Background of the initiative

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations (UN), works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates the efforts of the UN system to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. UN Women provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women has a universal mandate that encompasses a normative, an operational/programmatic as well as a coordination role, all of which are closely linked with its unique structure. At the core of its mandate, UN Women plays a leading role in supporting governments in delivering on their gender equality and empowerment of women (GEEW) commitments in the SDGs. UN Women is mandated to stimulate and coordinate improved action on gender equality across the whole UN system.

The PROTECT project will promote decent work, while reducing the vulnerabilities of women and children in the context of labour migration, through preventing and responding to violence against women and children, human trafficking and migrant smuggling. It will do this through addressing legal, policy and institutional gaps and barriers faced by women migrant workers and children in the context of labour migration, including in the protection of fundamental principles and rights at work, as well as enhance their access to safe, orderly, and regular migration by addressing violence, exploitation, forced labour and trafficking. To ensure that laws and policies can be effectively implemented, the project will enhance national and regional capacities and mechanisms for policy implementation, service provision and prevention efforts, while empowering women migrant workers and children to strengthen their voice, knowledge, skills and access services.

The Overall objective of the PROTECT project is to protect the rights of women migrant workers and migrant children in Southeast Asia.

The Specific Objectives of the project are:

1. To strengthen national legislation, policies and regional frameworks for the protection of women migrant workers, children and other vulnerable groups in line with international standards.

2. To improve national and regional prevention and protection mechanisms to reduce rights’ violations against migrant women, children, and other vulnerable groups, including victims of trafficking and smuggled migrants.

3. To increase the access of at-risk groups, women migrant workers and children to information, social and legal services, counselling, and association to prevent abuse, exploitation, harassment, violence, and trafficking in human beings.

The consultant will:

Area A:

  • Contribute for advancing the development of NAPs and/or SOPs both in Thailand and Cambodia, targeting Women Migrant Workers (WMW) by providing substantive inputs and specialized expertise as per identified needs;
  • Provide technical support to embassies, governments and CSOs to develop standard operating procedures (SOPs) to address violence against women, including women migrants, at the local and national levels.
  • Support the work with Embassies on VAW response systems by designing and implementing transformative capacity building and/or workshops for service providers representing different areas (social, police, health, justice and Embassies) targeting WMW;
  • Produce high quality reports of the results achieved including recommendations for further work in the area;

Area B:

  • Contribute to the development of the assessments for the existent Essential Services to determine needs for women survivors of violence, including migrant women, based on the consultations with relevant actors in the area;
  • Based on the previous task, to support the development and/or strengthening of feedback mechanisms (e.g. monitoring tools and/or dialogues) to understand the experiences of survivors of violence related to access (including barriers) and use of services;
  • Produce high quality reports of the results achieved including recommendations for further work in the area;
  • Ensure communication with involved partners and collect continuous feedback on the emerging needs in the area of VAWG with focus on WMW. 

    Expected deliverables and timeframe

    With technical oversight from UN Women/ EVAW team, the consultant must ensure the quality, standard, and satisfaction of deliverables to be submitted to UN Women within the given timeline.

    Area B:

    1)Contribute to the development of the institutional assessments for selected service providers to determine needs for women survivors of violence and victims of trafficking, including migrant women based on the consultations with relevant actors in the area;

    2) Based on the previous task, support the development and/or strengthening of feedback mechanisms (e.g. monitoring tools and/or dialogues) to understand the experiences of survivors of violence related to access (including barriers) and use of services;

     

    2.1 In partnership with relevant PROTECT partners, prepare the feedback mechanism on the service provision/ use of service satisfaction by applying do no harm approach while involving survivors

    2.2 Reports of the results achieved including recommendations for further work in the area submitted

    **The consultant may be required to travel on official mission, and in such case, the travel will be arranged by UN Women and the costs will be covered based on UN Women travel policy.

    Supervision

    The consultant will work under the supervision of the EVAW Programme Specialist of the UN Women Regional Office for Asia and the Pacific, who will coordinate the technical comments received from UN Women EVAW team.

    Duration of Assignment and Duty Station

    The duration of this assignment is tentatively from 1st April 2024 to 31st March 2025. The consultancy is expected to be part-time and Home-based.  

    Schedule of Payments

    Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes.

  • Master’s Degree in the field of social work, social science, public health, international development, international law, gender studies, or other related area.;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree
  • At least 7 years of relevant experience in the field of gender-based violence (GBV), including experience working in GBV referral mechanisms and GBV service provision.
  • Experience working with GBV in the context of women migrant workers and other marginalized groups is an asset.
  • Practical experience working with GBV in the ASEAN region is an asset.
  • Prior experience working with the Association of Southeast Asian Nations (ASEAN) and its Committees and Commissions, especially ACW and ACWC is an asset.
  • Fluent in English.
