Antecedentes
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
In September 2015, governments united behind the ambitious 2030 Agenda for Sustainable Development, which features 17 new Sustainable Development Goals (SDGs) and 169 targets that aim to end poverty, combat inequalities and promote prosperity by 2030 while protecting the environment.
To successfully track the implementation of the 2030 Agenda, a robust and equally ambitious monitoring framework is needed. Significant investments in gender statistics are necessary to ensure that evidence-based policies are devised, the impacts of these policies are assessed and the accountability of policymakers and governments to deliver on these commitments is promoted. Robust indicators and quality data are of critical importance and will determine whether policy efforts are marshalled and whether the goals and targets are achieved or missed.
UN Women is the United Nations agency for Gender Equality and Women Empowerment. It supports the UN member states to implement the 2030 Agenda.
As part of this support, UN Women’s Flagship Programme Initiative “Women Count” aims to create a radical shift in the production, availability, accessibility and use of quality data and statistics on key aspects of gender equality and women’s empowerment.
In 2017, Morocco was among the pathfinder countries for the implementation of the Women Count global programme, following an independent review conducted on the state of gender data. Morocco’s firm commitment to the realization of the human rights of women and girls and to achieve gender equality, are supported by a favorable political, legal, and social environment, a strong institutional commitment to strengthen the production and use of gender-disaggregated statistics and a willingness to take part of an inclusive learning process as a global and regional advocate for the development of gender statistics to achieve Agenda 2030 goals.
Launched in 2018, the first phase of the Women Count program enabled Morocco to achieve several results in (i) supporting an enabling legal and institutional environment, (ii) reinforcing gender statistics production and (iii) facilitating access, dissemination and use of gender statistics by different users.
In addition, in 2020, UN Women Morocco CO signed an agreement with the European Commission to reinforce gender mainstreaming in the production and analysis of gender-sensitive statistics through capacity building of the National Statistical Office's and strengthen data and knowledge production on gender inequalities and the dissemination of gender analyses,
Despite groundbreaking achievements, significant challenges remain and have been further exacerbated by the impacts of COVID-19. The COVID-19 pandemic emphasized existing gender inequalities and vulnerabilities and took a different toll on women (in terms of health and education, loss of revenue and economic opportunities, access to resources, information, and medical care). To respond to these persisting and emerging challenging, UN Women will implement in 2022-2025 phase II of the Women Count programme, capitalizing on the lessons learned and achievements of phase I and leveraging new opportunities to address emerging challenges, to continue fostering a favorable environment, facilitating the production and use of statistics.
Expertise strengthened as well as the data and knowledge produced in Phase I will enable scaling up the work on gender data and statistics, further developing knowledge on gender equality and women empowerment and better position Morocco in the region as a leader in statistical development, namely gender statistics.
Under the overall guidance of the MCO Representative and reporting directly to the Programme Management Specialist, the Project Coordination specialist is responsible for coordinating the gender statistics portfolio which includes coordinating relationships and synergies with national partners and stakeholders, as well as the programmatic and financial monitoring and reporting of the portfolio.
Deberes y responsabilidades
- Coordinate the Gender Statistics Portfolio
- Coordinate the overall Programme (Women Count phase 2 project in Morocco as well as the EU program supporting gender mainstreaming in the production and analysis of gender-sensitive statistics), including work plan development and implementation according to Strategic Note and programme documents and ensuring monitoring and evaluation of the programmes
- Develop annual workplans, periodic narrative progress reports and expenditures status reports to the Programme Board and UN Women
- Timely prepare and quality control of all substantive technical reports, briefs and required documents
- Liaise with the HQ Women Count team and the EU focal points, national counterparts, donors and partners to ensure the Programme results are achieved and resources are managed
- Coordinate and supervise the activities of programme staff, experts and consultants working as part of the technical assistance team
- Lead programmes/projects appraisal and evaluation exercises according to results-based management requirements
- Organize Project Steering Committee, project review and/or evaluation meetings, as needed.
- Record and maintain documents on relevant Programme activities, issues, and risks
- Guide coordination with national partners and other stakeholders
- Coordinate relationships with national partners to support implementation and expansion of the Gender Statistics Portfolio, raise potential problems and provide solutions
- Identify capacity building needs and support partners through technical assistance, mentoring, training, cross-partner learning, and capacity development initiatives.
- Develop and manage the partnerships needed to implement Women Count-Morocco and EU activities, particularly with the High Commissioner for Statistics, the Ministry of Economy and Finance and all the sectoral Ministries.
- Provide technical and advisory support to implement and support partners of the Women Count-Morocco and the EU programmes in using Gender Sensitive Statistics for planning and budgeting
- Ensure the monitoring and reporting on the Gender statistics Programmes
- Gather and compile all information necessary for monitoring and reporting on programmes and projects from the planning to the evaluation stages
- Monitor periodically project results, ensuring performance indicators are incorporated and reported on in UN Women’s Results Management System (RMS)
- Monitor the implementation of activities and the expenditure of funds by partners; conduct regular monitoring visits
- Write annual and quarterly reports; review and coordinate the submission of implementing partner financial and narrative reports
- Provide inputs from the Gender statistics programmes activities and results to Morocco Office, Regional Office for Arab States and Headquarters reporting
- Manage financial resources and supervise staff
- Supervise and manage a team of professional and administrative staff, review performance and mentor/ coach staff
- Coordinate and supervise the activities of programme staff, experts and consultants working as part of the technical assistance team
- Coordinate development and preparation of financial resources of the Programme including budgeting and budget revisions, and expenditure tracking and reporting
- Oversee and monitor the allocation and disbursement of funds to participating partners
- Build partnerships and support resource mobilization
- Provide technical support to the development of partnerships and the resource mobilization strategy
- Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing
- Identify potential donors interested in Statistics Systems and/or SDGs implementation and monitoring and potential programmatic areas of cooperation to ensure sustainability of gender statistics production and dissemination.
- Design and implement new/innovative partnerships
- Develop partnerships with the relevant UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc. on … (gender sensitive statistics)
- Advocate and facilitate knowledge building and management and communication
- Ensure documentation and codification of the programme implementation in accordance with UN Women guidelines
- Contribute to the exchange of information and knowledge products internally and externally of the programme
- Organize advocacy campaigns, events, trainings, workshops
- Develop knowledge products on Gender Statistics for Women Count-Morocco in line with the branding and publication guidelines provided by Women Count-HQ and the EU guidelines
- Codify best practices and lessons learned to guide programme improvement and strategy planning
- Represent UN Women in meetings and policy dialogues on issues related to Gender Statistics as necessary
