Antecedentes

Background: The International Trade Centre (ITC) is a joint agency of the United Nations (UN) and the World Trade Organization (WTO). Its primary mission is to foster inclusive and sustainable economic development, and contribute to achieving the United Nations Global Goals for Sustainable Development. The ITC works to support small and medium-sized enterprises (SMEs) in developing countries and economies in transition to become more competitive in domestic and global markets, thereby driving sustainable economic development and contributing to the achievement of the Sustainable Development Goals (SDGs).

Project Description: The Project Coordinator – Climate-smart Initiatives will play a pivotal role in an ITC initiative focused on catalysing economic growth and job creation by advancing the construction and housing market in Iraq, especially in Mosul. This project underscores ITC's commitment to fostering sustainable economic development in fragile and conflict-impacted environments, and aligns with the Government of Iraq's efforts to address the country's housing crisis or shortage.

Deberes y responsabilidades

Under the direct supervision of ITC Programme Officer in Baghdad and in close coordination with the ITC HQ and Iraq based team the selected candidate will be responsible for the following tasks:

  • Project Leadership: Lead the planning, implementation, monitoring, and evaluation of the construction and housing market development project.
  • Project Team Supervision: Supervise the project team, ensuring effective coordination, performance, and accountability for progress and project quality.
  • Market System Analysis: Conduct comprehensive market analysis to identify key opportunities, challenges, and stakeholders in the construction and housing sector, with a specific focus on energy efficiency and climate-smart housing retrofit.
  • Implementation Plans: Develop and implement regular work plans (annual / monthly) for the project, outlining objectives, target outcomes, and indicators, with an emphasis on sustainability and climate-smart practices. Monitor their progress, promptly addressing any challenges or issues that arise.
  • Capacity Building: Build the capacity of local stakeholders, including businesses, government agencies, and community organizations, to actively participate in and benefit from the project, particularly in energy-efficient and climate-smart housing retrofit solutions.
  • Stakeholder Engagement: Collaborate with relevant government agencies, private sector partners, civil society organizations, and other stakeholders to ensure effective project implementation, incorporating marketing and business development strategies.
  • Market Facilitation: Facilitate market linkages, trade, and investment opportunities within the construction and housing sector, with a focus on energy-efficient and climate-smart housing solutions.
  • Technical Expertise: Provide expert guidance on energy efficiency, climate-smart housing retrofit, marketing, and business development within the construction and housing market systems.
  • Sustainability Integration: Ensure the integration of sustainability principles in all phases of the project, from design to execution, considering not just energy efficiency but also resilience and adaptability in the face of changing climate patterns
  • Financial Management: Oversee the project budget, financial planning, and resource allocation, ensuring efficient and effective use of funds for sustainable solutions.
  • Monitoring and Reporting: Develop and implement a monitoring and evaluation framework, regularly reporting on project progress and outcomes to ITC and relevant stakeholders, highlighting sustainability and marketing strategies.
  • Knowledge Sharing: Promote knowledge sharing and capacity development within ITC and with external partners in the construction and housing sector, emphasizing energy-efficient and climate-smart practices. Ensure synergies during project implementation, coherence with partners and beneficiaries' needs and expectations as well as with relevant projects in Iraq.
  • Ensure sufficient organizational and project visibility and respect of communication guidelines throughout activities. Participate in outreach activities; design and conducts workshops, seminars, etc., makes presentations on assigned topics/activities.

Habilidades y experiencia requeridas

Education:

Advanced university degree (Master Degree or equivalent) in a relevant field such as economics, business, urban planning, architecture, or engineering or related field. A first-level university degree (bachelor’s degree) in combination with an additional 2 years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Work experience:

Minimum of 5 years (with master's degree) or 7 years (with bachelor's degree) of progressively responsible relevant professional experience, including project management and expertise in construction and housing market systems.

Required knowledge and skills:

  • Experience working in the construction and housing industry, particularly coordinating with entities or professionals advocating for and implementing climate-smart initiatives.
  • Strong analytical skills and experience in market analysis and development, with a specialization in energy efficiency and climate-smart housing retrofit.
  • Demonstrated ability to design and facilitate training sessions and workshops for various audiences, from community members to government officials, on topics related to climate-smart housing and construction.
  • Proven ability to lead and manage complex projects, including financial management and budget oversight, marketing, and business development strategies.
  • Experience with the socio-economic context of Mosul and post-conflict development challenges in Iraq is a strong advantage.

Desirable knowledge and skills:

  • Previous experience in the private sector and excellent understanding of the construction and housing market.
  • Entrepreneurial attitude and previous experience supporting innovation in the field of construction or climate adaptation.
  • Relevant professional certifications in green building standards, energy efficiency, or sustainability.
  • Knowledge of the UN system, rules and procedures specific to fragile settings desirable.

Language Requirements:

  • Advanced English with excellent written and oral communication skills is essential.
  • Fluency in Arabic is required
