UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
UN Women Jordan Country Office leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action. As the Syrian conflict continues and its impact on neighboring countries and host communities deepens, there is an increasing recognition among all partners that the development and humanitarian challenges arising from the crisis must be met with accelerated action and enhanced capacity. In this respect, UN Women is contributing to the United Nations processes to support the Government of Jordan’s efforts and the UN humanitarian response to the Syrian refugee crisis and its impact on Jordanian host communities.
Since 2012, UN Women has been operating its Oasis programme in Jordan. Since launching in 2012 with one Oasis in Za’atari, UN Women has now expanded to four Oases in camp settings (three in Za’atari and one in Azraq) and eighteen centers in non-camp settings by end of 2022. The Oasis centers have evolved over time to become multi-sectoral service centers focusing on resilience and empowerment for women and girls, while also engaging men and boys in dialogue and mobilization for gender and social equality. The Oases have been recognized by partners as highly successful models and are conceptualized around three building blocks:
1) Secure livelihoods opportunities provided via cash for work that graduates into sustainable employment opportunities whether through job placement, entrepreneurship, or work permit applications,
2) Gender based violence prevention, protection and awareness raising services,
3) Education opportunities linked to the labor market, leadership, and civic engagement initiatives for women, while also engaging men on social issues related to gender equality and women’s empowerment.
The Oasis model provides these three service streams in a holistic manner designed to empower vulnerable women in their personal lives; improve their self-esteem and dignity; translate into sustainable job placements and income generation; reduce their experiences of violence; and engage them in their communities. These efforts target the most vulnerable women in Jordan, both Syrian refugee and Jordanian women, through partnerships with UNHCR and the Ministry of Social Development (MOSD) on vulnerability assessments.
Providing technical expertise to humanitarian, resilient, and sustainable development coordination platforms is critical to UN Women's work. The organization supports the Government of Jordan to integrate a gender perspective into national planning, financing processes, and policies on inclusive economic growth and the enabling environment factors – social norms, childcare, and transport - that can unlock jobs for women. Furthermore, the Jordan Response Plan (JRP) for the Syria Crisis 2020-2023 and the project are equally consistent in their goals for recovery for those most impacted by the Syrian crisis. These are further in line with the government’s normative commitments to the Convention on the Elimination of Discrimination against Women (CEDAW), the Beijing Platform for Action, the Agenda 2030 and its Sustainable Development Goals (SDGs), the UN Security Council Resolutions 1325 and 1820, the Global Compact for Refugees, the Aide-Memoire on Gender Mainstreaming in the Grand Bargain, and the Inter-Agency Standing Committee (IASC) Policy on Gender Equality and the Empowerment of Women and Girls (GEEWG) in Humanitarian Action.
UN Women Jordan is looking for a consultant to support the humanitarian coordination and protection work, and support the redesign of the Oasis programme.Reporting to the deputy country representative and under the overall guidance of the country representative, the consultant will work closely with the humanitarian team, UN agencies, national partners and donors.
Deberes y responsabilidades
Under the direct supervision of the Deputy Country Representative and overall guidance of the Country Representative, the consultant will undertake the following tasks:
- Contribute technically to the development of programme strategies in the area of humanitarian action and the humanitarian-development nexus.
- Provide substantive technical and capacity development support to the implementation and management of humanitarian action at the country level, including on protection/GBV, PSEA, AAP.
- Act as senior gender advisor (SGA) and provide direct technical advice and expertise on gender mainstreaming directly to the Inter-Sector Working Group for the UNHCR-led Jordan refugee response and in line with the ISWG and SGA TORs and mandate. This includes coordinating the work of the newly established inter-sector gender advisory team.
- Provide substantial technical and coordination support for the finalization, dissemination and follow-up action for the Localisation Baseline Report prepared by UN Women, Jordan NGO Forum and Jordan INGO Forum on behalf of the Localisation Task Team for the Jordan Strategic Humanitarian Committee.
- Provide support to knowledge management, monitoring, and reporting. This includes preparation of briefs and talking points. preparation and finalization of knowledge resources under the humanitarian portfolio.
- Provide substantive inputs to advocacy, knowledge building and communication efforts.
- Provide substantive inputs to the humanitarian and Oasis programme redesign.
- oversee the preparations of donor reports and programmes documents under the humanitarian portfolio.
- Provide overall guidance and support to the humanitarian team in JCO.
Expected deliverables:
- Representation of UN Women in ISWG monthly meeting every first Sunday of the month.
- Gender technical inputs provided regularly to inter-sector and sector specific plans, assessments and other documents – through identifying key gender gaps and providing recommendations.
- Gender technical inputs provided to the drafting of the JRP 2024-2026 including gender analysis, SADD, gender-responsive indicators in monitoring framework and gender in the sector plans led by MOPIC and government JRP task forces.
- Co-chairing with UNHCR the new pilot Inter-sector gender advisory team (GAT) (including gender experts from CARE, UNICEF and UNHCR), including coordinating at least monthly meetings, developing, implementing, monitoring and reporting on 2023 workplan.
- Inter-sector gender analysis profile developed through GAT.
- Gender analysis training and gender mainstreaming training in JRP rolled out through GAT to UNHCR led sectors and MOPIC led JRP task force leads/members.
- Gender guidance material/briefs developed Through GAT for the use of sectors.
- localization baseline report finalized - translation into Arabic, graphic design and publication online. supporting conducting launch workshop if agreed by JoSH.
- Updated Sop’s for Oasis program in line with redesign including a separate SoPs on Accountability to Affected Populations.
- Oasis redesign process finalized.
- Oasis program management strengthened.
- Quality donor reports delivered on time.

Education :
- Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree
Experience :
- Minimum of 7 years of progressively responsible experience at the international level in design, implementation, monitoring and evaluation of humanitarian projects.
- Demonstrated experience in leading technical support on Gender and Humanitarian Action.
- Demonstrated experience in humanitarian/refugee coordination.
- Experience coordinating and liaising with UN agencies, INGO and CSO partners and donors.
- Experience in leading/managing a team is an asset.
Language Requirements:
- Fluency in English is required.
Knowledge of Arabic is an asset
Evaluation Criteria:
Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.
Criteria Weight Technical: 70% (70 points)
- Criteria 1: Education- 20 Points.
- Criteria 2: Relevant work experience- 30 Points.
- Criteria 3: Thematic knowledge- 20 Points.
Financial: Lowest Financial Proposal: 30% (30 points)
The points for the Financial Proposal will be allocated as per the following formula:
- Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
- The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
- 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
