Antecedentes

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Division of Management and Administration (DMA) is responsible for the planning, allocation and management of financial and administrative resources including information communications and technology, the effective and efficient delivery of essential operations services in UN Women, continuous development and improvement in operations, policies, and methods to align with UN Women and stakeholders' evolving business needs, and advisory Lead to the Executive Director in the formulation and implementation of the UN Women overall mission, strategy and plans of actions and statutory financial statements for the entity and donor reporting.

The UN Women Financial Management Section is responsible for proactively ensuring accurate, timely and relevant financial management of all UN Women’s resources and funding.  The section has a responsibility to continue work on enhancing financial management capabilities, policies and procedures and require the services of a consultant to work on the following key deliverables for the Organization. 

Under the overall guidance and supervision of the Deputy Director, Financial Management in DMA the Finance Specialist is responsible for providing Coordination and leading the financial consultations, requirements specification, testing, training delivery, and development training materials for financial reports and dashboards as directed by the Deputy Director.

The Finance Specialist will lead staff of the Financial Management Section and will work in close collaboration with Regional Finance Specialists, Finance Analysts, ERP Business Process Owners, IST Section and UNDP ERP Project Team in delivering the key functions.

The duration of the assignment is 364 days. Whereas an external candidate will be offered a temporary appointment, subject to release agreements, staff members in UN Women may be administered as a temporary assignment and staff members in the UN Common system may be administered under a loan arrangement.

Deberes y responsabilidades

Manage and oversee the automation of Corporate Financial Reporting

  • Oversee the development and testing and implementation of fully automated Results-based donor report;
  • Lead the development and implementation of a suite of Financial Management reports;
  • Lead the development of automated Financial Statements and Management Accounts for UN Women;
  • Lead the development of automated Executive Director Annual (financial) Reporting (EDAR) financial updates and UN System Chief Executives Board for Coordination financial reporting.

Oversee Dashboard development and associated compliance reporting

  • Provide strategic oversight and direction in the design, development and testing of Dashboards for Financial Management, including Revenue and Asset management;
  • Oversee the development of Cash Advances to Partners ageing reports and Accounts Payable ageing reports.

Lead improvements to Financial Management analysis and associated reporting

  • Review and lead improvements for Financial Management Section internal data analytics and reports and recommend strategies for optimization;
  • Oversee the comprehensive review of all financial management policies and procedures to ensure compliance to IPSAS updated standards;
  • Lead the development of various reports for financial management of projects, project audit and verification through data validation.

Provide strategic leadership and coordination for Financial Management Section projects

  • Lead and provide strategic direction to various financial management ad hoc projects;
  • Perform other duties from time to time as requested by the Deputy Director of Financial Management.

  • The key results have an impact on the overall efficiency in financial resources management and success in implementation of operational strategies

Habilidades y experiencia requeridas

Education and certification:

  • Advanced (Masters) University Degree in Finance/Accounting or Professionally qualified accountants from an internationally recognized institute of Accountancy is required;
  • Completion of UN Women Accountancy & Finance Test required.

Experience:

  • At least 7 years of progressively relevant financial or auditing experience is required;
  • Experience in the usage of computers and office software packages (MS Word, Excel) and experience with database packages, working experience in web- based ERP financial systems (i.e. Oracle, etc) is required;
  • Experience in developing complex financial reports is required;
  • Experience with IPSAS and/or IFRS is desirable.

Language Requirements:

  • Fluency in English is required;
  • Knowledge of another UN official working language is an asset.
