For more than a decade, UNEP Sudan has been working with Sudanese national, state and local governments, leaders, civil society and the international community to encourage the sustainable development of the country's natural resources – with the ultimate aim of assisting the people of Sudan to achieve peace, recovery and development on an environmentally sustainable basis. More specifically, UNEP Sudan is engaged in safeguarding the environment, combating negative impacts of climate change, helping to improve natural resources management (NRM) and integrated water resources management (IWRM) through participatory community involvement. These engagements contribute to enhanced environmental management and governance in Sudan through rural livelihoods improvements, via state-level innovations to federal-level policies and contributing through strengthening the local and national economy guided by the SDGs. Functioning under the Disasters and Conflicts Branch-Ecosystems Division, UNEP Sudan office strives to respond to the triple planetary crisis of climate change, biodiversity and pollution, through a wide range of projects, with the mantra of DO- No-Harm and leaving no one behind.

Position Purpose:

Recognizing the pressing need of the Sudanese people, especially with the impacts of the current war, UNEP Sudan is seeking a qualified national candidate to co-lead the development and implementation of adequate environmental responses. The candidate will work in close collaboration with the different national, subnational and international stakeholders to priorities issues and accelerate coherent responses.

Devoirs et responsabilités

Programme Management and representation:

  • Represents UNEP in the UN Country Team, SMT, PMT, OMT by facilitating coherence of UNEP activities in-country and influencing UN Country Team processes for strengthened action on climate, biodiversity and pollution.
  • Participates in the design and formulation of the CCA and cooperation frameworks outcomes/results groups and other UNCT joint efforts, coordinating inputs on climate change, biodiversity and pollution.
  • Advise UNEP Divisions and Africa Regional Office on opportunities to advance programmes and projects within the country and the UNCT.
  • Promotes and coordinates UNEP representation in relevant UN-Government country development dialogues and processes (e.g. national food system action plans, VNR preparation, UN-Government roundtables, joint UN policy briefs etc.).
  • Leads and coordinates the development of UNEP’s country programming document and related country engagement plan.
  • Proactively briefs the RC/UNCT on UNEA sessions and outcomes, MEA COP outcomes and priorities and on other issues related to environment as requested by the RC.
  • Coordinates UNEP engagement in relevant joint UN projects and initiatives on environment.
  • Increases awareness of environmental priorities at the country level, including awareness of UNEP, MEAs, UNEA, and others.
  • Catalyzes RC and UNCT actions on climate, biodiversity and pollution.
  • Influences UNCT and Government planning processes and development dialogues and, mobilizes resources through One UN Funds and other sources.
  • Ensures UNEP project results are reflected in UN-INFO and UNCT Annual Reports,
  • Increases UNEP’s visibility in country and among Member States in New York.
  • Analyzes programme/project design, implementation status and reporting and provide support/advice on effective program/project management/implementation.
  • Liaises with programme/projects and operations staff and provides support/ advice on the programme/projects management and implementation. Contributes to the design and formulation of project documents by providing quality assurance of the area of responsibility.
  • Engages with national government counterparts and other key stakeholders to enhance effective partnership.
  • Makes substantive contributions to national and sub-national policy notes, management reports, quality assurance recommendations to Senior management.
  • Provides regular follow up on any new corporate policies and procedures and sharing of information with staff.
  • In coordination with other team members maintains the central information management system for all UNEP Sudan programme products.
  • Supports the identification of sources of information related to policy-driven issues and help to synthesis best practices and lessons learnt which can support programme development and advance Country Programme policy goals.
  • Makes sound contributions to knowledge networks and communities of practice on programme management issues.
  • Manages Country Programme processes to ensure project/programme compliance with audit requirements.

Knowledge management:

  • Ensures supporting facilitation of knowledge building and management, performs the role of Chairperson for the Office’s Knowledge Management and ensures the effective use of the annual Knowledge Management Budget.

UN coordination:

  • Represents UNEP in the UN Country Team, SMT, PMT, IOMT by facilitating coherence of UNEP activities in-country and influencing UN country team processes for strengthened action on climate, biodiversity and pollution.

Supervisory/Managerial Responsibilities:

The incumbent of the post will supervise/manage Programme and Operations Teams:

  • Supervising their performance, providing clear direction and regular monitoring and feedback on performance
  • Ensuring the ongoing learning and development of reporting staff.

Other Duties:

  • Perform other duties within your functional profile as assigned and deemed necessary for the efficient functioning of the office.

Qualifications et expériences requises

Requirements:

Education:

  • Master's degree in development studies, environmental planning, environmental policies, or a related area. Bachelor’s degree plus two (2) additional years of relevant work experience will be accepted.

Experience, Knowledge, and Skills:

Experience

  • A minimum of five (5) years in the UN system with a minimum of 3 years in environmental management, environmental mainstreaming, HDP nexus. A minimum of seven (7) years of experience is required for Bachelor degree holders.
  • A minimum of 3 years’ experience in results-based monitoring and reporting.
  • A minimum of 3 years’ experience in results based budgeting and financial management and reporting.
  • Experience in using ERPs (ATLAS, UMOJA, GSM)
  • Experience in administration is desirable.

Language

Proficiency in English. Working knowledge of other UN language desirable
