Antecedentes
UN Women in Kyrgyzstan is a strong advocate for improving the lives of women and girls in the country. Building on the vision of equality enshrined in the UN Charter, and in the framework of the UN Women Strategic Note for Kyrgyzstan 2023-2028, the Country Office implements a comprehensive programme with a focus to enhance women's leadership; eliminate violence against women; promote women participation in women, peace and security agenda, all aspects of decision making; financing for gender equality, women economic empowerment, gender mainstreaming in humanitarian action, disaster risk management and climate change adaptation.
In 2023 UN Women Kyrgyzstan Country office commenced the project “Women in Batken lead social cohesion for peace and development” funded from the Central Asia - UK Conflict Stability and Security Fund. The goal of the project is to empower women and communities affected by border conflict to participate in, and benefit from enhanced social cohesion and sustained peace in target communities of Batken province. To achieve this goal the project will apply innovative approaches for accelerating the process on re-creating social cohesion in 3 target villages. Project will facilitate the processes of restoring confidence and trust to be led by villagers themselves, resulting in improved social and psychological environment in target communities. It will be achieved through provision targeted psychological support to the officials, primarily those who were affected directly by the armed conflict, including border guards, health and education workers, LSGs and others.
Within this project UN Women is seeking to hire 3 psychologists who will work under the overall supervision of National Program Officer and direct supervision of the Project Manager. The psychologists will be responsible for (1) provision targeted psychological support to the officials and (2) conduct training of local psychologists on innovative methods (art therapy, psychological game), including mentorship in Batken province

Scope of work, duties and responsibilities
Under direct supervision of Project Manager and overall guidance of National Program officer, the psychologists will fulfil the following tasks:
- Conduct 3 day training for local psychologists/ trained specialist on psychological counselling by applying innovative methods (art therapy, psychological game). Preparatory work for training will include the following scope of actions:
- Study the context of the pilot communities and the project concept;
- Carry out the preparation of the training content (development of the training module)
- Develop a training programme and guides on innovative tools
- Prepare pre-post tests for evaluation of training results;
- Prepare evaluation checklist for training participants;
- Conduct 3 day training for 40 participants in Batken
- Processing and analysis of pre-post tests, score sheets;
- Analysis of training results;
- Prepare training report that summarizes key insights and recommendations resulting from the training
- Conduct the session on art-therapy during the ‘Yntymak Week’
- Provide follow up online mentorship sessions (once a month, starting from October 2023 till February 2024) for training participants in support of community level sessions conducted by training participants (based on the schedule of online mentorship sessions)
- Provide targeted psychological counselling (at least 12 sessions by each of 3 psychologists), including art-therapies to the officials, primarily those who were affected directly by the armed conflict, including border guards, health and education workers, LSGs and others. Preparatory work for counselling will include the following actions:
- Study the context of the pilot communities and the project concept;
- Adapt the methodology/tools to the project context;
- Develop a plan for psychological support and art-therapy master-classes;
- Conduct targeted psychological counselling, including art-therapies (at least 12 sessions by each of 3 psychologists),
- Processing and analysis of pre-post counselling tests, score sheets;
- Review of progress of psychological support:
- Conduct reflection session on psychological support;
- Present results of psychological support to stakeholders;
- Document whole process of psychological support
- Prepare report on psychological support with documented summaries of key insights and recommendations, including a) a summary of the findings of reflection session on the process of psychological support ; b) analysis of the identified capacities, needs and solutions of participants on applying innovative tools for psychological support; c) recommendations of opportunities to further strengthen the capacities of participants/CSOs to provide psychological support.
Timeframe, payments and deliverables
- The payments will be made in KGS after the deliverables are submitted in accordance with ‘Deliverables Plan’, accepted and approved by UN Women. The Psychologists shall provide a report on deliverables with all necessary attachments describing the scope of work performed over the period for which the instalment is paid:

Inputs
UN Women will provide access to UN Women Office during working hours to print relevant documents or whenever required to work on-site at any point during the assignment
UN Women will provide all logistical arrangement for participants during trainings and reflection workshops: venue, meal, stationary, transport

The expected duration of the assignment of each of 3 psychologists is throughout the period from 4 September 2023 till 20th March 2024.

Please note that the financial proposal is all-inclusive and shall take into account various expenses incurred by the consultant during the contract period (per diem, air ticket and other). The financial proposal should be provided in KGS. If the proposal is provided in any other currency, it would be converted as per UN exchange rate on the date of post closure.
Evaluation of applicants
The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation.

Only candidates who have passed over the minimum qualification criteria and have accumulated at least 65 points out of maximum 70 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.
Evaluation of financial proposal
Financial proposal should include daily rate and field trip cost.
Financial evaluation will be conducted according to the method described below:
The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion.
A suggested formula is as follows: p=30 (µ/z)

The candidate achieving the highest cumulative score for both Technical and Financial evaluations will be recommended by the Evaluation Committee for contracting.
