Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
UN Women Iraq Yemen cluster Office (IYCO) is a cluster covering both countries, Iraq, and Yemen. Main office is based in Baghdad with field presences in Sanaa, Erbil, Aden, and Amman. IYCO programming focuses on four main strategic goals including women political participation, humanitarian action, economic empowerment and Women, Peace, and Security (WPS). IYCO aims to strengthen the UN response in addressing priorities for gender equality and women empowerment by developing and implementing innovative approaches and providing support to governments and civil society organizations.
Since 2014, UN Women in Yemen has been providing support to women displaced by the conflict, while advocating for greater women’s engagement in the ongoing political process within WPS efforts. To this end, UN Women utilizes a multi-sectoral approach that contributes to achieving the following results as part of all stakeholder’s collective response to Yemen crisis:
- Enhancing access to life saving support to women and youth through protection and economic empowerment.
- Strengthening the humanitarian – development – peace nexus efforts in Yemen.
- Supporting women and youth advocates participate and lead in multi-track peacebuilding processes and governance structures.
If renewed, the truce, which expired in Oct 2022 while political efforts to reinstate it continue, presents an exceptional opportunity to facilitate the integration of human security and GEWE principles across the humanitarian – development – peace nexus (HDPN), contributing to a more long-term peaceful, inclusive and gender equal society, that cannot be missed; otherwise, new threats are poised to derail decades of progress for women, girls, men, and boys.
UN Women has also been working in close collaboration with the Resident Coordinator and the broader UN system to provide coordination, normative and programme support that strengthens gender equality and women’s empowerment efforts. UN Women has been implementing a variety of projects related to supporting women’s rights actors working for peace and strategically, it has outlined three priority areas:
- Women, Peace, and Security (WPS): Increase women’s leadership and inclusion in peace process as well as enhance gender in peacebuilding in support of UN Security Council Resolution 1325 (UNSCR 1325).
- Gender mainstreaming in humanitarian response: Provide capacity building support to leaders, networks, civil society, and UN agencies on gender mainstreaming in humanitarian programming.
- Humanitarian action: Address the needs of vulnerable women and girls to ensure those affected by the crisis can participate in, are empowered by and benefit from response and recovery efforts.
Serving governments, CSOs, UN Country Teams/Humanitarian Country Teams (UNCTs/HCTs), and UN Women Cluster offices, UN Women provides policy advisory services, creates, and disseminates knowledge, evidence and data on gender equality, and advances coherence for gender in humanitarian action/refugee response, including through gender mainstreaming and the coordination of humanitarian/refugee response spaces/structures/platforms on gender equality at regional and country level.
Reporting to the Programme Management specialist and under overall guidance of the Representative, the Programme Analyst contributes to the effective management of UN Women programmes in the Cluster Office by providing substantive inputs to programme design, formulation, implementation, and evaluation. The Programme Analyst guides and facilitates the delivery of UN Women programmes by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary. The Programme Analyst works in close collaboration with the programme and operations team, UN Women HQ personnel, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.
Duties and Responsibilities
1. Contribute technically to the development of programme strategies in the area of WPS & Humanitarian response
- Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives.
- Identify areas for support and intervention related to the programme.
2. Provide substantive technical support to the implementation and management of the WPS & Humanitarian programme
- Provide technical inputs to the annual workplan and budget.
- Lead the implementation of programme activities.
- Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners.
- Review, coordinate and monitor the submission of implementing partner financial and narrative reports.
- Train partners on Results Based Management and monitor implementation.
3. Provide technical assistance and capacity development to project/programme partners
- Coordinate and provide technical support in the implementation of programme activities; Develop technical knowledge products.
- Maintain relationships with national partners to support implementation and expansion of the WPS & Humanitarian programme.
- Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.
4. Provide technical inputs to the monitoring and reporting of the programme/ project
- Monitor progress of implementation of activities and finances using results based management tools.
- Draft reports on monitoring missions, programme results s, outputs and outcomes.
- Provide substantive inputs to the preparation of donor and UN Women reports.
5. Provide substantive technical inputs to the management of people and finances of the WPS & Humanitarian programme
- Monitor budget implementation and make budget re-alignments/ revisions, as necessary.
- Provide substantive inputs to financial reports.
- Supervise Programme Associates and Assistant.
6. Provide substantive inputs to building partnerships and resource mobilization strategies
- Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases.
- Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.
- Participate in donor meetings and public information events, as delegated.
7. Provide technical support to inter-agency coordination on WPS & Humanitarian programme to achieve coherence and alignment of UN Women programmes with other partners in the country
- Provide substantive technical support to the Representative and Deputy Representative on inter-agency coordination related activities by drafting background reports and briefs.
8. Provide substantive inputs to advocacy, knowledge building and communication efforts
- Develop background documents, briefs and presentations related to WPS & Humanitarian programme.
- Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products.
- Coordinate the development of knowledge management methodologies, and products on WPS & Humanitarian programming.
- Performs other relevant duties and tasks which may be requested by the Representative or the Programme Management Specialist.

Required Skills and Experience
Education and certification:
- Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
- At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building.
- Experience in the WPS and Humanitarian programming is an asset.
- Experience coordinating and liaising with government agencies and/or donors is an asset.
Language Requirements:
- Fluency in English and Arabic is required.
