UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In Ukraine UN Women works with the government, parliament, and civil society in advancing gender equality through implementation of the national and international commitments on gender equality and women’s human rights. UN Women Ukraine implements interventions towards the realization of following strategic goals: elimination of violence against women and girls; implementation of women, peace and security agenda and gender responsive governance. UN Women works closely with the UN Country Team in integration of women’s rights and gender equality in all spheres of UN work.

Since the beginning of the Russian military invasion on 24 February 2022, Ukraine is rapidly emerging as one of the world’s most complex emergencies where women and men, girls and boys, in all their diversities, have been profoundly impacted. The humanitarian crisis has continued to escalate, with varied and uneven gendered impacts. 56 per cent of the 3.7 million officially registered IDPs are women, and women make up 93 per cent of the 4.6 million people returning to Ukraine and seeking to re-integrate into society[1].  As of December 2023, at least 14.5 million people (one-third of the population) need humanitarian aid, of which 56 per cent are women and girls[2]. Women’s groups and civil society organizations have been quick to react to the immediate priorities of their communities but face many challenges as they attempt to provide support to large numbers of internally displaced people, host-communities and those directly affected by violence and insecurity. Civil society, and particularly women’s organizations in Ukraine are in the front-line to deliver immediate humanitarian assistance to displaced women and girls. Displaced women and girls are facing multiple human rights violations, including sexual and gender-based violence.

In response to the invasion and humanitarian crisis, the United Nations Women's Peace and Humanitarian Fund (WPHF), with the technical support of UN Women, has activated its emergency response for Ukraine, by supporting local women's rights organizations in Ukraine and Moldova on the frontlines of the response to the needs and displacement of women and girls.

Reporting to the Monitoring and Reporting Specialist and WPHF Project Coordination Analyst, the Monitoring and Reporting Analyst will provide support to the Ukraine Country Office colleagues and WPHF team in incorporating monitoring and reporting into programme formulation as well tracking against Strategic Plan targets and the reporting of results to internal and external audiences.

Devoirs et responsabilités

  1. Facilitate and substantively contribute to the incorporation of monitoring and reporting into programme formulation
  • Facilitate and substantively contribute to the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes;
  • Include inputs from relevant evaluation findings, conclusions and recommendations into programme formulation;
  • Contribute to annual work plan monitoring, reviews and reporting;
  • Provide technical support to partners in developing Performance Monitoring Frameworks (PMFs), systems and plans, and Baseline Surveys;
  • Facilitate the clearance of donor agreements and Programme Cooperation Agreements with CO.
  1. Contribute substantively to the monitoring and tracking of results against country/ regional level targets and UN Women Strategic Plan
  • Coordinate with Programme Team to ensure that data collection and analysis from field visits are coordinated and standardized across programmes;
  • Monitor data from partners on a quarterly basis and provide substantive inputs to regular management briefs to inform decision making;
  • Visit partners, along with the Programme Team, to support monitoring of results and planning processes as required;
  • Monitor the spending of donor funds and other programme expenditures and disbursements;
  • Draft and monitor the CO Monitoring, Evaluation, and Research Plan.
  1. Facilitate the reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences
  • Facilitate the process of the CO meeting internal and external reporting requirements and deadlines, including annual reporting process;
  • Draft donor and programme reports (both narrative and financial);
  • Identify relevant evaluation findings, conclusions and recommendations and input them into programme reporting;
  • Review progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting;
  • Collect and maintain data for country, regional and global corporate reports, mid-term reviews, and final evaluations.
  1. Provide technical support to the CO in the implementation the UN Women Evaluation Policy
  • Coordinate the implementation of UN Women’s Evaluation plan in the CO;
  • Provide guidance to programme staff on evaluations;
  • Ensure communication between the CO and RO regarding Evaluations;
  • Coordinate the completion of management’s response to the UN Women Global Accountability and Tracking of Evaluation Use (GATE).
  1. Contribute to knowledge building and capacity building
  • Identify and disseminate good practices, lessons and knowledge, as identified through programme implementation, monitoring and evaluation activities;
  • Contribute to the development of capacity development tools, including training materials and packages;
  • Facilitate capacity building opportunities for staff and partners in the country in the areas of Results Based Management (RBM), Monitoring and Evaluation;
  • Promote the awareness and understanding of the shared responsibility of Monitoring and Evaluation (M&E) among all staff members through communication, training, learning and development activities.

Qualifications et expériences requises

Education and certification:

  • Master’s degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender/Women's Studies is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 2 years of progressively responsible experience at the national or international level in monitoring and reporting of development projects/programmes is required.
  • Experience in the United Nations systems in desirable.
  • Field experience is desirable.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.
  • Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.

Language Requirements:

  • Fluency in English and Ukrainian is required.
  • Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
  • Knowledge of dashboards creation and activities/objects geographical mapping is an asset.
