Under the direct supervision of the Women’s Political Participation Programme Manager, UN Women seeks to recruit a competent Campaign and media communications Specialist to develop the concrete advocacy plan and messaging of the upcoming campaign the Lebanese Feminist Civil Society Platform is intending to conduct.

Duties and Responsibilities

The candidate selected for this consultancy will be expected to develop the concrete advocacy plan and messaging of the upcoming campaign the Lebanese Feminist Civil Society Platform is intending to conduct. And the responsibility of this person consists of:

  • Advise, Refine, and enhance the current conceptualization of the intended campaign developed by the platform.
  • Conduct consultations with members of the platform to finetune the conceptualization of the campaign, including the campaign ‘Call for Action’;
  • Support the platform in identifying the key target audiences, key overarching message and target audience specified messages, and hashtags in Arabic and English.
  • Support the platform in identifying the activities to undertake, as well as the tools and platforms that will be used.
  • Finalize full campaign strategy for review by platform members.
  • Development of visual assets (up to 6 videos and up to 12 visuals)
  • Conduct final analysis of campaign results.

20 Days after signing the contract

  • Support the platform in identifying the activities to undertake, as well as the tools and platforms that will be used.

 

30 days after signing the contract

  • Finalize full campaign strategy for review by platform members.

35 days after signing the contract

  • Produce the visual assets.

 150 days after signing the contract 

  • Conduct final analysis of campaign results.

Required Skills and Experience

Education:

  • Master’s degree (or equivalent) in communications, public relations, journalism or relevant field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 5 years of professional work experience at national or international level in public relations, communications, or advocacy, including in media relations.
  • Experience in the use of social media.
  • Experience in gender and human rights issues is an asset
  • Computer skills, statistics, internet communication and command of MS Office.

Language requirements:

  • Proficient in written and oral English and Arabic is a must.
  • French is an asset

Evaluation criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 70% (70 points)

  • Criteria 1: Education. (10 points)
  • Criteria 2: Experience in areas of in public relations, communications, or advocacy, including in media relations. (40 points)
  • Criteria 3: Experience on gender and human rights issues and in the use of social media . (20 points)

Financial: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
