Background

UN Women, anchored in the vision of equality enshrined in the United Nations Charter, works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development.

In Morocco, UN Women’s mission is to support the acceleration of progress in gender equality and the promotion of women's rights.

As part of a regional strategy aimed at achieving a 5% increase in women's employment across Arab States by 2030, UN Women Morocco Country Office (CO) intends to implement a regional programme that aims to accelerate women's employment by adopting a multidisciplinary approach, sustainable financing, and market systems-oriented strategies, in niche sectors that provide decent jobs. The programme leverages the achievements, data, and knowledge of UN Women in Arab States to scale up good practices towards a multidisciplinary model composed of complementary programmes. The programme identified several key sectors that are considered amplifiers for the creation and fostering of employment opportunities for women, such as the care economy, the green economy and the STEM economy.

Through this call for consultation, UN Women Morocco is recruiting an expert to support the development of the regional programme and the contextualization of Women’s Economic Empowerment (WEE) solutions to ensure their alignment with national priorities, the institutional and legal framework, and Morocco's public policies. 

The consultant will work under the overall guidance of the Head of Office of the UN Women Morocco CO . 

Duties and Responsibilities

 

  • Support the development of the national roadmap to implement the “Surging Women’s Employment in the Arab States” regional programme in Morocco:

 

  • Identify models that can be contextualized and applied in the context of Morocco to strengthen the economic empowerment of women, particularly in the care economy sector;
  • Support the development of the implementation strategy for the regional programme;
  • Identify key stakeholders in the care economy sector;
  • Support the development of the regional programme document aimed at accelerating women's employment;
  • Provide technical support in advocacy efforts to mobilize partnerships and funding, particularly under the care economy sector;
  • Support the organization of events on the care economy and women's economic empowerment;
  • Support the organization of consultation workshops with relevant stakeholders;
  • Support the conduct of desk reviews to develop a set of baseline and target indicators.

 

  • Support the development and stabilization of the “Care Economy” portfolio of the Morocco CO:
  • Foster coordination among care-related actions/initiatives implemented by the Morocco CO, particularly to inform the regional programme "Surging Women's Employment in the Arab States region";
  • Support the development of the national roadmap for an integrated and resilient care economy system;
  • Support the second phase of the contextualization of the ILO-UNW joint policy tool focusing on investment in care for the elderly.

 

  • The incumbent performs other duties within their functional profile as deemed necessary for the development and delivery of the employment strategy.

Required Skills and Experience

Education and Certification:

  • Master’s degree or equivalent in development studies, economics, finance, law, public policy, international relations, gender or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/program management certification would be an added advantage.

Experience

  • At least 5 years of experience in the development, implementation, coordination, monitoring, or evaluation of national programmes/projects.
  • Working experience in the field of Women Economic Empowerment or working experience in the care economy sector is required.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.
  • Excellent and verbal written communication skills.

Languages

  • Fluency in English and French is required.
