UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Regional Office for the Americas and the Caribbean is one of the six regional offices of UN Women, responsible for implementing regional programs, projects, and activities, promoting technical and coordination support to the Country Offices of the region, as well as to serve as a liaison between them and the Headquarters Office.

The work of UN Women’s Ending Violence against Women (EVAW) Section is focused on a comprehensive approach to ending violence against women that addresses legislation and policies, prevention, services for survivors, research and data, creating safe public spaces in different settings and strengthening women’s rights movements to end violence against women. The Generation Equality Action Coalition on GBV has galvanized governments, CSOs, international organizations, philanthropies and the private sector to deliver transformational progress towards the elimination and prevention of GBV through four concrete actions: (1) Creating enabling policy, legal and resource environments; (2) Scaling up evidence driven prevention programming; (3) Scaling up comprehensive, accessible and quality services for survivors; and (4) Enabling and empowering autonomous girl-led & women’s rights organizations to exercise their expertise. In this context UN Women is partnering with the EU and the UN Trust Fund to implement a new programme to strengthen coalition building and advocacy to end gender-based violence against women and girls.

Under the technical guidance of the Policy and Programme Management Specialist for the Ending  Violence Against Women at UN Women´s Headquarters Office, and direct supervision of the Regional Policy Specialist for the Ending Violence Against Women at UN Women’s Regional Office for the Americas and the Caribbean, the Regional Programme Coordination Analyst is responsible for supporting the coordination and implementation of all regional components of the new EU programme that UN Women is implementing with the UN Trust Fund. This includes, establishing, nurturing, and managing partnerships with regional women’s rights coalitions and other development actors and multistakeholder partners to develop and advance a shared advocacy agenda on ending violence against women and girls. It also includes providing technical support to CSOs and WROs on advocacy strategies, coordinating and convening advocacy spaces and coalition building at the regional level and supporting in leveraging opportunities to elevate and amplify advocacy priorities at the global level. 

Devoirs et responsabilités

1.      Coordinate the EVAW Programme focused on strengthening women’s rights movements, coalition building and advocacy to end violence against women and girls

  • Coordinate the overall Programme/Portfolio work plan development and implementation according to programme document;
  • Prepare and present work-plans, periodic narrative progress reports and expenditures status reports to the Programme Board and UN Women;
  • Establish systems for project planning, implementation and monitoring, in collaboration with partners;
  • Record and maintain documents on relevant Programme activities, issues, and risks.

2.      Guide coordination with global/regional/national partners and other stakeholders, with the support of the Regional Policy Specialist for Ending Violence Against Women at UN Women’s Regional Office for the Americas and the Caribbean.

  • Coordinate relationships with global/regional/national partners to support implementation and expansion of the Programme/Portfolio, raise potential problems and provide solutions;
  • Identify capacity building needs and support partners through technical assistance, mentoring, training, cross-partner learning, and capacity development initiatives.

3.      Coordinate the monitoring and reporting on the Programme/Portfolios

  • Gather and compile all information necessary for monitoring and reporting on programmes and projects from the planning to the evaluation stages;
  • Monitor the implementation of activities and the expenditure of funds by partners; conduct regular monitoring visits;
  • Draft and provide inputs to annual and quarterly reports; review and coordinate the submission of implementing partner financial and narrative reports;
  • Provide inputs from programme activities and results to Regional Office reporting.

4.     Manage financial resources and supervise staff

  • Supervise Programme Associates and Assistants.
  • Coordinate development and preparation of financial resources of the Programme including budgeting and budget revisions, and expenditure tracking and reporting;
  • Monitor the allocation and disbursement of funds to participating partners.

5.      Build partnerships and support in developing resource mobilization strategies, with the support of the Regional Policy Specialist for Ending  Violence Against Women at UN Women’s Regional Office for the Americas and the Caribbean.

  • Provide technical support to the development of partnerships and resource mobilization strategies;
  • Support in identifying potential programmatic areas of cooperation, based on strategic goals of UN Women, regional/country needs and donors’ priorities and assist in developing the relevant partnerships.

6.      Advocate and facilitate knowledge building and management and communication

  • Document  the programme implementation process and products produced.
  • Contribute to the exchange of information and knowledge products internally and externally of the programme;
  • Coordinate the organization of major advocacy campaigns, events, trainings, workshops and knowledge products.

Qualifications et expériences requises

Education and certification:

  • Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences or other related areas is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  •  A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 2 years of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions with national and/or regional partners, preferably related to ending violence against women and girls;
  • Experience in coordinating, implementing, monitoring and evaluating development programmes and projects is required;
  • Previous experience working within the UN system is desirable.

Language Requirements:

  • Fluency in English and Spanish is required;
  • Knowledge of the other UN official working language is an asset (French, Arabic, Chinese, or Russian).
