Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality for women as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
Based on UN legislative mandates and the UNW Strategic Plan, the Regional Office for Asia and the Pacific (ROAP) is tasked with providing strategic programme development, policy/ technical advisory services and quality assurance support to Multi-Country Offices (MCOs) and Country Offices (COs). It undertakes or coordinates regional research and data analysis; advises on norms, policies and strategies for achieving the internationally and regionally agreed goals related to gender equality and women’s empowerment issues. It acts as a knowledge hub at the regional level, collecting evidence on progress and emerging issues and sharing knowledge on innovative approaches and lessons learned in implementation.
Reporting to the Programme Coordinator – Humanitarian Action, the International Consultant will work closely with country offices in the region and HQ teams, and develop skills on programme development, implementation and results-based management within the humanitarian and disaster risk reduction programming. The International Consultant will be integral in advancing UN Women’s deployable response capacity and serve as gender capacity to support UN’s coordinated responses in the region. The International Consultant will be able to support the expansion of the gender-responsive peace, development and humanitarian nexus programming portfolio through substantive engagement with a wide range of stakeholders in the triple nexus space. Further, advancing UN Women programmatic response in relation to addressing gender-based violence in emergencies and along the peace, development and humanitarian nexus (conducted in close consultation with the Ending Violence against Women thematic team) will be another thematic focus area. The International Consultant will be engaging with stakeholders from the humanitarian architecture in the Asia Pacific region, including, but not limited to, Inter-Agency Standing Committee members, humanitarian response agencies within UN and from the INGO and regional institutions in the humanitarian and disaster risk reduction space. The International Consultant will also be engaging with members of the Gender in Humanitarian Action Working group, especially the co-chairs, Plan International and OCHA. Other stakeholders will include members of the ad hoc GBV in Emergencies working group, especially the Regional Emergency GBV Advisors (REGA).
Duties and Responsibilities
Under the supervision and guidance of the Programme Coordinator – Humanitarian Action, the consultant will undertake the following tasks:
- Contribute technically to the development of programme strategies in the area of humanitarian action including peace, development and humanitarian nexus:
- Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives;
- Identify areas for support and intervention related to the programme.
- Provide technical assistance and capacity development to humanitarian partners; including but not limited to development of technical knowledge products, partners relationship, identification of opportunities for capacity building of partners, and facilitation of training to partners as needed.
- Provide technical inputs to the monitoring and reporting of humanitarian activities and draft reports on monitoring missions, programme results, outputs and outcomes, donor report and other UN Women reports as needed.
- Provide substantive inputs to building partnerships and resource mobilization strategies;
- Provide substantive inputs to resource mobilization strategies specifically in relation to peace, development and humanitarian nexus work; analyse and maintain information and databases, specifically within Gender in Humanitarian Action working group,
- Prepare relevant documentation such as project summaries, briefing notes, speeches, and donor profiles;
- Participate in donor meetings and events, as delegated.
- Provide technical support to inter-agency coordination on humanitarian action and DRR to achieve coherence and alignment of UN Women programmes with other partners. This includes drafting background reports and briefs and providing secretariat support to the Gender in Humanitarian Working Group.
- Develop background documents, briefs and presentations related to humanitarian action including coordination/organization of advocacy campaigns and events, and coordinating the development of knowledge management methodologies, and products.
Expected Deliverables
In consultation with the Programme Coordinator on Humanitarian Action, the consultant will submit monthly reports on key items including, but not limited to:
- Technical inputs into concept notes, proposals, background briefs, and/or gender- responsive preparedness and response plans;
- Development of key knowledge products such as gender alerts, think pieces and analytical papers (as needed);
- Briefs capturing lessons learned, good practices, and challenges related to implementation of gender-responsive humanitarian action and/or DRR-CCA projects;
- Reports on technical advisory and capacity strengthening support provided to UN Women MCOs/COs/PPOs and partners;
- Training packages for the implementation of programmes relating to gender- responsive humanitarian action;
- Technical inputs into UN Women’s workplans.
- Technical support to and delegated representation in IASC Humanitarian regional
working groups as well as support to advancing UN Women committed actions in the Gender in Humanitarian Action Working Group.

Required Skills and Experience
- Master’s degree in gender studies, international affairs, social science, policy, and/or any relevant field directly related to gender equality and the empowerment of women and girls.
- A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- Minimum two years of relevant work experience in research, project coordination, and/or knowledge management.
- Experience in providing programmatic or coordination support in the areas of gender, humanitarian action, and/or socioeconomic recovery from disasters in Asia-Pacific.
- Working experience with UN Women or other United Nations agency an asset.
- Excellent command of written English, other languages spoken in the Asia-Pacific region and UN languages an asset.
Contract period and work location
The consultant will be based in Bangkok. (The contract period is from 15 October 2023 – 15 January 2024. The consultant will work 20 days per month.

Payments
Payments for this consultancy will be based on the submission of monthly progress report with approval from the Regional Advisor, Humanitarian Action and Disaster Risk Reduction, along with certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes.
