Background
The Department of Safety and Security is responsible for providing leadership, operational support and oversight of the security management system to enable the safest and most efficient conduct of the security programmes and activities of the United Nations System. Under the overall guidance and supervision of the Senior Security Operations Associate (SSOA), the Security Operations Associate (SOA) assists in the implementation of security operations, provide professional client oriented security support service, monitor and actively support UN personnel movement, monitor all sources of information on security incidents and maintain and exercise the Security Communications Systems in the Joint Security Operations Coordination Center/ Gaza Security Operations Center (JSOCC/GSOC) in the Israel, Occupied Palestinian Territory and Jerusalem (IoPtJ). The SOA also performs the activities on the JSOCC/GSCO and ensures operations are conducted efficiently and professionally. The contract duration for the position is 12 months and the Service Contract extension will be conditioned to satisfactory performance evaluation as well as availability of funding under the Local Cost-Shared Security Budget (LCSSB).

Duties and Responsibilities
The primary responsibilities of the position are as follows:
Provide all UN and Saving Lives Together (SLT) organizations prompt, friendly and professional client oriented security support services (Client Orientation, Hospitality Services).
Official movement is monitored in order to provide information about changes in the risk environment and to allow a rapid head count of all UN personnel and those included in SLT agreements.
- Monitor all sources of information including the media for reports of security incidents.
- Maintain a log of all verified security incidents.
- Maintain and exercise the Security Communications Systems.
- Perform any other tasks and duties as directed by the Supervisor.
1. Provide all UN and SLT organizations prompt, friendly and professional client oriented security support services (Client Orientation, Hospitality Services).
- Information, recommendations and advice is provided to ensure;
- Immediate action is taken on all requests via VHF Radio, telephone, mobile phone, SMS, and emails.
- Responses to clients are completed as soon as allowed by other higher priority tasks.
- Product partnership are established and maintained with clients and their organizations.
- Clients’ needs are identified and the required support/assistance is provided to a high standard.
- Delivery of complete services and the meeting of client’s complete needs are always timely with no delays.
- Tasks are never ‘lost’ as a result of shift changes or changes in personnel in the GSOC. ? Handovers identify outstanding client requests as the first priority.
- Perform security induction for UN staff on the use of VHF, mobile.

- Movement is continually and actively monitored.
- Create and maintain accurate Mission Tracking logs of all daily planned movements.
- Initiate and receive VHF radio and telephone calls to clear the start of all missions.
- Continually monitor VHF radio locations and check they match mission plans through routine communications with each mission.
- Advise staff members of incidents that may expose them to elevated risk and advise alternative actions, routes or mission movements.
- Confirm all mission completion and that staff are back in planned locations.
- Checking the UN Project coordinates in the Buffer Zone for correspondence with the CLA Maps.
- Maintain security clearance grants through the TRIP System under FSCO guidance.
- Prepare Erez crossing coordination list of UN staff movement on daily basis.
- Maintain a database of UN staff entering/exiting Gaza strip.
- Maintain a list of overnight presence of international staff.
3. Monitor all sources of information including the media for reports of security incidents.
FSCOs are alerted to significant incidents in their Security Areas.
- Verification and confirmation is sought through Field Security Coordination Officer (FSCOs) in each Security Area.
- Verify that events are logged for use in the Daily Security Report.
- Preparing media press brief on daily bases.
4. Maintain a log of all verified security incidents.
- The database of security incidents is continually updated.
- Accurate figures, statistics and reports are available from the database upon request.
5. Maintain and exercise the Security Communications Systems.
The Everbridge SMS database file is continually updated using input from FSAs.
- The Security Communications System list of call signs is continually updated using input from FSAs.
- The Radio Checks are conducted.
- Radio Check Compliance Sheets are completed and provided to FSCOs.
6. Support to UN AFPs and UNDSS operations on the ground
- In their programme delivery activities under the FSCOs/FSAs guidance in Gaza.
- To FSCOs/FSAs during the security assessment missions.
- During the SUNO visits.
7. Perform any other tasks and duties as directed by the Supervisor.

Required Skills and Experience
Education:
• Minimum of High School Diploma.
• BA Degree in Business Administration or related fields would be an asset.
Experience:
A minimum of 5 years of experience in Operations, security or related field.
Language Requirements:
Fluency in English and Arabic are required.
Other:
• Knowledge of satellite phones and VHF radio operation is an asset.
• Computer literacy (MS Word, Excel, Access and PowerPoint) is essential.
• Possession of a valid driver’s license.
