Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Haiti has experienced a multidimensional crisis between 2018 and 2023. Repeated violence starting in July 2018, the expiration of the legislative power, and the absence of leadership in the judiciary reached their peak with the assassination of the president in July 2021. The complexities of politics and natural risks resulted in poor economic performance. Plans for constitutional reform and legislative elections have been postponed indefinitely, and the security situation has deteriorated. The very limited ability of the security and justice sector to respond to the situation of insecurity and conflict has further eroded public trust and the overall rule of law. 2022 and 2023 have been particularly difficult for the country, especially in the metropolitan area where violence has caused many Haitians to leave their homes and their livelihoods to find refuge either outside the country or in other regions of the country, as well as creating large internal displacement and IDP camps.

Violence against women and girls (VAWG) continues to represent one of the most severe manifestations of discrimination in the country and an alarming trend of sexual violence perpetrated by armed gangs as a weapon to exert control over the population has emerged in recent years. Armed gangs have used rape, including collective rapes, and other forms of sexual violence to instill fear, punish, subjugate, and inflict pain on local populations with the ultimate goal of expanding their areas of influence, particularly in the capital of Port-au-Prince and increasingly in the Artibonite regional. Domestic and family violence has also continued to rise in this context of humanitarian and security crisis but has been left largely under-prioritized in the immediate response. Furthermore, the country has severe data gaps with regards to VAWG which is a major concern for policy making and for accountability.

 

In the past programmatic cycle, UN Women has implemented the Spotlight Initiative focused on the reduction of family and sexual violence, which ended in December of 2023. Other projects have included efforts to target electoral violence against women and small grant projects under the Women, Peace and Humanitarian Fund (WPHF). Under UN Women’s new Strategic Note 2023-2024, EVAWG is one of its four strategic goals, with a specific focus on the following SN EVAWG outputs:

  1. The quality and coverage of care, recovery and protection services for women and girl survivors of VAWG are strengthened to meet their needs in development settings, during crises and conflict situations.
  2. The capacities of the justice and police sectors and civil society partners working to facilitate access of women survivors of VAWG to justice and protection mechanisms are strengthened.
  3. Women, girls and communities have the capacities and tools to lead efforts to promote positive social norms and alternative positive forms of masculinities.
  4. The capacities and leadership of public institutions and women’s movement organizations are strengthened to reform and implement the legislative framework and public policies in a participatory manner, and to produce reliable data on VAWG.   

Moreover, on October 2nd 2023 the United Nations Security Council adopted Resolution 2699 (2023) resolution to authorize a Multinational Security Support (MSS) mission to Haiti. This pivotal mission seeks to respond to Haiti’s request for international support to address insecurity and create the necessary security conditions for long-term stability and growth.  The resolution authorizes the MSS mission to provide operational, static, and training support to the Haitian National Police. A fundament issue highlighted by the resolution and for the support to the National Police is the response to VAWG, particularly sexual violence, and will be a pillar of UN Women’s future programming.

The EVAW Analyst will support the Country Office in the développement of a new EVAWG portfolio, including assisting in the design, implementation, monitoring, and evaluation of EVAW projects, and contributing to the coordination of EVAWG actions in the Country Office whether from a development, security or humanitarian perspective to ensure coherence.

Under the overall guidance of the Country Representative and direct supervision of the Deputy Country Representative, the Programme Analyst will support the implementation of the EVAW portfolio under the new UN Women Strategic Note for Haiti 2024-2027; providing quality advisory and programme development services to the Strategic programme direction, including resource mobilization, EVAW programme coordination and policy development. The EVAW Analyst engages with relevant counterparts, reviews programme and donor reports, provides project management support, contributes to EVAW knowledge management and technical capacity development of partners.

Duties and Responsibilities

1. Provide EVAW programme analysis and support the development of a programme/portfolio in EVAW

  • Support the design and formulation of an EVAW programme, including the formulation of proposals, projects and initiatives; in line with the new Strategic Note Haiti 2024-2027
  • Contribute to the formulation of country strategy documents, programme/ project proposals, briefs, policy dialogue and other documents related EVAW.
  • Organize periodic consultations with key stakeholders, government entities, women leaders, human rights experts, donors and UN partners to gather inputs on programme and/or project design, as necessary.

 

2. Provide substantive technical support to the implementation and management of the UN Women EVAW projects

  • Provide technical inputs to the annual workplan and budget.
  • Lead the implementation of project activities.
  • Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners.
  • Review, coordinate and monitor the submission of implementing partner financial and narrative reports.
  • Train partners on Results-Based Management and monitor implementation.

 

3. Provide technical assistance and capacity development to project/programme partners

  • Coordinate and provide technical support in the implementation of partner activities.
  • Maintain relationships with national partners to support implementation and development of the EVAW programme and its projects.
  • Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.
  • 4. Provide technical inputs to the monitoring and reporting of the programme/ project
    • Monitor progress of implementation of activities and finances using results-based management tools.
    • Draft reports on monitoring missions, outcomes, outputs and activities at programmatic and project levels.
    • Provide substantive inputs to the preparation of donor and UN Women reports.

 

5. Provide substantive technical inputs to the management of people and finances of the programme/projects

  • Monitor budget implementation and make budget re-alignments/ revisions, as necessary.
  • Provide substantive inputs to financial reports.
  • Supervise Programme Associates and Assistant.

 

6. Provide substantive inputs to building partnerships and resource mobilization strategies

  • Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases.
  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.
  • Participate in donor meetings and public information events, as delegated.

 

7. Provide substantive inputs to advocacy, knowledge building and communication efforts

  • Develop background documents, briefs and presentations related to the EVAW programme/projects.
  • Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products.

Coordinate the development of knowledge management methodologies, and products on EVAW interventions, best practices and lessons learned.

Required Skills and Experience

 

Education and certification:

 

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification would be an added advantage

 

Experience:

 

  • At least three (3) years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
  • Experience in the violence against women and girls is required, preferably with a focus on sexual violence and domestic violence;
  • Experience coordinating and liaising with government agencies, civil society and/or donors is required.
  • Experience supporting police forces, VAW service providers and/or VAW data production is an asset.
  • Experience working in the UN System is an asset;

 

 

Language Requirements:

 

  • Fluency in French;
  • Working knowledge in English is an asset;
