Antecedentes

The Spotlight Initiative Africa Regional Programme (SIARP) is a partnership between the United Nations, European Union, and African Union with continental scope and enhances a regional approach to end Violence against Women and Girls (VAWG), Sexual Gender-Based Violence, and Harmful   Practices   (HP),   as   well   as   strengthening   Sexual   and   Reproductive   Health   and Reproductive Rights (SRH and RR). The Regional Programme prioritizes strengthening existing strategies and initiatives, such as the African Union (AU) Gender Strategy 2017-2027, Agenda

2030, Agenda 2063, and the Maputo Plan of Action on the operationalization of the Continental Policy Framework for Sexual and Reproductive Health and Rights (2016-2030). The RUNOs namely UN Women, UNFPA, UNDP and UNICEF are responsible for the implementation of the programme and are accountable for the overall results of the regional Spotlight Initiative.

Under the convening mandate of UN Women, the SIARP has established a Civil Society Regional Reference Group (CSRRG) as an institutional mechanism to harness civil society expertise and inform implementation of the Africa Regional Programme.  The CSRRG’s mission is to advocate for and advise the Spotlight Initiative,  informed by the women’s movement, as partners for the realization of SIARP’s objectives and to hold the Initiative accountable for its commitments to women, girls, and intersectional feminist movements.

Adequate and sustainable financing for initiatives on ending violence against girls and women is key to uphold legal commitments to end VAWG and build a continent free from Violence. Investment made by multilateral partners such as the European Union in 8 African Countries and the regional program under the Spotlight Initiatives with an allocation of USD 297,952,889 which is more than half of its global EUR 500 million investment  is laudable. As the result of  this investment, a significant progress has been made both at country and regional levels to bring legal reforms, strengthening institutions, enhance accountability and mobilizing CSOs and feminist movements. Yet, for sustaining and maximizing on the gains members states should allocate sufficient resources for EVAWG programming in their respective countries. Unfortunately, the information  and  evidence  on  state  investment to  EVAWG  and  broadly  to  gender  equality  is limited. The  number  of  countries reporting  against  the  Sustainable Development Goal  (SDG) Indicator  5.  c.  1 which  measure’s  government efforts  to  track  budget  allocations  for  gender equality throughout the public finance management cycle and make these publicly available is also low.

It is against this background that the CSRRG with the support of the UN Women would like to engage a consultant to assess the trend of member states funding to ending violence against women and girls’ initiatives and how and if the spotlight initiative has impacted state allocation focusing on the eight spotlight implementing countries namely (Uganda, Malawi, Zimbabwe, Mozambique, Mali, Nigeria, Liberia and Niger) for the period covering 2015-2022.

Deberes y responsabilidades

Under the supervision of the SIARP Programme Coordinator and close collaboration with the CSRRG members, the consultant shall:

  • Carry out a desk review and analysis of national budget allocation in the 8 Spotlight countries in Africa to ending violence against women and Girls for the years 2015-2022.
  • Prepare a comprehensive report with analysis of financial trends in financial investment by the targeted countries.
  • Develop recommendations and call to actions based on the findings of the assessment.
  • Develop a 2-page advocacy brief with key findings and recommendation or call to action.

The Specific deliverables of the consultancy are:

  • Inception Report detailing methodologies and frameworks to be used for the assessment
  • First draft report of the assessment with preliminary findings
  • Presentation of key findings in a validation meeting with CSRRG and relevant stakeholders
  • Final  Report  summarizing  inputs  from  the  CSRRG,  UN  Women  and  other  RUNOs  as needed
  • A 2-page advocacy brief with key findings and call to action/recommendations
  • Brief power point presentation with the key findings and recommendations

Habilidades y experiencia requeridas

Education

  • Advanced university degree in gender, sociology, demography, economics, law or other

Experience

  • More than 10 years’ experience in conducting research,  evaluations, policy analysis in the areas of human rights, gender equality
  • Sound  expertise  in  gender equality  and women’s  empowerment, including policy  and strategy development
  • Strong knowledge and technical expertise on Ending Violence Against Women and Girls,
  • Knowledge of the development context of the African continent.
  • Strong  analytical,  communication  and  problem-solving  skills  as  well  as  experience  in working in a multicultural team.
  • Experience in a similar assignment is desirable

Language Requirements:

  •  Proficiency in English is required. Working knowledge of French and Portuguese is an asset.
