UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against all women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

 

To support member states in implementing the 2030 Agenda, UN Women’s Flagship Programme Initiative, “Making Every Woman and Girl Count (Women Count)” aims to affect a radical shift in the availability, accessibility and use of data and statistics on key aspects of gender equality and women’s empowerment. The Asia-Pacific regional component of the MEWG Programme encompasses a multi-year and multi-country programme of work with particular focus on implementing and supporting regional and country-specific activities in Asia and the Pacific. This includes work in the three inter-related key areas: (1) Building a supportive policy and institutional environment for the localization and effective monitoring of the SDGs; (2) Increasing the quality, comparability and regularity of gender statistics to address national data gaps and meet reporting commitments under the SDGs; and (3) Ensuring that gender statistics are accessible to users in governments, civil society, academia and the private sector, to strengthen adequate demand for their production. As part of the Women Count programme, UN Women’s statistics team also supports other teams in the production of analytical products across all thematic areas of the organization. These include, among others, advancing women, peace and security and humanitarian action in the ASEAN region; strengthening gender-responsive disaster preparedness in ASEAN; addressing gender and corruption across Asia and the Pacific; measuring the gendered effects of climate change in countries across the region; and informing inter-governmental processes with gender data for evidence-based decision-making. 

 

Within the context of implementing the programme of work of UN Women’s Asia-Pacific regional office, and with the ultimate goal of enhancing the quality, availability and use of gender statistics and research in the region, UN Women is producing a number of research products and data events. Under the supervision of the Regional Gender and Statistics Specialist at the Regional Office for Asia and the Pacific (ROAP), this consultant will contribute to the creation of multiple knowledge products, including through microdata analysis and reprocessing. Furthermore, the consultant will support with the implementation of gender and environment surveys in several countries.

  • Conduct analysis on Sustainable Development outcomes and prepare publications
    • Gather existing information on all dimensions of Sustainable Development from a gender perspective. This includes existing microdata from global databases, as well as publicly available related microdata sources, such as relevant surveys and census.
    • Carry out data analysis to summarize existing information.
    • Generate data tables for key indicators.
    • Create graphs and infographics using these estimates.
    • Draft country factsheets using data and additional research.
  • Conduct data analysis on gender and environment and draft background documents for related events in select countries.
    • Conduct data analysis on environment for select countries across the region.
    • Draft data briefs, including data tables, data visualizations and text, on gender, climate change and disasters for select countries, in coordination UN Women teams in country offices and at the regional level.
    • Draft background documents for at least one user-producer dialogue or data related event in the area of gender and environment.
  • Support with data gathering, cleaning, processing, analysis, visualization and other related statistical activities, for advocacy efforts to normative commitments on gender equality and women’s empowerment
    • Support the Gender Statistics team, as needed, with the analysis of microdata.
    • Write code for microdata analysis and generate registries for ease of reference.
    • Create data tables and visualizations, as needed.
    • Support with data verification, accuracy and consistency checks of reports and advocacy tools and resources. 
  • Support the Implementation of Gender and Environment Surveys in the Asia and Pacific region
    • Training Sessions: Conduct training sessions for enumerators on survey methodology, ethical considerations, and data collection techniques.
    • On-Site Support: Provide on-site support during data collection, ensuring data validation and accuracy.
    • Survey Reports: Conduct analysis and assist in the development of gender and environment survey reports, as well as other publication products requested by the government.
    • Data Dissemination: Assist in the communication and dissemination of data in the region through publication development and coordination with government authorities.
  • Steer the work of the Sub-group on Gender Statistics Training (SGGST)
    • Meeting Coordination: Coordinate and organize regular meetings for SGGST members.
    • Curriculum Development: Coordinate the development and finalization of the Gender Statistics Training Curriculum.
    • Advocacy and Monitoring: Assist in developing and implementing the advocacy strategy, as well as the evaluation and monitoring strategy for the Gender Statistics Training Curriculum.
    • E-Learning Support: Support the updating and maintenance of the E-learning course for the Gender Statistics Training Curriculum.
  • Support Capability Building in Gender Statistics within the Region
    • Training Coordination: Assist in coordinating regional or country-level training on gender statistics.
    • Training Materials: Develop training materials, including presentation decks, interactive activities, and printouts.
    • Training Facilitation: Facilitate training sessions and activities.
  • Ad -hoc task
    • Daily Operations: Provide support in the daily operations of the Gender Statistics team in the Regional Office for Asia and the Pacific.

The monthly deliverables may include:

- A monthly report with a summary of products and achievements for the month.

- Drafts for technical publications, reports and papers as needed.

- Methodological sheets, including limitations, caveats, references, footnote and data sources used for each piece of analysis conducted.

- Tabulation plans for statistical analyses.

- Stata Do Files.

- Excel sheets with data tables and graphs, for each piece of analysis completed.

- Log files with lists of comments received and responses on how these were addressed, for each report or publication drafted.

- Power Point presentations and syllabus for training materials, where relevant.

Consultant’s Workplace and Official Travel

 

This is an office-based consultancy. As part of this assignment, the consultant will be required to travel on mission to countries in Asia and the Pacific. For travel on mission, travel costs, Daily Subsistence Allowance (DSA), and other expenses related to travel will be paid by UN Women in accordance with the UN Women Travel Policy. Travel Authorization will be granted to the consultant prior to the travel date.

Qualifications et expériences requises

Education and Certification:

 

• Master’s degree in the field of statistics, mathematics, computer science, data science, demography, econometrics, gender statistics, international development, or other related area is required.

• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

 

Experience:

• A minimum of 2 years professional experience in microdata analysis, preferably microdata from demographic and health surveys, multiple indicator cluster surveys, or other individual-level surveys to generate gender analysis.

• Experience calculating gender indicators, particularly internationally agreed indicators such as SDG, ICPD, Sendai, and others.

• Professional experience supporting national governments, preferably in the Asia-Pacific region, with the production and use of gender data is required.

• Proven track record of publications, preferably analytical publications on development issues, including statistical tables and graphs is required.

• Knowledge of data communications, including visualization, is necessary.

• Experience working with and liaising with UN partners and field offices is highly desirable.

• Previous work on gender statistics in Asia and the Pacific is highly desirable.

• Excellent command of STATA is essential, while a good command of R and Python is desirable.

 

Languages:

  • Proficiency in English, with a focus on writing.
