1. Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Cambodia Programme Office (CPO) Strategic Note (SN) 2019-2023 focuses on three key priorities to advance gender equality and women’s empowerment (GEWE). The priority is to strengthen government capacity and accountability to integrate international norms and commitments (CEDAW, SDGs, UN Security Council Resolution 1325, Beijing PfA, Sendai) into national legislative and regulatory frameworks, including supporting dialogues and CSO engagement in accountability for GEWE commitments. The second area of focus is Ending Violence Against Women where CPO’s focus includes creating an enabling environment to prevent, respond to and prosecute all forms of GBV as well as ensuring that marginalized women who experience violence, including women migrant workers, access services and protections. Thirdly, CPO works to enhance gender responsiveness in climate change action and disaster risk reduction (DRR). A focus on empowerment, women’s leadership, challenging negative gender norms and leaving no one behind runs through the programme.

UN Security Council Resolution (UNSCR) 1325 (2000) was one of the inspiring achievements of the global women’s rights movement, recognizing that peace is inextricably linked with gender equality and women’s leadership. Transforming the ideals of UNSCR 1325 and the nine additional Women Peace and Security (WPS) Security Council resolutions (commonly referred to as the WPS Agenda) into actions and real change has been a central pillar of UN Women’s work since its inception.

The WPS Agenda commonly refers to four pillars that encompass women’s participation at all levels of decision-making in the peace and security sphere; incorporate gender perspectives into conflict-prevention initiatives; protect the rights of women and girls; and ensure that gender considerations are integrated into relief and recovery efforts. The nature of conflict and its drivers have shifted; the gender dimensions of non-traditional security risks, including climate change, cybersecurity and violent extremism, pose new challenges that require innovative responses and solutions.

Within this framework, on November 2022 ASEAN adopted a Regional Plan of Action on Women, Peace and Security (ASEAN RPA on WPS) which was launched on December 5th, 2022 in Phnom Penh, Cambodia. ASEAN APA on WPS outlines ways for implementing the four key pillars of women peace and security agenda, including women’s protection, participation, prevention, and relief as well as recovery. In addition, it is meant to advance regional commitment to the women’s peace and security agenda and put them into action. The regional plan of action indicates a major step forward in ASEAN’s efforts to ensure its ten member states recognize and leverage women’s participation and leadership in preventing and building peace and in maintaining peace in the region. Given Cambodia’s leadership role in advancing the RPA on WPS and its strong interest to localize the RPA on WPS in the context of Cambodia, synergies between regional and national level efforts will be key to accelerate buy-in and ownership at the national level.

UN Women provides technical and financial support to governments, women-led organizations and CSOs at the national and local levels in several countries in the Asia Pacific region to advance the WPS agenda. In this context, UN Women Regional Office for Asia and Pacific, developed a Regional Framework towards Peaceful, Inclusive Societies: Advancing the Women, Peace and Security Agenda and Inclusive Governance in the Asia Pacific Region reflecting the diversity and distinctness of the subregions of South Asia, Southeast Asia and the Pacific. The framework has two main outcomes contributing to long term impact: Women advance inclusive governance and build sustainable peace and security and resilient communities; and women and girls benefit equally from sustained peace and gender-responsive laws, policies, budgets, services, and accountable institutions in Asia and the Pacific. They include Outcome 1: Women meaningfully participate and lead in peace and security processes that contribute to sustaining peace and resilience in Asia and the Pacific; and Outcome 2: Women and girls fully and equally participate in leadership and decision-making and benefit from gender-responsive governance in Asia and the Pacific.

In terms of programming areas, Outcome 1, which focuses on the WPS agenda, will include interventions related to the development and the implementation of NAPs on WPS, ensure the participation of women in peace efforts and the prevention and resolution of conflict, support inclusive peacebuilding in post conflict context, and expand the WPS work through emerging areas such as Climate, Peace and Security, Cybersecurity and peacebuilding in the digital age. Outcome 2 focuses on Inclusive Governance and will include interventions related to women’s access to justice and the rule of law; gender-responsive budgeting, leadership in public life, including women’s political participation. The Regional Framework builds on UN Women’s existing initiatives on WPS and governance such as cybersecurity, women’s access to justice, peacebuilding and conflict prevention and preventing violent extremism, aiming to leverage support to country offices in terms of requested technical capacities, coordinating WPS efforts across the region, and in exploring new venues of programming. The Framework also addresses the link between gender equality and emerging security issues.

Cambodia Programme Office has been prioritizing key activities to be implemented for contributing to outcome 1: Women meaningfully participate and lead in peace and security processes that contribute to sustaining peace and resilience in Asia and the Pacific of the framework, including the following outputs.

