UN Women supports women’s full and equal representation and participation in all levels of peace processes and security efforts. UN Women leads on implementing the Women, Peace and Security (WPS) agenda through research initiatives, data collection, learning exchanges, and documentation of good practices to inform policy and programming. In Pakistan, UN Women applies different methodologies to enhance the participation of women towards the creation of harmonious and secure societies. It continues to build momentum on the WPS agenda by building a trust-worthy partnership with government institutions like National Counter Terrorism Authority (NACTA) to advocate for women’s role in peacebuilding. In response to changing conflict dynamics in Afghanistan, UN Women Pakistan has taken concrete steps to engage women and girls to contribute to and have a greater influence in peace processes by engaging in Track II diplomacy between Afghanistan and Pakistan and fostering regional human connectivity across the two countries.

Reporting to the Deputy Country Representative, the Programme Coordinator – Peace and Social Cohesion is responsible sponsible for efficient management and implementation of UN Women’s Women, Peace and Security Programme. She/he provides technical competence on social cohesion and women’s empowerment with a holistic approach to development challenges facing women in the area of Peace and Security. The Programme Officer analyses political, social and economic
trends and leads formulation, management, implementation and evaluation of
programme activities within his/her portfolio and coordinates activities with
partners in local government, UN and CSOs.

Duties and Responsibilities

Contribute technically to the development of programme strategies in the area of
Peace and Social Cohesion

  • Provide substantive inputs to the design and formulation of programme/ project
    proposals and initiatives;
  • Identify areas for support and intervention related to the Women Peace and Security.

Provide substantive technical support to the implementation and management of the Women, Peace and Security programme

  • Provide technical inputs to the annual workplan and budget;
  • Coordinate the implementation of programme activities;
  • Ensure quality and timely implementation of the Programme, documentation of good
    practices, success stories as well as high quality and timely reporting for results.
  • Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Review, coordinate and monitor the submission of implementing partner financial and
    narrative reports.

Provide technical assistance and capacity development to project/programme partners

  • Coordinate and provide technical support in the implementation of programme
  • Develop technical knowledge products
  • Maintain relationships with national partners to support implementation and expansion of the WPS programme;
  • Identify opportunities for capacity building of partners and facilitate technical/programming support and trainings to partners, as needed.

Provide technical inputs to the monitoring and reporting of the programme/ project

  • In collaboration with the Monitoring and Evaluation Officer, collect, compile, analyse and share periodic data/ information on programme performance to inform continued programme efficiency
    and effectiveness
  • Provide analytic and strategic inputs to the Country Strategy and Annual Work plans to
    ensure the GE/WPS specific issues are effectively addressed.
  • Collect and compile programme activity information, evaluating progress toward
    achievement of annual work plans and related program outcomes.
  • Ensure that aggregate reports are regularly prepared and submitted on time;
  • Monitor progress of implementation of activities and finances using results-based
    management tools;
  • Draft reports on monitoring missions, programme results s, outputs and outcomes;
  • Provide substantive inputs to the preparation of donor and UN Women reports.

Provide substantive technical inputs to the management of people and finances of the programme

  • Monitor budget implementation and make budget re-alignments/ revisions, as necessary;
  • Provide substantive inputs to financial reports;

Provide substantive inputs to building partnerships and resource mobilization strategies

  • Provide substantive inputs to resource mobilization strategies; analyze and maintain
    information and databases;
  • Prepare relevant documentation such as project summaries, conference papers, briefing
    notes, speeches, and donor profiles;
  • Participate
    in donor meetings and public information events, as delegated.

Provide substantive inputs to advocacy, knowledge building and communication efforts

  • Develop background documents, briefs and presentations related to Peace and Social Cohesion;
  • Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products;
  • Coordinate the development of knowledge management methodologies, and products.

Functional Competencies:

  • Excellent understanding of development issues, gender equality and the cultural context of the country.
  • Outstanding writing and presentation skills in English.
  • Command in drafting professional public communication materials, including using innovative techniques and approaches such as videos and infographics.
  • Knowledge of Microsoft Office (word, excel, access, PowerPoint, and outlook). Knowledge of other computer software’s used for preparing communications tools will be an asset.
  • Inter-cultural communication and people skills.
  • Ability to organize and prioritize work and function as part of a team.
  • Creativity in the presentation of information through use of graphical, pictorial, or other appropriate communication means.
  • Proficiency in written and spoken English and Urdu.

Required Skills and Experience


Master’s degree in Peace and Security, social sciences, human rights, gender/women’s studies, international development, or a related field is required.

Bachelor’s degree with additional two years will be given due consideration.


  • A minimum of 3 years (with MA) or 5 years (with BA)  of relevant experience in similar positions is required.
  • Progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building.
  • Experience in PVE, WPS or Social Cohesion is required.
  • Proven expertise in project designing, proposal drafting and resources mobilization
  • Extensive experience in coordinating and liaising with government agencies, civil society organisations and/or donors.
  • Past experience in the UN system is an advantage.

Language Requirement:

  • Fluency in English and Urdu (with excellent written proficiency and ability to translate) is mandatory.


  • The incumbent will be required to travel frequently to field locations in Pakistan.
