Background

The Department of Safety and Security is responsible for providing leadership, operational support, and oversight of the security management system to enable United Nations system operations through trusted security leadership and solutions. To facilitate this responsibility, a Security Operations Centre (SOC) is established to provide operational support.

A SOC is a cost-shared resource, established to support the safety and security of personnel, premises, assets and operations working for various organizations covered by the United Nations Security Management System (UNSMS). The SOC monitors, facilitates, and coordinates the communications of data and voice messages using the security communications system (SCS), within one or more operational areas. Additionally, responsibilities can include maintaining administrative data supporting security communications, such as aggregating contact data for UNSMS personnel, offices, vehicles, and emergency services. The SOC operates on a 24/7 basis.

Under the overall guidance and supervision of the Chief Security Advisor, the SOC-Assistant is responsible for supporting the United Nations Security Management System (UNSMS) with the daily operation of the Security Communications System (SCS). The SOC Assistant performs all required activities at the SOC to ensure operations are conducted efficiently, effectively, and professionally. The contract duration for the position is 12 months and the Service Contract extension is conditioned to satisfactory performance evaluation and the availability of funding under the Local Cost-Shared Security Budget (LCSSB). 

Duties and Responsibilities

The primary responsibilities of the position are as follows:

1. Provide all personnel of UNSMS and Saving Lives Together (SLT) organizations, with immediate, professional, and client-oriented safety, and security support services.

2. Monitor the usage of the Security Communications System (SCS) and maintain the functionality of equipment, maintain, and exercise the Security Communications Systems (SCS).

3. Monitor all sources of information including the media for reports of security incidents and disseminate alerts and advisories.

4. Maintain records and databases to provide accurate figures, statistics, and reports.

5. Perform any other tasks and duties as directed by the Chief Security Advisor or the Supervisor.

Function / Expected Results:

1. Provide all UNSMS and Saving Lives Together (SLT) organizations personnel with immediate, professional, and client-oriented safety and security support services.

? Provide immediate support to UNSMS and SLT organization personnel involved in security or safety incidents in line with the local SOPs.

o alerts the appropriate and defined response and support functions

o maintains the communication link and gives necessary feedback and input to personnel involved in the incident and acts in an overall supportive role 

o notifies the respective UNSMS organization or NGOs security focal points when their personnel are involved in a security or safety incident

o records all information and communication related to these incidents.   

? Take immediate action on all requests via all identified means of communication including VHF Radio, telephone, mobile & SAT phones, SMS, and emails in line with the local Standard Operating Procedures (SOPs)

? Respond to clients as soon as allowed by other higher priority tasks. Identify the Clients’ needs and provide the required support/assistance to a high standard. 

? Identify outstanding tasks and client requests as the priority in shift handovers.

Function / Expected Results:

2. Monitor the usage of the Security Communications System (SCS) and maintain the functionality of equipment, maintain, and exercise the Security Communications Systems (SCS).

? Monitor the usage of the SCS and ensure it is used according to the established SOPs.

? Verifies the operational status of the SCS to ensure that personnel can use or access the SCS and that the SCS is functioning properly. Reports any anomalies to the appropriate authority for further action or guidance.

o Ensure the ability to operate all available equipment in SOC including the emergency power supply, and backup internet service among others.  

o Ensure the functionality of the SCS and all other equipment in SOC and report any faults or technical failures immediately.

o Conduct Radio Checks for Security Areas per the approved Security Risk Management (SRM) measures and provide completed compliance sheets to Field Security Coordination Officers (FSCO) /Field Security Associates (FSA) in their Security Areas within 48 hours.

o Continually update the security alert systems data file, i.e., SMS, mailing lists, using input from FSCOs/FSAs.

o Continually update the Security Communications System (SCS) list of call signs using input from UNAFPOs/FSCOs/FSAs/SOC Supervisor.

? Create and maintain accurate Mission Tracking logs of all daily planned movements in line with the security clearance system. Confirm all mission completion and that staff are back in planned locations. 

? Receives, transmits, or relays security and safety messages and information on behalf of the Designated Official/Area Security Coordinator/Chief Security Advisor/Field Security Coordination Officer via all identified means of communication to personnel that may expose them to elevated risk and advise alternative actions, routes, or mission movement.

3. Monitor all sources of information including the media for reports of security incidents and disseminate alerts and advisories.

? On receipt of notifications of security and safety incidents, escalate these via the appropriate and defined channels for follow-up and support;

? Verify/Confirm significant incidents through FSCOs/FSAs in their Security Area.

? Notify FSCOs/FSAs of planned and/or ongoing security-related events or incidents in their Security Areas.

? Receives, transmits, or relays security and safety messages and information on behalf of the Designated Official/Area Security Coordinator/Chief Security Advisor/Field Security Coordination Officer via all identified means of communication to personnel that may expose them to elevated risk and advise alternative actions, routes, or mission movement.

4. Maintain records and databases to provide accurate figures, statistics, and reports  

? Maintains the staff list details of all UNSMS personnel and their eligible dependents. Maintains the UN warden lists.

? Maintains the contact details of the emergency services and support structures of host government, local authorities and contracted private security companies; direct personnel to the nearest one during times of security or safety incidents. 

? Maintains records and logs of actions and communications undertaken to support security or safety incidents or any other critical communications. Prepares and submits reports, as directed by the most senior security professional.

? Verify and accurately log all incidents in the daily reports and the database. Provide accurate figures, statistics, and reports from the database.

? Ensure prompt access to the country's security documents, SOPs, protocols, SMS and contact lists, database, security clearances, maps, and other documents.

? Perform additional tasks as directed including but limited to providing logistic support, support in organizing training sessions, and reporting for duty at short notice in crisis situations and escalations.

Required Skills and Experience

Education:

• A minimum of a High School Diploma is required.  

• BA Degree in Business Administration or related fields is an asset.

Experience:

• A minimum of 2 years of work experience in operations, security, or related field.

• Prior working experience within the UN system, INGO, or other international organizations is desirable. 

Language Requirements:

• Fluency in English, and Arabic is required. 

• Hebrew is required for posts based in Jerusalem. 

Other:

• Computer-based tools (MS office suite and other computer-based, web, and smartphone applications) are essential

• Possession of a valid driver’s license.

• Experience with VHF radio and web-based communications is an asset. 

• Ability to work on a rotational shift basis that includes nights, holidays, and weekends.
