Antecedentes
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
The Internal Audit Service (IAS) of the Independent Evaluation and Audit Services (IEAS) is responsible for internal audit function to UN Women. IAS provides independent, objective assurance on the adequacy and effectiveness of governance arrangements, risk management and controls. It manages the internal audit function for UN Women covering its Headquarters and offices away from headquarters.
Currently, UN Women receives investigative services from the UN Office of Internal Oversight Services (OIOS) to conduct its formal investigations. The Investigations Division of OIOS assesses, and as needed, investigates allegations of fraud, corruption, or other wrongdoing by UN Women personnel or third parties engaged by UN Women.
The Director, IEAS is the Responsible Official for coordinating investigation-related matters and with support of IAS Chief, the Director, IEAS is involved in receiving and transmitting investigation related information and reports; coordinating and monitoring implementation of other reports; and for directing referrals, recommendations and requests for information, data and cost-recovery from OIOS
Deberes y responsabilidades
Within the delegated authority and under the supervision of the Chief, IAS and in close contact with the Director, IEAS, the Consultant will:
- support IEAS in advisory, integrity-related and audit initiatives, including analyzing data and documents for red flags for fraud and corruption, gaps in controls and waste of resources, identify potential options for forensic or other assurance review, propose the scope for forensic or other assurance assessment, prepare planning and terms of reference for forensic or other audit assessments to be conducted in-house or by third party contractors (e.g. audit firms), conducting assigned portions of forensic or proactive integrity-related or anti-fraud assignments.
- provide support, assistance, and advice on investigation related matters.
- support of Director, IEAS and Chief, IAS on the issues related to referrals and other follow up matters.
- maintain files and statistics related to investigations provided by the external investigations provider of UN Women.
- assist in provision of data from the UN Women ERP system to support investigation related enquiries.
- prepare lessons learned and draft recommendations to enhance UN Women governance, risk management and internal control related to investigation-related trends.
- contribute to conducting proactive integrity-related reviews to provide assurance and recommendations to strengthen UN-Women governance, risk management and internal controls.
- assist in developing and delivering capacity building related material to strengthen awareness around integrity related risks.
- analyze and draft lessons learned reports with regards to investigation-related trends
- perform other tasks, when required.

Habilidades y experiencia requeridas
Education
- Advanced university degree in Audit, Investigations, Business Administration, Public Administration, Finance, Law or related field.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- Professional certifications (CIA, CFE, CPA or ACCA) are an advantage.
Experience
- At least two years of experience in audit, investigations, advisory services, risk management, ethics, law or another directly relevant area.
- Working experience in an International Organization or similar organizational setting is an asset.
Languages
- Fluency in English is required; and
- Working level knowledge of French, Spanish, Russian or Arabic languages are an advantage.
