Background

UN Women (UNW), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women plays an innovative and catalytic role in the State of Palestine since its inception in 1997 (as UNIFEM). In line with the national priorities, the work of UN Women for the period 2023-2025 is aligned with three of the Palestine United Nations Sustainable Development Cooperation Framework’s (UNSDCF) outcomes:

  • Palestinians have greater access to economic opportunities that are inclusive, resilient, and sustainable, including decent employment and livelihoods opportunities in an empowered private sector.
  • Palestinians, including the most vulnerable, have equal access to sustainable, inclusive, gender responsive and quality social services, social protection, and affordable utilities.
  • Palestinian governance institutions, processes, and mechanisms at all levels are more democratic, rights-based, inclusive, and accountable.

 

Its three-year Strategic Note supports the efforts to achieve measurable results in country in terms of four UN Women global Strategic Plan impacts (2022-2025): (SP Impact 1). Women peace and security, Humanitarian & Disaster Risk Reduction.

In 2022 the Palestinian Council of Ministers approved the updated version of the national referral system for women survivor of violence. The updated version included new and effective sectors in the protection system, which are the Sharia judiciary, public prosecution, regular judiciary, military judiciary, governates’ affairs, Ministry of Women’s Affairs, in addition to promoting the role of the social sector.

The Ministry of Social Development is responsible for the protection and empowerment of women survivor of violence; MoSD is determined to provide the best social, clinical psychological and legal services for women as well as guaranteeing protection and reintegration and empowerment of these women socially, economically, academically and legally to be able to play their role as productive members of the society.

Hence, under the Haya joint programme in collaboration with the Ministry of Social Development, UN Women is seeking to hire a lawyer on full-time basis to provide consultations and legal support for these women.

The main objective of the assignment is to provide legal support to women who benefit from the referral system as survivors of violence, provide consultations as well as advocacy and communications work.

Duties and Responsibilities

Under the overall guidance of UN Women Special Representative and the direct supervision of the UN Women HAYA Project Manager in coordination with the Director of the Woman and Gender unit at MoSD, the national consultant is expected to do the following:

  • Providing legal support to women who are referred to protection services from MoSD departments in Ramallah and Jerusalem and those referred to the shelter in Beitunia; the support will be given through representing the women in courts and through providing legal consultations, legal empowerment services and advocacy to the beneficiaries and their families.
  • Reporting any violations of the rights of violence victims (girls and women) and documentation of these cases.
  • Providing legal and righteous consultations in emergency situations.
  • Promoting and disseminating the vision and mission of MoSD as an entity that has at its interest the rights of women and their protection and rights of vulnerable marginalized groups (children/elderly/disabled).
  • Accompanying the beneficiaries to the police, prosecution or court or hospitals when necessary.
  • Writing specialized articles related to women’s rights and legal position of women in the Palestinian society from a feminine righteous perspective.
  • The consultant is expected to work full-time under the direct supervision pf UN Women Haya Programme manager and the Director of the Woman and Gender unit at MoSD in coordination with the general administration of legal affairs at the ministry.

Deliverables

  • The consultant will submit monthly progress reports with key outlined deliverables as in the workplan (12 monthly reports covering between November 2023- October 2024) and with all related annexes.

Education

A BA or Master's or degree in law

 

Experience

  • He/she has professional certificate to work as lawyer.
  • At least 3 years previous practical experience in Sharia and law courts
  • Good knowledge (at least 1 year) in the practical procedures that are followed in Sharia and law courts.
  • At least 5 years experience in relevant field and in legal litigation and legal representation in courts.
  • At least 2 years of knowledge of relevant field related to gender-based violence and mechanism of dealing with women survivors of violence.

 

Language Requirements

Fluency in Arabic and professional knowledge of English.

Evaluation of applicants

Candidates will be evaluated using a technical analysis method taking into consideration the combination of the applicants’ qualifications mentioned above, writing sample and interview. Only candidates obtaining a minimum of 50/70 in desk review will be invited for technical Interview.

The passing score of the technical evaluation including the interviews is a minimum score of 70/100.
