Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments to gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

The Food e-card component, under the National Poverty Targeting Program (NPTP), is the first Government-led social assistance/cash transfer programme in the country and provides additional food assistance to the poorest NPTP Lebanese households (over 15,000, with an anticipated at least 50,000 in 2021). The purpose of the NPTP Food e-card component is to increase the resilience of vulnerable Lebanese households by providing food assistance, redeemed at any of WFP’s contracted shops across Lebanon (approximately 442) as a value voucher to buy food items. There remains much opportunity to strengthen the gender responsivity, social inclusion and protection dimensions of the NPTP. Moreover, the lack of a fully functioning Grievance Redress System (GRS) for the NPTP has created protection and gender gaps, as it is an essential tool for promoting transparency and accountability, improving service delivery and enhancing the overall effectiveness of the programme. Prevention against Sexual Exploitation and Abuse (PSEA) remains a critical area that must be strengthened in the NPTP.

The need to strengthen the gender responsiveness, social inclusion and protection dimensions is not limited to the NPTP but also applies to all social protection programmes and cash-based interventions (CBIs) being rolled out in Lebanon targeting both host and refugee communities. Social protection schemes and CBIs should programmatically seek to adopt agendas that aim at mainstreaming gender into their programmes through gender and social inclusion mainstreaming and capacity building. Here, there is scope for UN Women to support the development and strengthening of such policies, projects, programmes and modalities and provide technical support to national and international stakeholders and their partners to oversee their implementation.

Under the overall supervision of the Country Representative and the day-to-day supervision of the Women’s Economic Empowerment (WEE) Programme Manager, UN Women is recruiting a competent consultant on Social Protection to provide substantive inputs to the design, formulation, implementation and evaluation of UN Women interventions on social protection. He/she will also provide strategic advice on strengthening gender and social inclusion within social protection and Cash Based Interventions (CBIs) mechanisms in Lebanon.

Responsibilities:
Support the implementation of gender, social inclusion, and protection mainstreaming into the NPTPand other social protection programmes and CBIs in Lebanon

  • Support the development and implementation of an integrated strategy for the delivery of technical assistance, policy advocacy and programme support for the NPTP and other social protection programmes and CBIs in Lebanon on gender, social inclusion, and protection issues;
  • Support the development and implementation of transitory programs and services that target graduation from social assistance for women, in close collaboration with MoSA;
  • Support the contextualization/ localization of programme documents, country strategies, and knowledge products, and ensure proper monitoring and reporting in NPTP and other social protection programmes and CBIs on gender and social inclusion issues.

Lead the design of knowledge products

  • Lead and guide the provision of policy recommendations and guidance to strategic planning and positioning on gender-related issues in the NPTP and other social protection programmes andCBIs in Lebanon;
  • Lead the research, development, and presentation of analytical reports, research papers,briefing notes, background papers, summaries, and correspondence on gender, disability and social protection, with a focus on social assistance under the NPTP and other social protection programmes and CBIs in Lebanon;
  • Identify promising practices, technical expertise, and strategic opportunities.
  • Research and analyze information on donors;
  • Prepare substantive briefs on possible areas of cooperation.

Support knowledge building and sharing for Gender and Social Protection, with a focus on socialassistance.

  • Identify and disseminate lessons learnt and good practices in collaboration with WFP and MOSA and other stakeholders in different CBI programmes;
  • Ensure technical skills and knowledge are shared within and among all partners in the country,as well as regionally and globally where relevant.

Support the provision of capacity-building activities to national and international stakeholders andpartners implementing the NPTP and other social protection programmes and CBIs in Lebanon

  • Support relevant partners and teams in developing and strengthening policies, projects/programmes and modalities to roll out the implementation of global norms and standards; and ensure proper monitoring;
  • Support in the identification of knowledge and implementation gaps and possible solutions;
  • Develop, implement and monitor capacity-building initiatives;
  • Lead the provision of technical policy advice to programme/ project managers/ specialists in the NPTP and other CBIs.

Establish and strengthen strategic partnerships with stakeholders, regional/ international actors and development partners

  • Build and strengthen strategic partnerships for the advancement of gender equality and social inclusion in the NPTP and other social protection programmes and CBIs in Lebanon.
  • Build and strengthen close liaisons with MoSA, relevant donors, and other actors supporting efforts towards the advancement of gender equality and social inclusion in the NPTP and other social protection programmes and CBIs;
  • Produce periodic updates and briefs on regional/country development situations to be used by stakeholders, CO and HQ;
  • Maintain close contact with relevant staff in UN Women HQ Social Protection Unit.

Habilidades y experiencia requeridas

Education:

  • Master’s degree or equivalent in human rights, gender, international relations, international development, international law or other social science fields is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 5 years of progressively responsible experience policy analysis and strategic planning, including at least 2 years in social protection and/or cash-based interventions, ideally with a particular focus on gender.
  • Experience working with, and building partnerships with governments, donors, civil society organizations and international partners.
  • Experience working with the UN is an asset.
  • Experience working in Lebanon, or the MENA region is an asset.
  • Computer skills, statistics, internet communication and command of MS Office.

Language requirements:

  • Fluency in written and oral Arabic and English is a must.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

?Criteria Weight Technical: 70% (70 points)

  • Criteria 1: Education (5 points)
  • Criteria 2: Experience in social protection and/or cash assistance, ideally with a particular focuson gender and/or protection (30 points)
  • Criteria 3: Experience working with, and building partnerships with governments, donors, civil society organizations and international partners (30 points).
  • Criteria 4: Experience in policy analysis and strategic planning (5 points)

Financial: Lowest Financial Proposal: 30% (30 points)
The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest BidOffered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