Output 1.1: Regional and national state actors are capacitated (technical support, skills building, research and data) to implement commitments on Women, Peace and Security, with UN Women’s support.

Output 1.3  Capacities of women’s rights organizations at regional, national, and community levels are strengthened (skills building, networking support, technical and financial assistance), to ensure women’s meaningful participation and leadership in peace and security, development and crisis-affected

Contributing to achieve the output 1.1 and 1.3 result above, UN Women Programme in Cambodia is looking for an international consultant to provide technical support and lead in developing concept notes as well as deliver the activities under the two outputs mention above. Under the overall supervision of the Cambodia Country Programme Coordinator, the consultant will work closely with the Cambodia Programme team led by the Programme Analyst, WPS, in close collaboration with the ROAP GPS and ASEAN WPS Project Team to ensure complementary of efforts.

2. SCOPE OF WORK    

More specifically, the consultant will provide technical lead on design and provision of capacity development through awareness raising and training workshop as well as organization of the dialogues with relevant stakeholders, including government and civil society. In doing so, he/she is anticipated to perform the following tasks:

  1. Review existing relevant capacity development materials and activities on WPS that are applicable for civil society and government participants. This involves consultations with relevant UN Women’s colleagues including the ROAP Governance, Peace and Security (GPS) team, the ASEAN-WPS project team, and the Office of the UN Resident Coordinator in Cambodia to collect materials as well as inputs for developing inception plans and outlines for the capacity development programme/workshop in Cambodia
  2. Leverage the use of the Localization Guideline of the ASEAN Regional Plan of Action (RPA) on WPS (forthcoming) to inform one of the awareness raising and capacity workshops to ensure the ownership at the national level given Cambodia’s leadership at the regional level
  3. Coordinate with Programme Analyst and identified CSO women leaders to contextualise training programme as well as developing dialogue concept note for CSO in Cambodia.
  4. Work closely with Programme Analysis to conduct consultations with key government WPS focal points to collect inputs for developing training programme and dialogue concept note with government. This involves consultations/discussions with UN Women ROAP GPS as well as ASEAN WPS project team to avoid supplication and ensure alignment of efforts .
  5. Lead in facilitating and conducting two capacity-strengthening and awareness-raising workshops with CSO and relevant government line ministries through collaboration with Programme Analyst and UN Women ROAP GPS and ASEAN WPS project team. This includes development of the programme, finalization of the training materials including post event surveys to measure changes in knowledge and skills, final participant list for both CSO and government training. One of the awareness-raising and capacity-strengthening workshops aimed at raising awareness among line ministries on the  importance of having a NAP WPS, and supporting the alignment of the RPA WPS with activities in Ministerial action plans.
  6. Work closely with Programme Analyst and UN Women ROAP GPS and ASEAN WPS project team to conduct the dialogues with CSO and government.
  7. Writing activity reports, including progress and achievement of each activity, recommendations for WPS priorities in 2024.

  • Final concept notes and materials, including workshop programme for both civil society and government.

4. CONTRACT PERIOD

The consultancy will take place over period of 6-month timeframe, reflecting the life of project priority activity.  It is expected to be carried out on a part-time basis between 12 September to 31 December 2023.

 

5. DUTY STATION

Home-based with missions to Cambodia. The assignment is based in Phnom Penh, Cambodia. The assignment is required travel within Cambodia. The financial proposal should include possible costs incurred in total lumpsum of each deliverable.

Experience:

  • Minimum 5 years progressively responsible relevant experience, preferably in the field of women peace and security and/or relevant thematic areas such as gender responsive disaster management and humanitarian action, addressing gender-based violence in conflict and post conflict settings, governance and women’s participation
  • At least 5 years of experience in design capacity development programme and conducting participatory skill building training for government and civil society on gender equality and women’s empowerment and women peace and security.
  • Sound knowledge of global and regional normative frameworks on Women Peace and Security is advantage, including both UNSCRs and the ASEAN Regional Plan of Action on WPS as well as excellent understanding of multiple gender challenges in socio political aspect;
  • Previous experience in Southeast Asia particular in Cambodia is an advantage
  • Experience in liaising and coordinating with multiple stakeholders and partners, including government, civil society, international organizations and grassroots organizations.

Language Requirements:

  • Fluent in English, with proven report writing experience.

 

7. EVALUATION

 

Applications will be evaluated based on the cumulative analysis:

  • Technical qualification (100 points); weight: (70%)
  •  Financial proposal (100 points): weight (30%)

A two-stage procedure is utilized in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

Payments for this consultancy will be based on the achievement of deliverable and certification that each has been satisfactorily completed. Payment will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes on satisfactory completion of task.
