Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

 

A key area of concern for UN Women is women’s economic empowerment (WEE) as expressed in UN Women’s Strategic Plan 2022-2025 as well as in the targets and indicators of the Sustainable Development Goal (SDG) 5 for gender equality and women’s empowerment and of several other SDGs relating to inclusive growth, decent work, ending poverty, and reducing inequality, and revitalizing the global partnership for sustainable development. Aligned with the global SP (2022-2025), the ROAP SN (2023-2025) will focus on six SP cross-thematic outcomes to drive results across the ROAP’s thematic areas i.e., Inclusive governance, Ending Violence Against Women and Girls (EVAWG), Women’s Economic Empowerment (WEE), Women Peace and Security (WPS), Climate Change, Humanitarian Action (HA) and DRR. 

 

The Women’s Economic Empowerment & Migration at the Regional Office for the Asia Pacific operates with the key overarching objective: Women have income security, decent work, and economic autonomy as articulated in the SN ROAP Women’s Economic Empowerment & Migration: 2023-2025. The WEE portfolio is expanding focusing on the four key strategic priorities:

  1. Advancing Gender-Responsive Business Conduct and Creating More Decent Work Opportunities (WEPs)
  2. Transforming the Care Economy 
  3. Accelerating Gender-Responsive Entrepreneurship for (M)SMEs (i.e., Gender-Responsive Procurement, Women’s entrepreneurship etc.)
  4. Progressing Safe Migration to Decent Employment 

 

Against this context, UN Women ROAP is seeking a national consultant to provide programme support to the Regional Women’s Economic Empowerment & Migration unit.

Duties and Responsibilities

Duties and Responsibilities and expected deliverables

Reporting to the Regional Programme Lead, Women’s Economic Empowerment & Migration with dotted line report to the Regional Programme Finance and Admin Associate, the Consultant will work with and provide support to the members of the Project Team in the development and implementation of the work of the regional projects including (but not limited to); ‘WE RISE Together’, a project for advancing gender-responsive procurement in the Mekong subregion; the ‘Gender-Inclusive Care Entrepreneurship Project (GICEEP)’, ‘Women’s Empowerment Principles (WEPs)’ and the upcoming project on advancing ‘Women Entrepreneurs in Climate Tech’ consistent with UN Women rules and regulations, and the donors’ rules and regulations respectively. Scope of work include the followings.

 

Budget/Financial Management Support

  • Use Quantum and/or Atlas to prepare required budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial closure of the project.
  • Assist in reviewing and preparing documentation on the procurement of goods and services, and support contract tracking.
  • Support contract issuance and amendment for contract holders and consultants and make a payment, as needed, upon receipt of deliverables.
  • Create requisitions in Quantum and/or Atlas for receipt of goods and services, including making budget check for requisitions, POs and vouchers.
  • Proceed payments for contract holders and consultants, as per contracts and upon receipt of deliverables.
  • Assist in travel arrangement and procurement and selection of suppliers (merchandise, including hotels, transport), payment of DSAs for participants in physical events.
  • Support the programme team in the financial management and monitoring of the project.

 

Programme and Administrative Support

  • Provide programme and administrative support to the programme team in the preparation and regular updating of various programme documents, such as work plans, budgets, and project reports.
  • Provide administrative and logistical support in organizing events.
  • Involve internal and external participants including administrative support during the meetings – emails, invitation, schedule, list of participants, etc.
  • Make travel arrangements and travel reimbursement for the programme team, project staff, and official event participants.
  • Draft non-substantive correspondence.
  • Maintain and organize up-to-date hard and electronic files for easy access and retrieval, including for audit preparations. Ensure safekeeping of confidential materials.
  • Other logistical and administrative duties as and when required.

  • Experience on identification of possible suppliers, canvassing and requesting for quotations, and organizing logistical and financial documentation;
  • Experience on coordination and organization of trainings of trainers, workshops, or other trainings
  • Demonstrated track record of producing high quality documentation reports and safekeeping project documents relevant for donor reporting;
  • Experience working with the UN Agencies or other international organizations is an advantage
  • Experience in using ERP system, e.g. Atlas or Quantum is required.

Duration of Assignment and Duty Station

The time required for the consultancy is within the period from 20 Jan 2024 to 20 Jan 2025. The consultant will be based in Bangkok, Thailand and working at UN Women Regional Office for Asia and the Pacific as required.

 

SCHEDULE OF PAYMENTS

A monthly rate will be paid upon submission of deliverables with an approval of the Regional Lead.
