UN Women Pakistan’s Ending Violence Against Women (EVAW), Governance and Human Rights (HR) Programme is partnering with the National Commission on the Status of Women (NCSW) on various interventions in 2021, including:

  • NCSW’s Strategic Plan
  • National Gender Data Portal and an Annual Report on the Status of Women
  • Costing Study on Child Marriage
  • Inter Provincial Ministerial Group Meetings
  • Generation Equality Dialogue events
  • National Media Fellowship on ethical, human rights based and gender-sensitive reporting
  • Radio Programme series on women’s issues
  • Initiative on Economic empowerment of women in shelters and prisons
  • Research activities

UN Women would like to support NCSW through a Technical Advisor who will be the focal person within NCSW, and is responsible for providing overall strategic guidance and technical leadership in the planning, conceptualization, implementation and monitoring of different projects to be undertaken by UN Women in Collaboration with NCSW.  

Duties and Responsibilities

UN Women Pakistan is seeking to hire a Technical Advisor to support the coordination and management of NCSW initiatives especially the implementation of collaborative .activities as per the MoU and workplan agreed with UN Women The Advisor will be required to provide technical assistance to support the design, planning, implementation and monitoring of all the activities under this collaboration.

Under the direct supervision of the Secretary NCSW and with guidance from the Portfolio Manager EVAW Unit, the Technical Advisor will be responsible for the following tasks:

  • Provide overall strategic guidance and technical leadership in the planning, conceptualization, implementation and monitoring of different projects to be undertaken by UN Women in collaboration with NCSW. Act as the focal person within NCSW for coordination and reporting on the collaborative activities with UN Women.
  • Provide high level advice, guidance and technical input to the initiatives being implemented by the NCSW
  • Lead the strategy development for NCSW;
  • Develop concept notes, position papers, briefing notes, or other material as needed
  • Review materials developed by colleagues, consultants and implementing partners (including UN Women Country Office and Provincial Sub Office teams) or received from external partners to provide valuable input, incorporating a gender and human rights lens for quality knowledge products and documents
  • Coordinate closely with EVAW Unit colleagues at country office and provincial sub-offices for the planning and implementation of the collaborative activities
  • Participate in meetings/ events with government and other partners to keep them engaged in planned and ongoing activities and chalk out the way forward
  • Provide oversight to the development of knowledge and communication products to ensure that the final products are of the highest quality and is aligned with the vision and mandate of UN Women and NCSW.
  • Proactively identify potential challenges, risks or bottlenecks that may be encountered in the implementation of project activities and share with NCSW and UN Women along with recommendations for mitigation.
  • Prepare donor reports, project documents and concept notes related to the needs of NCSW.
  • Conceptualize, coordinate and conduct IPMG meetings and support the formulation of the minutes, action items and declarations based on the IPMG meetings.
  • Provide strategic guidance and technical support for the completion of National Data Portal on gender indicators, including creating linkages for data collection from the provinces, building capacity of partners in data collection and analysis and overseeing regular, consistent and accurate data entry in the portal.
  • Facilitate the development of the Annual Report on the Status of Women using the data generated through the NGDP.
  • Provide technical inputs to complete the Costing study on child marriage and coordinate technical review group meetings. Provide inputs to communication strategy and launch events for costing study on child marriage. Lead the development of policy briefs from the Costing Study.
  • Design, develop and deliver weekly radio programs on NCSW–UN Women priority thematic areas.
  • Develop and roll out an initiative to economically empower women in shelters and prisons through linking with technical training institutions.

Any other task assigned by the supervisor.

Required Skills and Experience

Education:

Master’s Degree in public policy, development/ gender studies, social sciences or other relevant discipline.

Experience:

  • At least 10 years of relevant professional experience with specific emphasis on women’s rights, gender, human rights;
  • Strong programme management experience
  • Proven experience in a policy advisory role;
  • Experience working with the Government, UN and other international organizations would be an advantage.

Language:

Fluency in English and Urdu (with excellent written proficiency in English is mandatory)
