experience working in the UN System is  a strong asset.

Language Requirements:

  • Excellent verbal and written (drafting and editing) English, Dari and Pashto.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 80% (80 points)

  • Criteria 1:  Minimum three  years of relevant work experience in the field of MHPSS in Afghanistan.  .(30 points)
  • Criteria 2:  Strong knowledge of gender and  GBV service provision (e.g., UN Essential Services Package, GBV AoR Guides, etc.). (30  points)
  • Criteria 3: Minimum one year  of proven experience  in facilitating trainings and  coaching; preferably including remote coordination and facilitation. Training community-based / grassroots organisations is a distinct advantage. (20  points)

Financial: Lowest Financial Proposal:  20% (20 points)

The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 20;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
