Background
I. Organizational Context
The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides support to Member States’ efforts and priorities in meeting their gender equality goals and for building effective partnerships with civil society and other relevant actors.
In Turkiye in line with its global Strategic Plan 2022-2025 and Country Strategic Note (2022-2025), and the overall UN Sustainable Development Cooperation Framework for Turkiye (UNSDCF) (2021-2025), UN Women works towards the overarching goal of “Women and girls including those at greatest risk of being left behind fully exercise their human rights, enjoy a life free from violence and discrimination, and lead, influence and benefit from sustainable and inclusive socioeconomic development towards the advancement of gender equality in Turkiye”. UN Women works in four thematic areas: (i) governance and participation in public life; (ii) women’s economic empowerment; (iii) ending violence against women and girls; and (iv) women, peace and security, humanitarian action and disaster risk reduction.
UN Women Turkiye Country Office is seeking to recruit an Information and Communications Technology (ICT ) Junior Analyst to provide substantive support to users of information management tools and technology infrastructure. . The ICT Junior Analyst promotes a client- oriented approach to UN Women Turkiye Country Office staff to ensure effective and efficient functioning of ICT tools. H/She works in close collaboration with Programme, Operations, and teams of the Turkiye office, and relevant Regional office and HQ units.
Duties and Responsibilities
II. Functions
Under the overall supervision of the Operations Manager,the Analyst will be responsible for the following tasks:
1. Implement ICT strategies and new technologies in accordance with corporate information management and technology standards, guidelines, and procedures
- Support the Country Office as per signed Delegation of Authority for IT functions.
- Develop innovative tools and resources to enhance internal digital communication.
- Provide inputs to the development and review of internal ICT policies and procedures as required.
- Provide IT support in the use of Quantum (UN WOMEN’s implementation of Oracle-based ERP) and other business efficiency tools for improved business results and improved client service
2. Ensure effective functioning of the Country Office hardware and software.
- Install, operate, and maintain all Country Office hardware equipment.
- Provide advice on the acquisition of hardware supplies
- Make routine repairs and change of hardware electronic components.
- Plan, install and maintain all communication systems including mobile and satellite phone
- Ensure proper operation of UN Women phones for staff.
- Install commercial and in-house developed software and related upgrades, anti-virus programmes.
- Maintain an up-to-date inventory of the software and hardware
3.Ensure efficient network administration
- Configure network printers and provide user access as required
- Trouble-shoot and monitor network problems; respond to user needs and questions regarding network access.
- Ensure UN Women’s internet connectivity aligns with organizational requirements
- Manage Local Area Network (LAN) infrastructure and work collaborate with HQ team. Develop system regarding HQ standard.
- Implement backup and restoration procedures; maintain backup logs; organize off-site storage of backups.
- Maintain measures for business continuity and disaster recovery processes and procedures including backup and restoration of both server and local storage facilities.
4.Provide web management services.
- Manage UN Women country office Web page and provide support if needed
5. Provide technical support and advice to UN Women Turkiye Country Office personnel.
- Diagnose, evaluate, and prioritize requests for assistance from personnel working on site or remotely in the CO experiencing problems with hardware, application software, operating systems, networking, and other computer related issues.
- Liaise with ICT Colleagues in RO-ECA and HQ as required for support and guidance.
- Meet all ICT on-boarding requirements for new personnel and provide ICT orientation for the newcomers.
- Timely identify ICT related potential threats and implement preemptive and remedial actions.
6. Facilitate knowledge building and knowledge sharing in the Country Office
- Identify and promote different systems and applications for optimal content management, knowledge management and sharing, information provision.
- Collaborate with management to identify opportunities for converting business processes into web-based systems. Improve reporting structure through AI applications such as Power BI to enhance efficiency.
- Provide support and collaborate with Monitoring and Evaluation colleagues on IM (information management) processes, if needed.
7. Inventory Management for ICT equipment’s
- Perform regular maintenance of office equipment.
- Ensure damaged equipment is sent to appropriate service centers.
- Process ICT equipment registration and disposal in Quantum asset module, support to the physical inventory verification exercise by checking the accuracy of records and location of property and prepare inventory reports as required;

- Excellent knowledge of computer networks, LAN devices (Switch, Wi-Fi, etc.) Microsoft Windows Operating Systems, Microsoft Office Applications (Word, Excel, PowerPoint, Outlook etc.).
