Background

1. Context

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, and peace and security. 

This international-level consultancy position is located within the UN Women Department of Management and Administration, Office of the Security and Safety Services and reports to the UN Women Deputy Global Security Advisor. The role will primarily be completed remotely, although official travel to Denmark may be required.  

 

2. Background

  • The United Nations Security Management System Policy Manual dictates compliance of all UN Women office locations with area-specific Security Risk Management Measures and various system-wide policy requirements. 
  • To ensure compliance with the policy requirements, UN Women implemented the Security and Safety Compliance Survey in 2015. This Survey process requires a major update to address upcoming changes in the IT platform on which it operates, simplify, and automate various processes, and incorporate changes required by Security and Safety Services. 

Duties and Responsibilities

3. Deliverables

In 1st stage, the consultant is required to:

  • Finalize Security and Safety Compliance System technical requirements based on the existing draft and information collected through the survey and consultations with various stakeholders. 
  • Assist in integration and redesign of the Programme Assessment form and Security Measures Catalogue within the project.
  • As part of the technical requirements, support the development of a plan for the implementation of a new Security and Safety Compliance System.  
  • Under the guidance of the Deputy Global Security Advisor, supported the development of procurement documentation and scoring table for the selection of vendors.
  • Review existing policy requirements listed in the survey based on the updated UN Security Management System Policy Manual.
  • Analyze current Security and Safety Compliance System training material and manuals that will require updates and changes and assist in the preparation of material for updates.
  • Support the identification of the most feasible rollout program and required materials. 

 

4. Activities

  • Assisted in the procurement process for all activities related to publishing the Request for Proposal and provision of clarification to potential vendors.
  • Assisted the procurement team in the selection process and contract preparation.
  • Support the selected vendor at the start of the development process and assist in facilitating meetings with all relevant stakeholders.
  • Perform any other assigned task related to this project. 

 

5. Tasks

  • Maintain close consultations with the Global Security Advisor throughout the process.
  • This consultancy will require a minimum of two travels to Copenhagen, Denmark, for the completion of week-long assignments.

Required Skills and Experience

6. Required Qualifications, Experience and Skills

  • Master’s degree in security, Business Administration, Risk Management, Political Science, or a similar field. A first-level degree, in combination with two additional years of qualifying experience, may be accepted in lieu of the advanced university degree.
  • Minimum two (2) years of combined work experience in areas of compliance systems and processes, communication and/or administration. 
  • Experience in the United Nations Security Management System.
  • Experience in review and design of online compliance systems.

 

7. Language Requirements

  • Fluency in oral and written English is required; additional languages are an asset.
