UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
The UN Women Georgia Country Office supports state and non-state partners towards the achievement of substantive gender equality. In line with national and international commitments, UN Women works on the levels of policies and legislation, institutions and grassroots, in order to achieve transformative results for increased gender equality and greater protection of the rights of women and girls.
UN Women Country Office (CO) Georgia with the generous support of the Swiss Agency for Development and Cooperation (SDC) and Austrian Development Cooperation (ADC) is implementing the “Women’s Economic Empowerment in the South Caucasus” (WEESC) project. The overarching goal of the project is to ensure that women, particularly the poor and socially excluded, in Armenia, Azerbaijan and Georgia are economically empowered and participate in relevant decision-making. To reach this goal, WEESC applies a holistic approach, enabling linked interventions at three levels: grassroots, policies and legislation, and institutions. The chosen approach and the implementation of the WEE agenda in the South Caucasus during WEESC Phase I (2018-2021) served as a catalyst for action at all levels and supported the state and non-state partners to enhance progress towards the achievement of substantive gender equality in all three countries. In August 2021, UN Women started implementing the second main phase (2021-2024) of the WEESC project. Phase II of the project plans to leverage UN Women and its partners’ joint results in Phase I and further prioritize alignment with the UN Sustainable Development Cooperation Frameworks in Armenia, Azerbaijan and Georgia with a view to improving the three countries’ progress towards the achievement of the Sustainable Development Goals as well as the compliance to their international human rights commitments under CEDAW and other legal instruments, particularly in terms of equitable economic development and addressing women’s rights.
To support the communication of WEESC Programme goals in Armenia, the UN Women is looking for a Communications and Social Media consultant. The National Consultant in cooperation with UN Women staff and partners will support social media outreach and engagement around UN Women’s work and the issues of gender equality and women’s empowerment to respond to the following objectives:
- Raise awareness and initiate public conversations on issues related to gender equality and women’s empowerment
- Ensure UN Women events and initiatives are well communicated and gain the attention and engagement of key audiences in Armenia
Deberes y responsabilidades
The duties and responsibilities of the National Consultant are:
- Create the UN Women Armenia Facebook account in line with UN Women’s corporate social media policy
- Develop UN Women Armenia Facebook page content strategy and monthly calendar
- Develop and share unique content for Facebook including visuals and videos with minimum of 3 posts per week
- Actively post and repost content, answer messages timely, reply mentions and tag posts, create a strong network
- Present regular reporting on Facebook performance to UN Women with recommendations to improve engagement metrics
- Translate UN Women public outreach content from English into the Armenian language and vice versa
- Produce and disseminate communication products (social media posts, press releases, project briefs, etc.)
- Support the promotion, organization and delivery of UN Women campaigns and events
- Maintain a list of relevant media outlets and contacts
- Maintain relationships with partners and alliances to enhance the visibility of UN Women
- Carry out other relevant duties as required
Deliverables:
Deliverables should be supported by monthly timesheets and progress reports:
- UN Women Armenia Facebook page established
- Facebook content development strategy and monthly updated calendar
- At least 3 Facebook posts per week
- Monthly reports of Facebook performance on engagement metrics
- Communication materials (press releases, FB posts, project briefs, etc.)
- Translated materials from English to Armenian/Armenian to English
- Assistance to campaigns and events

Evaluation Procedure:
The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation. The candidates must possess minimum qualification criteria to be eligible for further technical evaluation.
The candidate must possess the following minimum qualification criteria to be eligible for further technical evaluation:
- Master’s degree in journalism, communications, economics, development, or international relations or related field
- Minimum of three years of relevant professional experience in a relevant field preferably in an international organization
Technical evaluation criteria (including minimum qualifications):
- Master’s degree in journalism, communications, economics, development, or international relations or related filed (max 70 points)
- Minimum of three (3) years of relevant professional experience in a relevant field, preferably in an international organization (max 80 points)
- Minimum of two (2) years of experience in communicating policy concepts in a clear, compelling, and concise manner and developing messages that are accessible to a wide range of audiences (max 40 points)
- Minimum of three (3) years of experience in social media strategy and marketing (max 50 points)
- At least two (2) examples of building and maintaining online and social media communities (max 30 points)
- Understanding of a broad range of gender equality and women’s empowerment issues (max 20 points)
- Full proficiency in Microsoft Office (Word, PowerPoint, Outlook) and social media tools; proficiency in graphic design and multi-media software is an asset (max 30 points)
- Excellent writing, editing, and speaking skills in Armenian and English (max 30 points)
Maximum total technical score amounts to 350 points. Only candidates who have passed over the minimum qualification criteria and have accumulated at least 245 points out of maximum 350 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.
Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150
S – score received on financial evaluation;
Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;
F – financial offer under consideration.
The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + financial scoring).
Management arrangements:
The contractor will report to and work under the direct supervision of the WEESC Project Analyst and in close cooperation with the UN Women Communications Analyst.
Financial arrangements:
The payment will be disbursed on a monthly basis based on the consultant’s request for payment calculated per working day spent for specific activities/deliverables, and upon submission and approval of deliverables and certification by UN Women that the services have been satisfactorily performed.
