Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
The Division of Management and Administration is responsible for the planning, allocation and management of financial, human and administrative resources including information systems and telecommunications, the effective and efficient delivery of essential operations services in UN Women, continuous development and improvement in operations, policies, and methods to align with UN Women and stakeholders’ evolving business needs and advisory support to the Executive Director in the formulation and implementation of the UN Women overall mission, strategy and plans of actions.
The Information Systems and Telecommunication (IST) Office located in the Division of Management and Administration, is responsible for the strategic planning and development of information and telecommunication systems and services, ICT solutions, sourcing of information systems and equipment to support business needs and for the maintenance, availability, reliability and quality of performance of information and telecommunications systems and services globally in all UN Women offices. The IST office works closely and collaboratively with UNDP, its principal ICT partner to achieve synergy, avoid duplication and to take advantage of potentials for partnerships in information and telecommunications systems and services development and implementation including the ERP system.
As part of organizational digital transformation journey, UN Women has implemented Oracle Cloud ERP (Enterprise Resources Planning) platform through a joint inter-agency project including UNDP, UNFPA, and other partner agencies. The project scope includes all key ERP modules covering human resources, project management, procurement and financials management.
Under the overall guidance of Chief IST Office, and the direct supervision of Manager, ERP Platform and Services and in close cooperation with key business stakeholders, the incumbent is responsible for managing simple to complex projects related to Oracle Cloud ERP platform, data and reporting related systems and services.
Duties and Responsibilities
Design, development, maintenance and enhancement of the ERP Oracle Cloud modules for UN Women
- Work with internal business stakeholders to define business requirements, processes and related business rules;
- Analyze business scenarios and identify opportunities for improvement through automation, system enhancements or process changes;
- Conduct Fit/GAP analysis, process mapping, root-cause analysis and requirements elicitation;
- Develop functional specifications and high-level prototypes;
- Design, develop and configure assigned modifications, interfaces, and reports based on functional requirements;
- Develop and validates use cases, integration test plan and scripting;
- Design, develop and configure Datawarehouse for corporate reporting needs;
Design and development of corporate data warehouse and reporting solution
- Oversee the day-to-day operations of the ERP-based data warehouse and BI solutions, ensuring smooth functioning and optimal performance
- Manage user access, permissions, and roles within the system, ensuring compliance with data privacy and security policies
- Coordinate with various departments to ensure seamless integration of data from different sources into the data warehouse, ensuring data consistency and accuracy
- Develop and maintain reports and dashboards to provide stakeholders with timely and actionable insights derived from the data warehouse and BI solutions
- Design and develop data warehouse architecture, data models, schemas, and structures;
- Design and implement efficient Extract, Transform, and Load (ETL) processes to populate and update data warehouses;
- Verify database and data integrity;
- Based on lessons learned, makes recommendations for enhancements and improvements;
- Develop ERP and database documentation including user guides, data dictionary and others
Coordination and Liaison
- Participate in cross-functional team meetings for the resolution of business and system issues and process alternatives;
- Liaise with users in business units, UNDP and UN Women IT team, UN Women governing bodies and provide specialized advice to users;
- Act as production support for the UN Women’s ERP and data warehouse systems and coordinate with external vendor for the resolution of any issues;
- Work closely with key stakeholders in business units to gain an understanding of the processes, needs and requirements for the proposed system enhancements and rollout;
- Liaise between UN Women business units, IT teams, and vendors to articulate processes and procedures, identify and resolve problems, perform system maintenance and improvements, implement project tasks and recommend improvements to the ERP systems;
- Collaborate with internal and external auditors and legal specialists to ensure that the System related policies, processes and procedures comply with UN regulations.
Documentation
- Provide technical inputs and support the development of user procedures and guidelines for all the ERP developed modules.
- Maintain comprehensive documentation of system configurations, processes, and procedures to facilitate knowledge sharing and ensure continuity of operations .
- Maintain and enhance data dictionaries and data catalogs for UN Women BI systems.
Training and technical support
- Develop and implement user training/education on system and data/ reporting platform
- Evaluate training effectiveness and modifies training and programmes accordingly;
- Provide analytical and technical support to the business units in UN Women and other stakeholders on the effective utilization of data in ERP and surrounding system in the data warehouse

FUNCTIONAL COMPETENCIES:
- Demonstrated proficiency to have analytical ability and thorough understanding of software development and project life cycle processes;
- Working knowledge of ERP system and Cloud technologies
- Strong knowledge of ETL, Data Quality and metadata management
- Strong hands-on experience in designing, and building cloud-based data warehouse and data pipelines using Azure Synapse Analytics and Azure Data Factory (ADF)

Required Skills and Experience
Education and Certification:
• Master’s degree or in information technology, computer science, business administration or a related field is required.
• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
• At least 5 years of progressively responsible work experience in ERP system and data management is required.
• Proficiency in working with a data-centric approach within an ERP solution, preferably Oracle Cloud ERP, is required.
• Experience in Azure Synapse, Data Factory and data lake is required.
• Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.
• Experience in Oracle based BI platform OTBI and BIP tool is highly desirable.
Languages:
• Fluency in English is required.
• Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
